A few things to note on the registration

REGISTRATION DETAILS

What are the registration details?


The COMELEC shall set a special registration of the
Katipunan ng Kabataan which shall in no case be less
than one (1) month and shall include Saturdays and
Sundays. Subsequent registration of the Katipunan ng
Kabataan shall be governed by RA 8189 including
system of continuing registration.
The COMELEC has issued Resolution No. 10148 that
outlines the Rules and Regulations for the Registration
of Members of Katipunan ng Kabataan and (2)
Registration of Voters for barangay Relative to the
October 31, 2016:

When: July 15, 2016 to July 30, 2016 inclusive of
Saturdays, Sunday and Holidays.
Where: Offices of the Election Officer of the
city/municipality where the applicant resides
Time: Office Hours 8:00AM to 5:00PM

Resident in the barangay for at least 6 months;
At least 15 to but not more than 30 years of age
as of the day of election (Oct 31, 2016);

The election period will be from October 1 to
November 7, according to Comelec Resolution
10151
Meanwhile, candidates can file their certificates
of candidacy from October 3 to 5. The campaign
period will be from October 21 to 29.

Registration Details
On election day, October 31, voters can cast
their votes from 7 am to 3 pm. The counting and
canvassing of votes will immediately follow.
After the polls, all candidates are required to file
their statement of contributions and expenses
(SOCE) until November 30.

RA 10742: The SK Reform Act


SK Reform Act of 2015 is the current version of
the countrys experimentation in incorporating
youth participation in governance.
The SK Reform continues from governments
decades-long need to engage the youth sector.

KB was the precursor of the SK. KBs primary aim
was to direct the youth away from insurgency.

RA 10742 seeks to address the structural
shortcomings of the previous SK legislation,

The SK shall consult and secure the concurrence
of the Katipunan ng Kabataan in the formulation
of all its programs.

formulate guidelines in determining a
quorum on KK assemblies based on the
updated list of the SK secretary.

1. A Chairperson who is elected by the registered
voters of the Katipunan ng Kabataan;
2. Seven (7) members who are elected by the
registered voters of the Katipunan ng Kabataan;
3. A Secretary who is appointed by the Chairperson
with the concurrence of majority of the SK members;
4. A Treasurer who is appointed by the Chairperson
with the concurrence of majority of the SK members

her/his custody and shall be made
available to the KK members during
the regular KK assembly; and

What are the qualifications of an


elected or appointed SK official?
1. An official of the SK, either elective or
appointee must possess the following
qualifications:

3. Qualified voter or the Katipunan ng Kabataan;
4. Resident of the barangay for not less than one
(1) year immediately preceding the day of the
elections;
5. At least eighteen (18) years but not more than
twenty-four (24) years of age on the day of
the elections;

The Annual Youth Development Plans
are the basis for the expenditures for the
entire year. The SK Funds are deposited in
public banks such as the DBP or
LandBank.
Both the SK Treasurer and the SK
Chairman are mandatory signatories to

In the current model of the SK, youth
leaders are now granted financial
autonomy. Meaning that the SK alone and
not the barangay can sign the financial

The LYDC shall schedule a meeting every quarter, and
as often as needed. However, if the president or the vice
president of the SK Pederasyon of the Province /City
/Municipality fails to convene the LYDC as scheduled, at

The Youth Development Officer is


tasked with engaging the youth sector of
the locality. The Officer is tasked with the
registration of all youth organizations.
Other tasks include being secretariat to
the LYDC and conducting trainings.

Is there a training program required


for Sangguniang Kabataan officials?

Yes.
Any Sangguniang Kabataan official, whether
elected or appointed, or any member of the
LYDC must undergo the mandatory training
programs before he or she can assume office.

the LYDCs, Youth Offices
and other improvements
mean SK Reform will be

Enthusiasm

interested in
working
beyond the
call of duty?

how people exercise. If
Youth ignore it, we wont
be able to use it properly.
Young people must seize
the initiative and employ
