Yojana
The Pradhan Mantri Paridhan Rojgar Protsahan
Yojana (PMRPY) Scheme has been designed to
incentivise employers for generation of new
employment
Pension Contribution of 8.33% by government for
new employees i.e. UAN allotted on or after 1.4.16
For Garments section government will bear 8.33%
EPS contribution and 3.67% EPF contribution
Applicable on wages upto Rs 15000 only

Necessary Condition : UAN linked with Aadhar
and establishment should have LIN
Registration on www.pmrpy.gov.in is mandatory
Dues will get reduced while making payments
The Scheme will be in operation for a period of 3
years beginning from August 2016

Introduction of e-sign at Unified Portal

An Aadhaar based facility to Employers for approval of KYC,


PMRPY registration and establishment registration
As an alternative to DSC
Easier in comparison, free.
No client side settings required such as Java installation and
version control, browser setting, etc
Authorised signatory of establishments whose DSC is already
registered
can directly activate their e-Sign by providing Aadhaar at Unified
Portal
Authorised signatory whose DSC is not available at Unified
Portal
can register their eSign at Unified Portal and get it approved from
concerned EPFO field office

For multiple units establishments which have employees
working at different locations and branches but the payment
of PF dues of all the workers is made under a single PF code
number
It shall be mandatory on the part of all such multiple
location establishments to fill the details of location-wise
employees
The employer should use his login to add all the
branches/locations of the establishment in the Form 5A
The period of posting of employees at various
branches/locations can be declared by the employer by using
the "Member Location Mapping" option under the
"Establishment" tab in the employer's portal
This can be done either by entering data on the screen one by one
or in bulk by uploading file.
Online Filing of Returns of Exempted
Establishments under New Software
New software launched for streamlining the
monitoring and supervision of the Exempted
Trusts
the performance of all the exempted
Trusts/Establishments will be monitored on
regular basis online based on the performance of
the exempted establishments in all relevant
areas
ranks will be assigned and the same shall be
published periodically in the EPFO website
Easy Compliance regime for start ups
Start-ups: - an entity, incorporated or registered in India not prior
to five years, with annual turnover not exceeding Rs. 25 crores in
any FY, working towards innovation, development, deployment or
commercialization of new products/processes or services driven by
technology or intellectual property

Start-ups allowed to self-certify/ compliance with 9 Labour


Laws.

No inspection in 1st year under 6 labour laws


To submit self-certified returns the second year onwards, upto five
year from the setting up of the unit
Earlier this period was three years.

However, on credible information, inspection can be done

The paragraph 68-BD has been inserted in the EPF


Scheme, 1952 for withdrawal of, financing from, the
provident fund for purchase of dwelling house or flat or
the construction of a dwelling house.
No withdrawal under this paragraph will be granted,
Unless the member has membership of the Fund for at least three
years;
More than once
Unless the share of contribution with interest thereon in the
amount standing to the credit in the fund of the member/or
together with the spouse who is also a member, is not less than
20,000 rupees.

In no event, the withdrawal for the purchase of a
dwelling house or
flat or
a dwelling site
or construction of a dwelling site
shall be made to the member.

It shall be made directly to the


Cooperative society,
Central government,
State government or
any housing agency under any housing scheme or
any promoter or builders as the case may be,
in one or more instalments, as may be authorized by the member.

Member may apply individually/jointly(Annexure-I)
through housing society to get a certificate form the
commissioner specifying balance in his/their
provident fund accounts along with monthly
contributions during the last 3 months preceding
the month of receipt of such application.
Certificate (Annexure-II) may be issued by the
commissioner to the members/housing society
accordingly.
Alternatively, PF members may get print out of
their passbook from the website of EPFO for
submitting to the housing cooperative
society/banks.

EPFO will facilitate the employers and workers for
housing projects as per the provisions of para 68-BD
of the EPF Scheme, 1952 but EPFO shall not
recommend or be associated in agreement with any
particular builder/ promoter/ housing agency/
housing society.

Member may withdraw up to 90% of accumulations


in provident Fund accounts.

Additionally, Members may also opt for full/part
repayment of loans out of monthly PF contributions.

For this purpose, banks/prime lending institutions


may make use of the certificate containing details of
Provident Fund contributions received in members
account during the last three months for facilitation
of loan processing to arrive at equated monthly
instalments for withdrawal under Para 68BD (3).

availing above facility

For members whose annual income is less than


amount specified in PMAY and do not own house in
the name of any family member any where in India

Citizens Charter, 2017 of EPFO launched on 16
May 2017
Objective: - attempt to bring transparency and
accountability on the part of EPFO
make service delivery system and grievance
redressal mechanism more efficient
The timeline in case of claim settlements
is 10 days
Online submission of claims
Basic requirements: - activate your Universal
Account Number (UAN)
mobile phone number you used to activate UAN
should be in use
Link Aadhar, PAN, bank details with UAN
There is no data mismatch with EPFO records
E-KYC is verified from the employer
If above requirements are fulfilled then submit
claims for Form 19, 10C & 31 through UAN member
e-seva login
No need to submit hard copy of claim form to PF
office
Introduction of Composite Forms
Composite claim forms (Aadhaar and Non-Aadhaar)
to replace existing claim forms No 19, 10 C & 31 and
Forms No. 19(UAN), 10C(UAN) & 31(UAN)
Also, self certification included in place of various
certificates
Composite claim form in Death cases to replace
existing claim Form -20, 10-D and 5-IF
Composite Declaration form (F-11) to replace
existing New Form-11
It will also replace Form No 13 in all cases of auto-
transfer
Enhancement of benefits under EDLI
The Employees Provident Fund Organisation
(EPFO) has increased the life insurance cover of
its subscribers from Rs.3.6 lakh to Rs.6 lakh.
W.e.f. 1 September 2015
a subscriber will not be required to work 12
continuous months in a company before
becoming eligible for the benefit
it will be based on 30 times the last drawn salary
and a bonus of Rs.1.5 lakh with a cap of Rs.6
lakh
Weightage of 2 years in pensionable
service
Pensionable service will include service rendered under EPS
1995 as well as erstwhile Family Pension Scheme 1971 to fulfill
the condition of 20 year or more Pensionable Service.
Para 10(2) of EPS, 95 was amended w.e.f. 24.07.2009 which is
as under:
In the case of the member who superannuates on attaining the
age of 58 years, and
who has rendered 20 years pensionable service or more, his
pensionable service shall be increased by adding a weightage of 2
years.
where the date of leaving service is before 24 Jul. 2009, the EPS
Member, having 20 or more years of Pensionable service under
Para 10(2) of Scheme, will get benefit of additional weightage of 2
years service if the member had opted for pension before
attaining 58 years of age
Revised Procedure for Transfer of
Accounts
In case, the earlier UAN was Aadhaar seeded and verified
the declaration by the employer of transfer request made by the
employee in Form-11 will trigger an autotransfer process
Form No. 13 is not required to be submitted in such cases
An SMS informing the subscriber about the proposed auto-transfer will
be sent on his registered mobile number
Auto transfer will be completed only after
a) The member does not request to stop the proposed auto-transfer
(either online, or through employer or at the nearest EPFO office) within
10 days of said SMS
b) The first contribution by the present employer is deposited and
reconciled.
In case:- a) the earlier UAN was not seeded with Aadhaar or b) UAN
was Aadhaar seeded but not verified or c) EPF transfer from or to an
exempted establishment
the member needs to apply for transfer in Form-13
Launch of Transfer Claims under
unified Portal
A new Facility to apply for Transfer has been launched in the
Member Interface and Employer Interface under Unified
Portal
Members can opt to submit their transfer requests online
using Online Services 7 Transfer Request Functionality under
the Member Interface
Members are required to submit the signed copy of the transfer
claim PDF to the selected employer within a period of 10 days
Employers have to digitally approve the transfer requests
submitted by the members in the Employer interface Online
Services 7 Transfer Claims menu online using Digital
Signature of authorised personnel on receipt of signed
physical copy of claim request PDF from the member
Amendment in paragraphs 68-J and 68-
N of EPF scheme
Paragraph 68-J: Advance from the fund for illness
in certain cases
A member would no longer be required to submit any
medical certificate or any other certificate or document
or any proforma whatsoever to avail advance
only be required to submit a self-declaration
Paragraph 68-N: Grant of advance to members who
are physically handicapped
A member would no longer be required to submit any
medical certificate or document or any proforma
required to submit only a self-declaration
Steps to improve grievance handling
As per Citizens Charter, 2017 of EPFO launched
on 16 May 2017, Time period for grievance
handling has been reduced to 15 days
EPFO also uses social media such as facebook
and twitter to receive grievances as well as
suggestions
