Achieving New Nuclear Configuration Management: Presented By: Ken Barry - EPRI Lloyd Hancock - LRH Consulting

The document discusses configuration management (CM) best practices for new nuclear power facilities. It begins by noting challenges with CM for current generation plants. It advocates starting a CM program early in facility planning and developing a virtual plant model. The document outlines a CM life cycle and recommendations for establishing a CM program, including defining its scope, applying a graded approach, and integrating with corrective action programs. It also discusses developing a CM taxonomy and using an SSC information repository to manage requirements and configuration data. Finally, it reviews various guidance documents for establishing effective CM.

Advanced Nuclear Technology (ANT)
• New nuclear power plants must overcome a number of regulatory,
economic, technical, and social challenges prior to becoming a
reality
• Program efforts focused around:
– Facilitating standardization across the new fleet
– Transferring technology to new plant designs
– Ensuring top plant performance from start of operations
– Reduce overall deployment risk and uncertainty
– Supporting development of advanced nuclear plants and
associated strategic initiatives

Achieving New Nuclear Configuration
Management - Tasks
Information Handover Guide
• The Handover Guide published in December 2009 (1019221).
• Developing generic data requirements.
New Nuclear Plant XML Equipment Schemas
• Working with FIATECH, Hydraulic Institute, NIST and vendors to
conduct a pump procurement pilot to determine nuclear specific
fields.
Configuration Management
• CM For New Nuclear published in April 2011 (1022684).
QA for Design and Modeling Software and V&V for Quality
Software
• Quality Control of the 2D / 3D design and modeling software and
other associated databases and software in a commercial grade
dedication method prescribed by NQA-1

EPRI DESIRED END RESULTS
• One source of controlled data with multiple attributes that
is consumed by multiple applications and changed from
one application.
• Data quality (graded) that can be confidently used by all
levels of applications by specified milestones.
• Data and Document Relationships that will build a design
basis taxonomy to support configuration control of
changes and operability determinations of the plant.
• Ability to manage as-designed, as-specified, as-built, and
as-tested configurations of the plant.
• Access to data and documents via the 2D and 3D Models
• Electronic Delivery of Compliant, “as-built” Information for
Smarter Operation and Maintenance

10
LEARNING FROM THE PAST
• CM WAS NOT INITIALLY FACTORED INTO THE
CURRENT GENERATION OF NUCLEAR PLANTS
• UTILITIES DIDN’T UNDERSTAND THE RELATIONSHIP
BETWEEN REQUIREMENTS, CONFIGURATION
INFORMATION AND THE PHYSICAL PLANT
• CONFIGURATION INFORMATION WAS MOSTLY
DOCUMENT CENTRIC
• EXAMPLES OF CM DISCONNECTS BEGAN TO
APPEAR:
• IE BULLETIN 79-14
• SALEM ATWS TRIP BREAKER PROBLEM
• DAVIS BESSE LOSS OF FEEDWATER EVENT
• MILLSTONE – 10CFR50.54(F)

11
CURRENT CONDITIONS
• 10CFR52 INTRODUCES NEW CONCEPTS AND
TERMINOLOGY FOR NEW NUCLEAR FACILITIES
• CERTIFIED DESIGN
• DESIGN CONTROL DOCUMENTS (DCDS)
• COMBINED OPERATING LICENSE APPLICATION
(COLA)
• ITAAC
• OWNER/OPERATORS MUST HAVE CM & QA
PROGRAM IN PLACE AT RECEIPT OF COL
• TECHNOLOGY HAS MOVED AHEAD
• INTEROPERABILITY
• VIRTUAL PLANT
• XML SCHEMAS
• WORKFLOW MANAGEMENT

12
GOING FORWARD

• CM PLANNING NEEDS TO BEGIN FROM TIME OF

FACILITY CONCEPTION
• THE OWNER/OPERATOR MUST “CHAMPION” CM BY
DEVELOPING A STRATEGY/PLAN TO DEFINE THE
PROGRAM
• CONFIGURATION INFORMATION NEEDS TO BE
COLLECTED AS SOON AS PRELIMINARY DESIGN
AND SITE STUDIES BEGIN
• REQUIREMENTS NEED TO BE IDENTIFIED AND
HOW/WHERE THEY ARE SATISFIED DOCUMENTED
• THE VIRTUAL PLANT CONCEPT NEEDS TO BE
ADDRESSED
• EXCELLENT TIME TO DEFINE AND DOCUMENT
MARGINS
