THE LEGENDARY FORTIFICATION OF GOLCONDA FORT BUILD BY QUTB SHAHI PERIOD DENIED VICTORY TO THE GREAT MUGHAL EMPEROR AURANZEB CAN BE SITED AS THE BEST EXAMPLE OF PLANNING IN A BYGONE ERA

THE GOLCONDA FORT, A MASSIVE GRANITE STRONG HOLD, CONSIST OF AN OUTER FORT (3 SQ. KM) AND AN INNER FORT (0.20 SQ. KM). THE OUTER FORT WALLS ARE NEARLY 4.8 KM LONG AND ENCIRCLE AN ANCIENT SETTLEMENT. THE OUTER WALLS, THE MOATS AND THE INNER FORT ARE LEGALLY PROTECTED AS NATIONAL MONUMENTS BY ARCHAELOGICAL SURVEY OF INDIA.

THE NEXT BEST EXAMPLE OF PLANNING FOR ITS POPULATION IS THE OLD CITY OF HYDERABAD, WHICH WAS FOUNDED IN 1591 BY MOHD. QULI QUTB SHAH, WITH A PROTECTIVE WALL AROUND THE CITY WITH AN INTERNATIONALLY FAMOUS MONUMENTAL EDIFICE KNOWN AS CHARMINAR STANDING TALL AT THE CROSS ROADS SURROUNDED BY VARIOUS JEWEL-LINK PALACES OF ASAF JAHI PERIOD.

MUSI RIVER TO CONTROL FLOODS IN 1917.

THE IDEA OF A RAILWAY THROUGH HYDERABAD WAS MOOTED BY LORD DALHOUSIE IN 1855 AND THE CITY WAS CONNECTED BY BROAD GAUGE RAILWAY LINE FROM WADI IN 1874

SRI M. VISWESWARAIH IN 1930 PREPARED A MASTER PLAN AND HERE ARE SOME LITTLE KNOWN FACTS: A CIRCULAR ROAD WITH MODIFICATION BECAME A LOOP ROAD AROUND CHARMINAR IN 1975 MASTER PLAN. AN OUTER CIRCULAR ROAD WITH MODIFICATION WAS THE INNER RING ROAD FOR THE 1975 MASTER PLAN. HIS IDEA TO JOIN NAMPALLY RAILWAY LINE TO FALKNUMA STATION WAS NOT TAKEN SERIOUSLY, DEPRIVING THE CITY OF A CIRCULAR RILWAY WHICH WOULD HAVE BECOME PART OF SUCESSFUL MMTS TODAY.

THE MONUMENTAL EMBARKMENT ON BOTH SIDES OF MUSI RIVER, PLANNING AND CONSTRUCTION OF HIGH COURT, OSMANIA HOSPITAL, STATE LIBERARY AND A HANGAR FOR AEROPLANES (NOW GOWLIGUDA BUS DEPOT) WERE PART OF HIS PLAN. THE SECRETARIAT PLANNED BY HIM AT THE BANKS OF MUSI WAS NOT BUILT.

IN THE PROCESS OF DECENTRALISATION THE 1975 MASTER PLAN EMPHASIZED ON TWO CENTRAL BUSINESS DISTRICTS (ABIDS & SURROUNDINGS, RP ROAD& SURROUNDINGS) AND SEVEN DISTRICT COMMERCIAL CENTRES AT THE CORNERS OF CITY. THE EFFICIENCY OF TRDING IN HYDERABAD AND INEFFICIENCY OF COMMERCIAL DEVELOPMENT IN THE REGIONAL CONTEXT HAVE MERGED MOST OF THE COMMERCIAL DEVELOPMENTS TODAY.

HYDERABAD IS ONE CITY WHERE THEY CAME..THEY SAW..THEY MADE IT THERE HOMES BECAUSE: COSMOPOLITAN NATURE OF POPULATION. A MIGRANT OF ANY RELGION CAST OR CREED IS COMFORTABLE HERE. CLIMATE HAS NO EXTREEMS. HYDERABAD IS WELL CONNECTED WITH RAIL, ROAD AND AIR. THERE ARE NO LAW AND ORDER PROBLEMS. EXCELLENT EDUCATION AND MEDICAL FACILITIES. UNTIL RECENTLY THE CITY WAS KNOWN FOR LOW CAPITAL-COST AND LOWER MAINTIAANCE COST THAN OTHER METROPOLITAN CITIES. THE CITY HAS ALWAYS BEEN IN DEVELOPMENT MODE. THERE IS AHIGH LEVEL OF INDUSTRIALISATION. THE SYSTEM & SOCIETY IS TECHNO-SAVY. THERE IS EVER GROWING POTENTIAL FOR DEVELOPMENT AND GROWTH IN & AROUND HYDERABAD.

AFTER FORMATION OF HYDERABAD URBAN DEVELOPMENT AUTHORITY THE 1975 METER PLAN FOR

THE MCH AREA (172 SQ. KM.)WAS PREPARED AND


IMPLIMENTED: THESE WEW MAINLY INTENDED TO

REGULATE GROWTH IN THE CITY.

IN 1980 MASTER PLAN FOR NON-MCH AREA (1884 SQ. KM.) WAS PREPARED AND SUB SEQUENTLY SOME IMPROVEMENTS WERE MADE IN 9 OUT OF 18 ZONES.

IN 2000 HYDERABAD DEVELOPMENT AUTHORITY WAS FORMEDAND A MASTER PLAN WAS PREPARED TO GIVE A FILLIP TO SPECIAL I.T. DEVELOPMENT FOR 54 SQ. KM. HYDERABAD AIRPORT DEVELOPMENT AUTHORITY (HADA) WITH A MASTER PLAN (APPROVED RECENTLY) HAS GIVEN THE NECESSARY PUSH TO THE CONSTRUCTION OF THE RAJIV GANDHI INTERNATIONAL AIRPORT AT SHAMSHABAD.

THE 162 KM. LANE ELEVATED, ACCESS CONTROL, OUTER RING ROAD (PART OF THE MASTER PLAN) IS A PROJECT (UNDER

IMPLIMENTATION) WHICH HAS ELEVATED


HYDERABAD TO GREATER HIGHTS.

THE PLANNING PROCESS HAS BEEN AT THE MACRO LEVEL IN TERM OF MASTER PLANS AND ZONAL DEVELOPMENT PLANS. HOWEVER A MENTION SHOULD BE MADE HERE THAT WHILE PREPARING MASTER PLANS AND ZONAL DEVELOPMENT PLANS EXTENSIVE DISSCUSIONS ARE HELD AND SUGGESTIONS ARE CALLED FOR BEFORE FINALISATION OF PLAN.

MICRO LEVEL PLANNING REQUIRES AREA DEVELOP -MENT PLANS AND DETAILED TOWN PLANNING SCHEMES WHICH HAVE NOT BEEN TAKEN UP TO SO FAR. ATTEMPTS ARE ON TO SHORTLIST CONSULTANTS FOR THIS PURPOSE.

HOWEVER HERITAGE SITES AND PRECINCTS, AREAS OF NATURAL BEAUTY, LAKES AND THEIR SURROUNDINGS HAVE ALWAYS BEEN RESPECTED IN THE LAND USE PLANS BY EITHER MARKING THEM AS CONSERVATION, WATER BODIES , RECREATION ZONES ETC.

INSTRUMENTS OF COVERAGE, FSI OR FAR,

HEIGHT RESTRICTIONS HAVE BEEN USED


EXCUSIVELY AND SUCCESSFULLY TILL RECENTLY.

GRANTING OF BUILDING PERMISSION IS


BASICALLY THE DOMAIN OF THE LOCAL BODY i.e.

EITHER GHMC OR MUNICIPALTY OR GRAM


PANCHAYAT.

PROCEDURE FOR LISTING HERITAGE BUILDINGS


HUDA HAS PREPARED A LIST OF 137 HERITAGE BUILDINGS & NINE HERITAGE PRECINCTS INCLUDING NATURAL FEATURES LIKE LAKES, ROCKS, VALLEYS. THE LIST IS PUBLISHED IN NEWSPAPERS FOR PUBLIC OBJECTIONS. BUILDINGS BECOME HERITAGE BUILDINGS FROM THE DATE OF THIS NOTIFICATION. OBJECTIONS & SUGGESTIONS ARE EXAMINED. GOVERNMENT APPROVAL IS SOUGHT. GOVERNMENT APPROVAL IS PUBLISHED IN THE GAZETTE.

PROCEDURE FOR CHANGES IN HERITAGE BUILDINGS & PRECINCTS.


PRIOR WRITTEN PERMISSION FROM HMDA FOR CHANGES IN HARITAGE BUILDINGS & PRECINCTS.H ERITAGE CONSERVATION COMMITTEE APPOINTED & IS TO BE CONSULTED BY MC HMDA. MODIFICATIONS TO THE LIST ONLY WITH PUBLIC CONSULTATION AND GOVERNMENT APPROVAL. OTHER ZONING REGU LATIONS CAN BE RELAXED IN THE INTREST OF HERITAGE CONSERVATION. ON REFUSAL OF PERMISSION IF FULL FAR IS NOT ACHIEVED, OWNERS MAY DEMAND TRANSFER OF DEVELOPMENT RIGHTS (TDR). IN HERITAGE BUILDINGS, DEVELOPMENTS SHELL CONFORM TO GUIDELINES. MAINTENANCE OF HERITAGE BUILDINGS IS RESPONSIBILITY OF THE OWNERS. HMDA MAY CREAT A REPAIR FUND OUT OF WHICH ASSISTANCE MAY BE GIVEN TO OWNERS. NO PERMISSION NEEDED TO SELL OR BYE HERITAGE BUILDINGS. HERITAGE BUILGINGS GRADED IN FOUR CATEGORIES
