TOPIC 3 : CURRICULUM DEVELOPMENT IN MALAYSIA


INTRODUCTION

• Statistics have shown that various agencies are offering early childhood education services
to the community
• Before the establishment of the Education Act 1996 (Akta Pendidikan 1996), these agencies
have been using their own curriculum which varies from one another
• Due to the different types of curriculum used in the preschools, the Ministry of Education has
gradually developed a curriculum and rules, known as ‘Kaedah-kaedah Guru/Kaedah-kaedah
Tadika & Asuhan (Pendaftaran) 1972 Warta Kerajaan P.U. (A) 414’
• However, all of the agencies operating the preschoolers have to obtain guidance and
operating procedures from the Ministry of Education
• At the same time, the Ministry of Education also realized that the importance of early
education and clarify its objectives to have a standardize curriculum among the
kindergartens in this country

MALAYSIAN PRESCHOOL CURRICULUM GUIDELINES (1984)

• Areas of focus in the Malaysian Preschool Curriculum Guidelines (1984) are:


 Informal program for children age 4 to 6 years old
 Using the learning through play concept
 Flexibility in teaching and learning

• Components in the Malaysian Preschool Curriculum Guidelines (1984) are:


1) Development in Nationality Education
2) Development in Moral Education
3) Usage of Bahasa Malaysia
4) Islamic Education
5) Physical Development
6) Emotional Development
7) Cognitive Development
8) Language Development
9) Esthetics and Creativity Development

MALAYSIAN PRESCHOOL CURRICULUM GUIDELINES (1993)

• On February 13, 1992, Jawatankuasa Tetap (Induk) Penyelarasan Hal-Hal Pendidikan


Prasekolah has decided to revise the Malaysian Preschool Curriculum Guidelines with
the intention to standardize its content to meet the current need and situation
• The National Education Philosophy which based on the principles of Rukun Negara
and a vision in developing a prosperous and harmony country acted as a based for the
curriculum

MALAYSIAN PRESCHOOL CURRICULUM GUIDELINES (1993)

• The focus of the Malaysian Preschool Curriculum 1993 is its own preschool education
concept and principles:
 A flexible program and informal education
 Focuses on the importance of children development as a whole, integrated and balance
 Nourish the children with knowledge, skills and values needed in everyday lives
 Education provided should be appropriate with the children’s age
 Activities based on ‘learning through play’ that could enhance curiosity

• The concept and principles focuses on:


 Children’s characteristics
 Environment
 Learning principles
 Well planned activities

• Teaching approaches:
 Integrated
 Learning through play
 Thematic

NATIONAL PRESCHOOL CURRICULUM (2003)

• Known as Huraian Kurikulum Prasekolah Kebangsaan


• It was developed as an effort to standardize and improve the early education quality in
Malaysia
• It is a standard document to all kindergarten owners as mentioned in the Education Act 1996

• Involved SIX components:


1) Language & communication
2) Cognitive
3) Spiritual and morale
4) Socio-emotional
5) Physical
6) Creativity & Esthetics

NATIONAL STANDARD PRESCHOOL CURRICULUM GUIDELINES
(2010)

• Known as Kurikulum Standard Prasekolah Kebangsaan


• After several years of implementation, the guideline has been changed in 2010
• Has several core (tunjang):
1) Komunikasi (BM, BI,Cina, Tamil) Communication
2) Kerohanian, Sikap dan Nilai (Pendidikan Islam & Moral) Spirituality, Attitudes &
Values
3) Ketrampilan Diri (Perkembangan Sosioemosi) Personal Competence
4) Sains & Teknologi Science & Technology
5) Fizikal dan Estetika (Perkembangan Fizikal & Penjagaan Kesihatan) Physical
Development & Aesthetics
6) Kemanusiaan Humanity

• Dokumen Standard Kurikulum dan Pentaksiran (DSKP) Kurikulum Standard Prasekolah


Kebangsaan (KSPK) is the main platform to guide teachers to support desire to provide
world-class pre-school education to the present generation and the future
• It is based on the principles appropriate to the practice of child development and child
learning theory
• The six core is Tunjang Komunikasi; Kerohanian, Sikap dan Nilai; Kemanusiaan;
Perkembangan Fizikal dan Estetika; Sains dan Teknologi; dan Keterampilan Diri.
• Among the things that are emphasized in the formulation is Kemahiran Berfikir Aras Tinggi
(KBAT)/Higher Order Thinking Skills (HOTS)

• Details of the document are intended to help teachers plan and implement effectively
teaching and learning
• Activities are designed to provide experiences and teachers are encouraged to use creativity
to select, organize, manage and diversify based Learning Standards as appropriate students
• The content of the lessons learned in preschool, is essentially the knowledge and skills
needed for students to prepare for education at the primary level in the future

• The government agencies involved in the early childhood education are as follows:
1) Jabatan Kemajuan Masyarakat, Kementerian Pembangunan Luar Bandar
• They established TADIKA/TABIKA KEMAS and train their own teachers

• It is compulsory for the non-government organization such as religious organization and


private organization to follow the National Standard Preschool Curriculum as stated in the
Education Act 1996
