through sustained efforts to attain balanced agro- industrial develepment; to generate more employment opportunities and adequately provide the basic infrastructure utilities, facilities and social services necesary for a robust community” CITY OF BATANGAS • “Seal of Good Local Governance 2016” recipient, known as the “Industrial Port City of CALABARZON” and one of the top most competitive component cities in the country, is the home of 329,874 peace- loving, hospitable and hard-working inhabitants. • It was proclaimed as a City on July 23, 1969 which became the accelerating point of trading, commercial and industrial activities in the locality. • The city is presently classified as a Regional Growth Center in the CALABARZON Region. This capital city is one of the nation's top earning cities and the site of one of the biggest oil refineries in the Philippines. CITY OF BATANGAS • The city is also hosting the country's first petro- chemical/naptha-cracker plant and five power plants using natural gas with a combined capacity of 3,300 MW. • It is located approximately 112.00 kilometers south of Manila and conveniently connected by the STAR Tollway to the South Luzon Expressway (SLEX). • The city's fine harbor was declared as an International Port with container cargo terminal and designated as a complementary port of Manila. • The city is the land of historical places, vibrant economic activities and marine resources and of great opportunities for social and economic advancement. HISTORY • Spanish missionaries first set foot in Batangas City in 1572.
• The settlement was founded in 1581 and named
"Batangan" because of the numerous big logs that abounded the Calumpang River. The logs were called “batang” by the natives who settled near the river and called the settlement "Batangan". This name was modified and became Batangas in 1601. Don Agustin Casilao was appointed as the first Gobernadorcillo. Since 1754, the city has been the capital and administrative center of the province.

The first Roman Catholic Church was
1581 built.

Batangas High School was established
1902 which is now known as the Batangas National High School The Batangas Municipal Hall was June 19, 1909 inaugurated. HISTORY The Batangas Trade School was formally opened. Known now as the Batangas State June, 1910 University formerly Pablo Borbon Memorial Institute of Technology. July 25, 1915 Plaza Mabini was inaugurated Japanese planes bombed and totally December 12, 1941 destroyed the Batangas Airport in Barangay Alangilan Batangas Catholic Church was elevated to February 13, 1948 the status of Basilica Minor of Infant Jesus and Immaculate Conception.

Physical and Geographical Aspects • The City of Batangas is a coastal city lying in a covelike shape at the south-eastern portion of Batangas Province and geographically situated at coordinates 13 degrees, 45 minutes and 25.96 seconds north latitude and 121 degrees, 3 minutes and 29.2 seconds east longitude.
• It is bounded on the northwest by the municipality of San
Pascual; on the north by the municipality of San Jose; on the east by the municipalities of Ibaan, Taysan and Lobo; and on the south by the Batangas Bay. Batangas City, the capital of Batangas Province has a total land area of more or less 28,541.44 hectares.
• It is about 108.00 kilometers away from Manila and has an
average travel time of approximately one hour forty-five minutes through the Southern Tagalog Arterial Road (STAR) tollway and the South Luzon Expressway (SLEX). • Batangas City has 105 barangays. 42 of its barangay are classified as urban while 63 are classified under rural category. • The total land area of the 42 urban barangays is 35.103 km2, while the rural barangays has a total land area of 250.311 km2. • the total land area of Batangas City is 285.414 km2. • “SECTION 1. Lone Legislative District. - The City of
Batangas is hereby separated from the Second Legislative District of the Province of Batangas to constitute the Lone Legislative District of the City of Batangas, which shall commence in the next national and local elections after the effectivity of this Act. “ R.A 10673 • “AN ACT REAPPORTIONING THE PROVINCE OF BATANGAS INTO SIX (6) LEGISLATIVE DISTRICTS”
• By virtue of Republic Act No. 10673,
signed by President Benigno S. Aquino III on August 19, 2015, the province of Batangas has been reapportioned into six legislative districts, to commence in the next national and local elections R.A 10673 • Republic Act 10673 names the 2 most populous cities in Batangas province as separate legislative districts. • President Benigno Aquino III approved on August 19 Republic Act 10673, which increases the number of districts in Batangas province from 4 to 6. • This law creates the 5th legislative district to be composed of Batangas City, and the 6th legislative district to be composed of Lipa City. • Batangas City used to be part of the 2nd district, currently represented by Representative Raneo Abu. R.A 10673 • Batangas City used to be part of the 2nd district, formerly represented by Representative Raneo Abu. • The proposal was passed by the House of Representatives in February 2014, and by the Senate in June 2015.
• “The creation of two new legislative districts will boost
the development efforts not only in the said areas, but in the whole province of Batangas. With the increasing population of Batangas, the province indeed deserves additional seats in the House of Representatives," Senator Ferdinand Marcos Jr, chairman of the Senate committee on local government, said in a press release in June. • The cities of Batangas and Lipa are the most populous local government units in the province. As of May 2010, Batangas City has a population of 305,607 people, while Lipa City has 283,468.
• The two cities have the most number of voters in
the province. As of the May 2013 elections, Batangas City had 207,756 registered voters, while Lipa City had 147,564 registered voters.
