8.7 L = 8L and 700 mL
1000mL in a Litre.
Which means 10 x 10 x 10. Move the decimal place 3 base 10 places to the right.
8.7 x 10 = 87.0
87.0 x 10 = 870.0
870.0 x 10 = 8700.00
Or
8.7 x 1000 = 8700
Therefore there is 8 whole litres and 700 millilitres

WHY?
There are 1000 mL in a litre. So 375 does NOT make a complete litre. So there
can NOT be a whole number in the decimal.
8.7 mL = 0.0087L
1000mL in a Litre.
Which means 10 \ 10 \ 10. Move the decimal place 3 base 10 places to the right.
8.7 \ 10 = 0.87
0.87 \ 10 = 0.087
0.087 \ 10 = 0.0087
Or
8.7 \ 1000 = 0.0087
Therefore there is 0.0087 millitres out of the whole litres (1000mL)
