The project aims to enhance agricultural productivity in Lubang


Island through improvement in rural infrastructures.

communication recording the contributions of
the planning team and the results of its

PRINCIPLES: The logframe approach is
based on a few simple underlying principles:

• Cooperation between and among project staff


and partner organizations
• Problems to be solved are linked with people,
groups, and organizations. Resolution depends on
a comprehensive picture of the interest groups,
individuals, and organizations.
• Identify constraints that impede the solution of
a given problem. In addition, specify the

definition of a hierarchy of objectives
linked by means-ends hypothesis and
complemented by certain assumptions
and external conditions and influences.
All inputs (activities, human and financial
resources) are specified.

CASE: THE COCONUT INDUSTRY OF KUNGSAAN PROVINCE
Coconut is one of the most important crops in the Kungsaan Province covering 35% of cultivated
land. Aside from producing around 60% of country’s coconut oil requirement, the coconut industry
also provides direct or indirect employment to almost one third of the country's population.

Despite the importance of the sector to the country's economy, modernization of the coconut
industry has not taken place. Over the years, coconut production continues to decline resulting to
decreasing income of coconut farmers and reduction in the local supply of fresh coconut and
coconut oils. Recently, exports of coconut products were also disrupted.

The decline in yield is primarily due to failure of farmers to replace aging and unproductive stand of
palms with new varieties of coconut palms. These can be attributed to farmer’s low access to
needed inputs as well as their lack of technical skills in applying new varieties and farm inputs. The
low market price of coconut further tends to discourage farmers to plant new coconut palms.

The present situation is further aggravated by the presence of a viral disease called "Cadang-
Cadang" or "yellow mottle", which kills millions of coconut trees each year. Majority of these
affected coconuts are traditional varieties as they are less resistant to the virus. Moreover, farmers
rarely apply plant protection measures.

Considering the potential of the coconut farming to fuel industry growth, the Philippine Coconut
Authority has proposed for a loan to International Buko Bank (IBB) to improve the performance of
the industry.

The primary goal of the project is to reduce poverty by increasing


the disposable incomes of small holder farm families.

Specifically, the project will:


1. Improve agricultural production to ensure sufficient income of
farmers;
2. Transform farmers’ organization into self-reliant/viable
organizations;
3. Introduce modern agricultural technologies such as IPM, hybrid
varieties, seeds and stocks, and farm machineries;
4. To provide easy access to credit facilities;
5. To provide infrastructure support services like irrigation, post
harvest facilities and FMRs. Logical
