The handover algorithm in Huawei WCDMA networks allows a UE to move between HSPA cells and between HSPA and non-HSPA cells. When a UE moves from an HSPA cell to another cell while in HSDPA state, a hard handover is required because the shared HS-DSCH channel cannot support soft handover. HSPA mobility management features enable handovers and include HSUPA and HSDPA functions at the Node-B level.
