LAW ON CONTROL OF NARCOTIC DRUGS AND
PSYCHOTROPIC SUBSTANCES
INTRO The Law is allowing the cultivation of hemp and the use of hemp
extracts for medical and scientific purposes
Also, the Law defines the competencies in the part of narcotic drugs between
the Ministry of Health and the Agency for Medicinal Products and Medical
Devices. Explanation for the use of hemp based products for medical purposes
By October 2015, 13 countries from the European Union enabled the use of
hemp-based preparations for medical purposes. These are (orderly): the Czech
Republic, Finland, Romania, Italy, Spain, the Netherlands, France, Austria,
Portugal, Germany, England, Slovenia and the last Croatia.
Each of these countries is a signatory to the United Nations Unique

Convention on Narcotic Drugs of 1961, the United Nations Convention on
Psychotropic Substances of 1971, the United Nations Convention against
Illicit Traffic and Psychotropic Substances of 1988, as well as the Republic of
Macedonia.
Conventions are designed to combat drug abuse and equip the approach to
this problem globally. The preamble to the Convention explicitly allows the use
of drugs for medical purposes. The 1971 Convention clearly stipulates that:
"the use of drugs for medical purposes is a necessity and must not be
restricted without reason".

"EMCDDA" is the European Monitoring Center for Drugs and Drug

Addiction drug with a permanent headquarters in Lisbon, Portugal;
"INCB" is an international drug control board that is an independent

body of United Nations that has the role of monitoring the
implementation of drug control conventions by member countries
of the Organization of the United Nations. The permanent seat of
the INCB is Vienna, Austria
"UNODC" is a body of the United Nations with activities in the field

of prevention of drug-related crime.

BASIC PLAN
ENTRANCE
ADMINISTRATION AND OPERATIONAL PART
The administrative part is 180m2 and consists

of an office, a hall, a room for reception of
parties, a kitchen, sanitary unit,
a dressing room, a drying room and a packing
room, a boiler room and a warehouse. For this
object is provided a.b. ribbon based floor
slab and a.b. floordesk with d = 12 cm and
required netting fittings. The bearing structure
is made of corrugated steel profiles and the
roof and facade are covered with a sandwich
panel with d = 10cm.
Interior linings on the walls are plasterboard
except in the dryer where there is a wooden
coating of OSB boards. The sanitary knot is
coated with floor and wall tiles.
The floor coverings are placed on the upper
part of concrete slab d = 4cm and consist of
tiles in the corridor, laminate in offices and
epoxy coating on the upper concrete part in the
dryer and in the room for packaging.

• Heating and cooling system
• Clarification: Heatting - The optimum temperature range varies from 24 to 30 ° C.
Temperature above 32 ° C and below 15 ° C, can reduce the potency of the active
ingredient THC and slow growth. The system predict temperatures from -30 to +40
degrees Celsius. The boiler will use natural gas.
• Lighting and sunlight

• For controlling very high radiation from sunlight, are also predicted under roof
curtains from a transparent milk nylon as protection.
• Watering
• Clarification: Irrigation system, drop by drop, or hydroponics. Calculation is made for
6.6 herbs / m2. The proposed system contains a reservoir, installation in the entire
area of the greenhouse for a capacity of 2850 pots.
• Ventilation
• Clarification: Ventilation is done in two ways, the system contains ventilators / fans
for internal ventilation, and wall ventilation with sensitive protective filters, with high
pollen protection.
• CO2 - CO2 injection system.
• The system is connected to a pipeline through the surface of the greenhouse and
straightens all the herbs directly.
• Control panel
• The greenhouse connects a control panel / board that ensures maximum monitoring
and control of the internal micro-climate
