1. PCRF sends control and charging message Decision provision message


indicates QoS for Bearer to PGW.
2. PGW sends create Dedicated Bearer request message including QoS to be
used by UE.
3. Forward dedicated bearer request.
4. MME builds set of session management configuration including bearer ID.
5. EnodeB uses the bearer Set up information to ensure necessary QoS by
scheduling of user packets.

** Bearer means an IP
Packet flow with identified
QoS between Gateway and
UE.
** Multiple bearers could
be assigned to one user for
example if user engaged in
VOIP while at same time
performing FTP so VOIP
Bearer will have necessary
QoS for voice calls while
best effort bearer will be
suitable for web browsing
and FTP sessions.
