GUIDELINES FOR PREPARATION OF
DETAILED PROJECT REPORTS OF
IRRIGATION AND MULTIPURPOSE PROJECT Government of India ministry of water resources Irrigation projects Major (>10000 ha) Medium (2000-10000ha) Minor (<2000ha) Culturable command area (CCA) Salient features of investigation & preparation of detailed irrigation project reports 1. General data : location, category of the project etc. 2. Planning : Master Plan for overall development of the river basin, alternative proposals, various stages of execution, effect of scheme on riparian rights and existing upstream and down stream projects, provision for water supply 3. Inter state aspects : inter state issues, aspects on sharing of water, cost and benefits etc. 4. Surveys : detailed topographical surveys, besides surveys on river, reservoir, headwork, canal, soil survey, soil conservation, command area etc. 5. Geological investigation : detailed investigation on region as a whole, reservoir, headworks and energy dissipation area, intakes and regulators, major canal structures, tunnels, penstock, hills, communication routes etc. 6. Seismic investigation 7. Foundation investigation for various structures, including laboratory tests 8. Construction material surveys including laboratory test, especially soils for impervious, semi-pervious and pervious zones of earthen embankments, rock fill, sand etc. the sources need to be identified and indicated. 9. Hydrological and meteorological investigations of rainfall, temperature, sediment, water quality etc. 10. Hydrology : hydrological studies are to be carried out to determine a) availability of water for the benefit envisaged b) design flood for the various structures (spill ways, weir etc.) c) Sediment storage d) Evaporation rates from the reservoirs / concerned areas e) Command area rain fall f) All aspects affecting hydrology including flood routing, back water effect etc. 11. Land acquisition & resettlement of oustees : the quantum of land proposed is to be acquired in the submerged area, project area, area coming under canals and distribution system,
Area required for rehabilitation of oustee has to be assessed correctly and provision for land compensation specified 12. Designs : detailed design for all components prepared and got vetted by central design organization Earths or rockfill dam, masonry or concrete dam, spillway barrage, weir etc and appurtenances Energy dissipation arrangements, training walls etc Openings through dam-galleries, head regulators, penstocks, other outlets sluice etc. Regulators Canal and water conductor system, canal structures
Pump house, intake structures tunnels storage shaft, power evacuation arrangements Instrumentation 13. Irrigation and command area development : It includes soil survey, classification of soil and land irrgability, water requirements, cropping pattern detailed survey on on-farm development etc. 14. Flood control and drainage : The study report includes flood cushion in the Reservoir, maximum moderated flood out flows over the spill ways, safe carrying capacity of channel etc.

Proposals on navigation and generation of power 16. construction programme, plant and manpower planning: pert chart or CPM diagrams for construction programme of various components has to be included. The plants and manpower required are to be indicated. 17. Foreign exchange : Details of plants and machinery spare parts required to be imported and foreign exchange required indicated. 18. Financial resources 19. Estimate : in the estimates analysis of rates for various major items of works components made indicating the year in which rates adopted. 20. Revenue: The source of revenues should be furnished (betterment, levy, irrigation cess, flood protection, crop wise cess, water rates, sale of water miscellaneous receipt etc. 21. BC ratio 22. Ecological aspects: Water logging, salinity, submergence of important mineral, plant life, wildlife, change in the regime of the river etc. 23. Colonies and buildings: includes permanent buildings required for maintenance of the project 24. Public participation and co-operation 25. Soil conservation
