DEFINITION
Personnel security includes all measures designed to prevent unsuitable individuals of doubtful loyalty to the govt from gaining access to classified matters or security facilities and to prevent the appointment, employment or retention as employees of such individuals at said facilities.

Principles of Personnel Security


No person will be entitled to knowledge of, or possession of, or access to, classified info solely by virtue of his office, position, or grade. Info may be entrusted only to those individuals whose official military positions require knowledge and access to classified matter and to security facilities. Person must have the proper security clearance and the need to know before he can have access to classified matters.

THREE BASIC POLICIES IN PERSONNEL SECURITY


No person shall be entitled to security clearance solely by virtue of his grade, position or knowledge or possession of classified matter. Such matter shall be entrusted only to those individuals whose official duties require such knowledge or access to classified matter must be individually and explicitly cleared to receive such matter. All personnel shall undergo security orientation/ indoctrination and education.

Personnel Security Program


The objective is to deny individuals who can be considered as threat to the security of the government. It has five (5) component parts: Loyalty and suitability criteria Position's sensitivity classification Investigation of personnel Identification and investigative agency Security education program

PURPOSES OF PERSONNEL SECURITY


Establish policies and procedures relating to PSI and the clearance of military and civilian personnel with the AFP. Prescribe minimum standards of investigation. Establish and define standards and criteria for derogatory information.

Criteria for Evaluating Dero Info


Committed or attempted to commit, conspired with or abetted another who committed or attempted to commit any act of espionage, sabotage, treason or sedition. Established association with: espionage nets and agents of foreign nations. individuals reliably espionage. reported as suspects of

representatives of foreign countries under circumstances inimical to the interest of the nation.

Criteria for Evaluating Dero Info


Membership in affiliated or sympathetic association with any foreign or domestic association, organization, movement, group or combination of persons which has been declared by the DOJ to be totalitarian, fascist, communist or subversive. Acts of recklessness of irresponsible wanton nature, which indicates/suggests that the individual might be a security risk. Knowingly to perform, attempted to perform his duties or otherwise acted as to serve in the interest of another govt which is detrimental to the interest of the Philippines.

SECURITY CLEARANCE
A certification given by proper authority that the individual described therein is cleared to classified matters or sensitive position in the AFP.

TERMINOLOGIES
Character - a trait, or of traits, which serves as an index to the essential or distinctive mental and moral qualities that have been impressed by nature, education and habit upon the individual. Derogatory Information - information that reflect unfavorably on the character, integrity or reliability of an individual. Discretion - ability or tendency to act or choose with prudence, the habit of wise judgment and the capacity of simply stated judgment.

TERMINOLOGIES
Integrity - Uprightness in character, soundness of moral principles; honesty and freedom of moral delinquencies.

Loyalty - the faithful and true allegiance to the Phil govt and its constitutional form of govt.
Morality - principles of standards of conduct of an individual, his ethical judgment in human relations and respect for superiors. Moral Turpitude - action contrary to justice, honesty, modesty or good moral.

TERMINOLOGIES
National Security - state or condition under which the nation can pursue its national objectives without interference. Security Risk - Any person whose character, activities or circumstances of life, might place him in a position where wittingly or unwittingly compromise the security of classified matters. Security Position - Any position in the AFP, the holder of which having access to classified matter of at least secret in category.

Two (2) Types of Clearance


Security Clearance Command Clearance

Security Clearance
Certification by a responsible authority that a person described is cleared for access to classified matter at the appropriate level.

Command Clearance
Clearance granting specific purposes upon completion of prescribed record check or background investigation.

Types of Security Clearance


Interim Clearance Temporary For immediate access to specified classified matters Valid for one (1) year Final Clearance CBI is already completed Valid for three (3) years

Degree of Accessibility to Classified Matter


Top Secret

Secret
Confidential

Restricted

Requirements for Top Secret


National Agency Check Check of MPF and/ or CPF Check of IG files With continued honorable active duty for a minimum of five (5) consecutive years No information available indicating disloyalty or casting any doubt on the character, integrity or discretion on the individual applicant. CBI is conducted in specific cases where it is deemed desirable.

Requirements for Secret


Check of MPF, IG files and Intelligence files No indication of disloyalty nor casting any doubt in the character, integrity or discretion PBI maybe conducted on specific cases where it is deemed desirable.

Requirements for Confidential


National Agency Check (NAC) is required prior to access of confidential matters.

Requirements for Restricted


Local Agency Check check of NBI and PC files National Agency check maybe required by a commander or head of office in specific cases where it is deemed desirable.

Authorities who can Issue Security Clearance


Chief of Staff, AFP AFP Area Commanders AFP Major Service Commanders Commanders designated by CSAFP or AFP Major Commanders

Classification of Sensitive Positions in the AFP


Non-critical sensitive position - provides access to SECRET materials and those involving command information programs like CRS. Critical sensitive positions - access to TOP SECRET materials & those involving investigative duties (OTIG), Personnel Security Board (those issuing security clearances), those involved in war planning and those positions involving public trust (financial matters).

Ultra-sensitive positions - those having a broad and detailed access to TOP SECRET matters and positions involved in major decisions.
