Agrarian Reform

What is an Agrarian Reform?

It can refer either, narrowly, to government-initiated or


government-backed redistribution of agricultural land or,
broadly, to an overall redirection of the agrarian system of
the country, which often includes land reform measures.

Comprehensive Agrarian Reform Law of 1989


( CARP or RA 6657 )

is a government initiative that aims to grant landless


farmers and farmworkers ownership of agricultural lands.

It shall cover, regardless of tenurial arrangement and


commodity produced, all public and private agricultural
lands, including other lands of the public domain suitable
for agriculture.

History of Agrarian Reform

The law was outlined by former President Corazon C. Aquino through


Presidential Proclamation 131 and Executive Order 229 on June 22, 1987.

It was enacted by the 8th Congress of the Philippines and signed by Aquino on
June 10, 1998.

CARPER or the Comprehensive Agrarian Reform Program Extension with


Reforms or the Republic Act. 9700 was passed.

Qualified Beneficiaries

Agricultural Lessees

Tenants

Regular, Seasonal & Other Farmworkers

At least +15 years old

Local Resident

Own less than 3 hectares of land

Support services for Beneficiaries

Irrigation Facilities

Infrastructure development and public work projects in areas and


settlements that comes under agrarian reform.

Government subsidies for the use of irrigation facilities

Price support and guarantee for all agricultural produce

Extending to small landowners, farmers organizations the necessary


credit

Lands not covered by CARP

Lands unsuitable for agriculture

Mines, forests, residential, commercial, and industrial lands

Lands for poultry, swine, or livestock raising

Lands retained by landowners under leasehold agreement

Lands exempt from CARP for exclusive use

Parks, wildlife, forest reserves, reforestation, fish sanctuaries and breeding


grounds, watersheds and mangroves.

National Defense

School Sites and Campuses including their experimental farm stations

Seeds and seedlings research and pilot production centers

Church sites and convents

Communal Burial grounds and Cementeries

All lands with eighteen percent (18%) slope and over

Land Tenure Improvement

This is operationalize either through land acquisition and distribution and


leasehold operations.

Program Beneficiaries Development

Provides support services to beneficiaries to increase farm production,


household income and promote sustainable rural development.

Agrarian Justice Delivery

Provides legal assistance to beneficiaries particularly on matters involving the


implementation of agrarian reform laws.
