Background on climate finance Introduction of Global Environmental Facility, 1991 Least Developed Countries Fund (LDCF), 2001 Special Climate Change Fund (SCCF), 2001 Adaptation Fund (COP7), est. 2001, launched 2007 Green Climate Fund, est. 2010, launched in 2012 & operational 2013 Global Environmental Facility Established in 1991. Allocates resources according to the impacts of dollars spent on environmental outcomes, but ensures that all developing countries have a share of the funding. Under the 5th replenishment (2011-2014): 40 donor countries pledged US$ 1.35 Billion to the Climate Change Focal area. GEF had approved US$ 799 for 232 projects.
