Presidential Directives during
the 4th SONA of the President to
Clear Roads of Illegal Structures
& Constructions

• All local officials are enjoined to


exercise to exercise their powers

• LCEs are hereby directed to


revoke permits that give
authority to private entities to
occupy public roads, alleys and
other thoroughfares

• Prudence must also be


observed in pacing street signs
and signage to avoid to avoid
exacerbating problems on
obstruction

• Local sanggunians are enjoined


to revisit ordinances and
similar legislative measures to
ensure responsiveness to this
presidential directive and
consistency with related laws
and policies

• LGUs must ensure immediate


and effective implementation of
road clearing operations

• In case of non-compliance,
appropriate administrative
cases shall be filed pursuant to
Section 60 (c) of the LGC of
1991 and other existing laws
and policies

• It must also be the
responsibility of the LCE to
exact accountability and impose
corresponding sanctions, after
due process, against non-
supportive and/or non
compliant local officials and
employees

All LCEs are hereby directed to:

• Ensure the continuity of the


undertaking by institutionalizing
sustainability mechanisms for the
maintenance of road clearing
operations as well as transition
livelihood plans and programs for
those affected

• Promulgate all the necessary policy and
issuances e.g appropriate resolution
and ordinance to address all traffic and
sidewalk concerns such as but not
limited to:
parking and no parking policies
Imposition of the required setback
and parking for residential and
commercial establishments

Continuing inventories and profiling
of roads under the LGU jurisdiction
Review of business permits granted
to establishment without required
parking space and required setback
and possible revocation in case of non
compliance
Designation of commercial space for
affected stakeholders

• Transfer the responsibility to
respective barangays under
their jurisdiction to be the
primary unit responsible for
the continued maintenance and
sustainability of cleared roads

The validation team shall report
the status of LGU compliance
consistent with the previous
issuance of the Department on
the matter and submit monthly
report as to its continued
operations thereafter

Failure to comply with this

Roles of Punong Barangays and
Sangguniang Barangay Members relative
to the Presidential Directive to Clear
Roads of Illegal Structures and
Constructions/Obstructions
• All Regional Directors and Field
Officers are directed to inform
all Punong Barangays and the
Sangguniang Barangay
Members with their respective
jurisdiction to perform their
roles
1. Revisit approved ordinances and make
them consistent with existing
City/Municipal Ordinance, and other
related laws and policies pertaining to
road clearing operations;

2. Collaborate with the City/Municipal


Mayor concerned for harmonization of
the efforts in the clearing of roads of
illegal structures and obstructions;
3. Undertake strategies to ensure a
peaceful, smooth, orderly and
continuous implementation of the
road clearing operations within their
respective jurisdiction. Such strategies
may include the conduct of
information dissemination campaign,
for a or assembly to inform the
community of the President’s directive
on road clearing
4. Mobilize the Barangay Tanods to
conduct monitoring/ronda to
ensure that public roads are rid of
illegal structures and constructions.

5. Ensure to maintain and sustain


the cleanliness of all cleared roads
within their respective jurisdiction.
