Session Three: MFR data content

Session Objective
The objectives of this session are:
To provide overview of Master facility Registry (MFR)
To understand the benefits of MFR and its role in the
Ethiopian e-health architecture
MFR Data Content
The MFR data content refers to the information or data
elements that relate to each facility included in the MFR.
Typically, an MFR includes both:

MFR Data Content
Data elements for the signature domain are required while
others, including service domain data, are desirable but
optional.
The inclusion in an MFR of additional or optional data may
be useful to MFR data consumers but, ultimately, the more
data included in the MFR, the greater the cost and the
effort required to update and maintain the MFR.
Decision regarding which data to include in the MFR must
necessarily balance the basic needs of data consumers
with the potential costs of collecting additional data on all
facilities, and to regularly update and verify that data.
Signature Domain

Signature domain data
The signature domain contains data elements that are used to
establish a “fingerprint” for a facility. Has information necessary
to uniquely identify, locate, and contact a specific facility.
• These data elements should not change substantially over
time and constitutes the minimum data content for the MFR.
The following signature domain data elements are included:

Unique Facility Identifier
A unique identifier that identifies a specific facility and
distinguishes it from all others. Numbers are often used as
unique identifiers for facilities. They are simple, compact, and
can be stored in any system.
Unique Facility Identifier -is an auto-generated sequential
number allocated to each Health institutions (which includes
both administrative and health facilities) when it is added to
the master list.
The process will generate a new unique identifier to all health
institutions based on a predefined criteria.
Facility Name
This is the formally documented official name of the
facility. It is important not to include the administrative
unit’s name or level in the name of the facility, unless it is
part of the official name. The location or the type of facility
should only be included in the facility name if it is
included in the official name.
Data Rule:
- The name should be in Proper Case (First letter of each word
should be capitalized, except for prepositions)
- There should be one space between each word.
- Avoid abbreviations.
- Facility name should be registered in English

Old/Other Name of the facility
This is the previous/old/legacy/other alternative name that
the facility has.
Data Rule:
- The name should be in Proper Case (First letter of each word
should be capitalized, except for prepositions)
- There should be one space between each word
- Facility old/other name should be registered separately and
in English
Data Source: From previous systems, previous license
Facility Type
Facility types should be determined and supported with
official certificate by respective authority. It includes:
- Hospitals (Comprehensive Specialized, General & Primary H)
- Health Center
- Health Post
- Clinics (Primary, Medium & Institution based clinics)
- Specialty Clinics
- Specialty Center
- Laboratories (Basic, Advanced)
- Imaging centers (Basic, Advanced)
- Pharmacies/Retail outlets (Drug store, Pharmacy)
- Others
Data Rule:
- A facility should have only one facility type. But in case of
specialty center, more than one sub type can be selected.

Ownership/Managing Authority
It describes about who owns/manages the health
facilities. Ownership for a facility is established during the
registration process. It is classified as:
1. Public/Government: Owned by government
2. Other Government: Owned by other government such as
Military, Police, Prisons, universities, factories and others
3. Private for profit: Owned by private owner/s established for
profit making.
4. Private not for profit: Owned by organizations not established
for profit purpose (FBOs, NGOs etc)
Data Rule: Only one owner at a time.

Operational Status
It shows the operational status of a health facility.
operational status can be:
Operational: Facility is open and providing services
Currently Not Operational: A facility stopped providing
service for a temporally (Non-regulatory reasons)
Pending: A facility that has been approved and licensed but
not yet operational
Closed: A facility that was operational but is now
permanently closed
Doesn’t Exist: A facility whose physical existence cannot
be verified
Duplicate: Exists and is properly licensed but is effectively
a duplicate of another facility.
Suspended: A facility that is temporarily closed (Due to
regulatory reasons)
Data Rule: One operational status at a time.
Data Source: Official license certificate
Administrative area
This shows the administrative hierarchy that includes
Region, Zone, Woreda, city/town (Optional) and Kebele in
which the facility is located.
The MOH may maintain Region, Zone, Woreda and Kebele
(i.e., administrative areas that are specific to the function
of the health sector), the list will be always refer and use
the government structure to be consistent with changes.
Data Rule: One facility should have only one administrative
area within each hierarchy.
Data Source: Central Statistics Agency hierarchy data and
License certificate.
Facility physical Location
While administrative divisions are geographic boundaries that
divide Ethiopia into manageable subunits, there are other
location-related data for a health facility that more precisely
describe its specific location.
• It includes:
o Physical locations includes:
o Specific area name
o Street number
o house number.
Data Rule: The location description/landmarks for a given health
facility should give reference to its physical address including
as much descriptive information as possible (i.e.,
neighborhood, physical landmarks, etc.).

Geographic coordinates/Latitude and
Longitude
The geographic coordinates refer to the physical location
of the facility, typically represented as latitude (S),
longitude (E) and Altitude (Elevation)
Physical location of the facility typically represented as
latitude and longitude using appropriate device to capture
the coordinates.
Data Rule: Both latitude and longitude should be specific in
decimal degrees. Example: For Addis Ababa it is:

Longitude 38.763611
Data Source: Survey, from existing other data sources.
Date of inaugurated/ opened/
upgraded
It refers to when the facility gets operational or start
to give services. If a facility is upgraded from a
Health Post to a health center this data is updated to
reflect the date when the change occurred.
Data Rule:
The date opened is a date only and should follow the
Ethiopian Calendar.

Facility Contact Information:
These contain information the facility uses as a means
of communication.
Includes; official phone number (The telephone of the
head or technical leader if the facility doesn’t have
phone number), official fax, official email address,
P.O.Box or official web sites of the facility.
Data Rule: It should have at least one means of
communication.
Data Source: Facility, Woreda Health Office and/or
administrative hierarchy.
Head of Facility/ Technical leader
Contact Information:
These refers to point of contact of the facility (head of the
facility/technical leader) information that will be used for
communication.
In case of private facilities, the name of the owner could
be considered as they may not have a facility head.
Head of facility Contact Information Include, full name,
Phone number and email address.
Data Rule: Name should be full name (First, middle and last
name)
Data Source: Facility
Date of License last renewed
It refers to when the facility gets its license renewed. In
reality, health facilities are expected to renew their license
every year. This also includes the license date for the first
time and subsequent renewals.
Data Rule:
The date license last renewed is a date only format and
should follow the Ethiopian Calendar.
Date in the format dd/mm/yyyy Example: 21/06/1989
Data Source: License document
Settlement:
This shows whether the facility is in rural or urban area,
based on CSA’s definition.
Urban center is defined as a locality with 2,000 or more
inhabitants. Moreover, all administrative capitals (Region,
Zone and Wereda), and localities in which urban dwellers’
associations were established were considered as urban
centers, irrespective of the population size.
Settlement is either Urban or rural

Service Domain

Service domain data
Contains data elements that describes the infrastructure,
basic services and human resource;
Compared with signature domain data elements, these
data elements tend to change more frequently, so greater
effort is required to keep the data up to date.
