SITUATION:
Reports depict the Philippines as a country where violations of human rights abound; Current issues such as extrajudicial killings, enforced disappearances and the recent passage of RA 9372 brought to the fore persistent accusations of human rights violations by state actors; Based on a CHR Report, the PNP has been at the forefront of accusations as having the most number of alleged human rights violations;
PNP Human Rights Affairs Office to coordinate and monitor all HR-related programs of the Philippine National Police Womens and Childrens Protection Center (NHQ PNP) and Women and Children Complaint Desks in all PNP Offices (nationwide) TF USIG, which manifests its adherence to pursue human rights advocacies and to address and resolve the killings of militants and/or media practitioners; Salaam Police Center (NHQ PNP) and Salaam nationwide)

Objective: To review and formulate the policy framework in police operations attuned to the evolving issues of human rights protection .

Close coordination with other CJS pillars for the speedy resolution of cases in pursuit of justice for the victims of HR violations; Providing e-group facility for HR desk officers and other government partners to ensure interconnectivity between and among HR advocates;

Establishment of continuing information exchange between the PNP and international and local NGOs for the advancement of HR for the police in particular and in the country in general; and
