ANNEXURE 1. FITTINGS: The fittings where specified shall be ISI marked to IS: 10322 (Part 5/Sec 3)-1987(Reaffirmed 2005) (Incorporating Amendment Nos. 1, 2, 3 & 4) ,IS:10322(Part5/Secl)-1985(Reaffirmed 2005)(Incorporating Amendment Nos. 1,& 2),IS 13383 (Part 2) : 1992( Reaffirmed 2000 ) (Incorporating Amendment No. 1) (for photometric) as applicable and with the following additional requirements. Street Light Fittings shall have photometric efficiency of 65%. Connecting wire from control gear terminal block to lamp holder shall be of 1.1 KV grade, copper conductor XLPE insulated. 2. BALLAST:Ballast shall generally conform to IS : 6616-1982( Reaffirmed 2006) with the following variations:a)At rated voltage power delivered shall not be less than 92.5% and not more than 107.5% of the power delivered by the reference ballast. b)Between 92% and 106% rated voltage, the short circuit current shall be within limits given in IS : 9974 (Part I)-1981(Reaffirmed 2002) (Incorporating Amendment Nos. 1, 2, 3 & 4)under the heading ballast design information. c)Abnormal operation (type test)is to be carried out in association with ignitor and as per ignitor specification and for each ratings.( Firm shall declare the model and manufacturer of ignitor for which their ballast is suitable) d)High voltage test of 5 KV for one minute as a type test and 5 KV for 5 seconds as an acceptance test. NOTE: Firm shall have to use their own make ballst for manufacturing of HPSV fittings 3.IGNITOR: I. Performance requirements between 92% & 106% of rated voltage. (a)Pulse height, (i) 1.8 KV to 2.3 KV-70W HPSV fitting (ii) 2.8 KV to 4.5 KV-150W & above HPSV fittings. (b)Direction & postion not material for the time being . (c)Rise time 2 micro. secs. ( Maximum) (d)Duration 0.9 to 8 micro. sec. (e)Pulse repetition rate: 1 per cycle ref IS: 9974. (f)Subsequent pulse height less than 70%. II. Ignitor shall not pulsate after the lamp has been fully ignited i.e.current though it shall be steady. III. Ignitors wrongly connected shall have not deliterious(adverse)effect on the luminaire. I.TYPE TESTING:.
A. FOR FITTINGS:- Additional requirements of type tests. Temp. rise and voltage increase as per Clause IS : 9974 (Part I)-1981 (Reaffirmed 2002) (Incorporating Amendment Nos. 1, 2, 3 & 4).IS:9974 pt-II should also be referred as applicable. b) High voltage test of 5 KV for 1 Min with all terminals shorted and

a)
capacitor removed between terminal wire and earthing. c) High Voltage test of 5 KV for1 Min. between two terminals of lamp and lamp cap (on lamp holders). B. FOR BALLAST. As per IS : 6616-1982( Reaffirmed 2006 ) and specification for ballast with following additional requirements. a) Abnormal operation(Type Test)is to be carried out in association with ignitor and as per ignitors specification and for each rating. Firm shall declare the model and manufacturer of ignitor for which their ballast is suitable. b) High Voltage test of 5 KV for one Min. as a type test. C. FOR IGNITORS. i) Protection against accidental contact. The tests shall be conducted with ballasts of makes offered by the firm in the luminaires/as spares. ii) Moisture resistance, insulation resistance and electric strength (5KV for 1 Min.)The test will be conducted in accordance of IS : 6616 - 1982( Reaffirmed 2006 ) iii) Fault condition. When starting device is operated under fault condition like shorting of its terminal of lamp terminals, there shall be no emission of flame etc.& no accessible part will become live. iv) HEATING TEST; Heat test under normal conditions of operation with lamp at rated voltage & in abnormal condition without lamp at 110% voltage the components shall not exceed the permissible limits of operating temp. After these test and cooling down, the ignitor shall operate normally. v) Performance test for pulse characteristics. Pulse characteristic measured with an appropriate osciloscope with ballast & length of wire as provided by the manufacturer in the fitting upto the lamp terminals. vi) Creepage distance. Test will be conducted in accordance of IS : 6616-1982( Reaffirmed 2001 ). vii) Endurance In this test two ignitors are connected as in normal use associated with an appropriate ballast.The test voltage shall correspond to 1.06 x the rated supply voltage of the ballast. The ignitors are operated in conformity with their marking at the maximum allowable temp. in the fittings and without lamp. In doing so the connections of one of ignitors are loaded by the maximum allowable load capacitance say 1000 or unless otherwise specified while the connections of the other ignitors are left unloaded.After 30 days of continuous test they shall meet the requirement and ignite the lamp. ACCEPTANCE TEST: A FOR FITTING:a. High voltage test of 2.5KV for one minute with all terminals shorted and capacitors removed between terminals wire and earthing. High Voltage of 2.5 KV for one minute between two terminals of lamp cap ( on lamp holders).

B. FOR BALLAST. In addition to tests referred in the specification the following tests are to be conducted. a. Performance test with lamp, ignitor and ballast. b. Watt loss and cold resistance on random samples drawn as per sampling plan for acceptance tests specified in in IS:6616 .however Sample size would be double of that specified in IS:6616. The value of watt loss at nominal rated current circulating directly and measured by a watt meter of 0.2 pf at an ambient Temperature of 27 degree C shall conform to the following: i) Watt loss shall not exceed the figures as under:For 70 Watts Lamp ballast - 15 Watts maximum For 150 Watts Lamp ballast - 19 Watts maximum For 250 Watts Lamp ballast - 26 Watts maximum For 400 Watts Lamp ballast - 38 Watts maximum ii) Resistance tolerance + 5% to -10% (Tenderers to declare the nominal cold resistance value of winding in their offer). iii) For energy efficient ballasts samples size for acceptance tests shall be double the number of samples as indicated in IS:6616 and tests for limitation of ballast heating will be conducted an acceptance test on each lot, each ballast will be marked with watt loss and S.No. of the ballast. C) FOR IGNITORS. i) To be carried out on 4 samples out of every lot of 1000 Nos. and all sample shall pass. ii) Measurement of pulse height, duration, rise time, pulse rate etc. with the ballast offered. iii)High voltage test at 5 KV for 5 seconds. D) Condensor shall conform to IS : 1569 /1976 (Reaffirmed 2001) (Incorporating Amendment No. 1) and shall be suitable to give a power factor of 0.85 (minimum) E) Lamp holders shall conform to IS: 10276 / 1982(Part I & II) (Reaffirmed 2003).
1. Suppliers shall furnish complete and satisfactory type test certificate as per T/E specification for each item to the concerned DQA at the time of registration & inspection.TTC shall be from any Government laboratory. 2. Lamps shall not be the part of supply.
QA PROCEDURE: The following procedure are incorporated to augment the inspection process:
1. The firms shall furnish detailed drawing along with bill of material of each rating/ variety of HPSV fittings for which they have been awarded DGS&D rate contract. These drawings should also indicate average weight of the fittings (with manufacturing tolerance) and should be in consonance with drawings/ sketches vetted by Lab at the time of type testing . 2. Firms shall declare the source of aluminum die cast body, toughened glass, aluminum reflector and neoprene rubber gasket and make/ model/ rating of bought out electrical components being used in manufacturing/assembly of HPSV fittings. They should also maintain record and proof of periodical testing of critical

components. . 3. Firms shall also declare the weight of the finished copper wound ballast, weight of the stamping and its type/ grade, size of winding wire, weight of copper winding wire and cold resistance of winding wire at 20 degree C (all with tolerances) for each rating of HPSV ballast. Value of resistance may be converted as per engineering practice at any required temprature. 4. For re-traceability purpose unique identification mark of the firm and serial number/ lot number shall also be punched on the flange of ballast. In case a firm prefers to punch the lot number, the same should not be repeated for the lot offered for next inspection/ future. 5. Firms shall also keep QA office informed as to when die cast bodies are received by them and ready for painting so that QA officer may be able to verify the process on periodical basis and ensure the quality of casting as per specification. 6. Dimension of fitting shall be as per indicative value given in specification of TP. .Fresh TTC is not required for mere change in dimension / size if fittings being tendered/offered are having greater size in comparison to sizes indicated in sketch of type tested products of different ratings which has been authenticated by lab. How ever if sizes of type tested fittings are more than required value , firms have to offer products accordingly and they are not allowed to reduce sizes. 7. During inspection the QA officers shall also verify the offered stores for their conformance with the declaration made by the firm. The overall dimensions (LxWxH) & weight of the fittings, weight and cold resistance of ballast winding at 20 0C, punched unique identification mark of the firm & lot number and serial numbers of ballasts shall be recorded in the I/notes for the guidance of the consignees with the explicit remark that the stores may be checked for these parameters and deviations if any should be reported for appropriate corrective and preventive action . 8. Samples of items tested out of the lot offered for first inspection are to be retained by firm with detailed identification ( R/C no, rating, date of inspection, TTC no etc) for comparison during subsequent inspection. Retention period of sample should not be less than 24 months since dispatch of last consignment to user against this R/C.

ii)Street Light Luminaires suitable for Tubular HPSV Lamps to IS : 9974 (Part I) - 1981(Reaffirmed 2002) (Incorporating Amendment Nos. 1, 2, 3 & 4)IS : 9974 (Part II) - 1981(Reaffirmed 2002) (Incorporating Amendment Nos. 1 & 2)complete with control gear, suitable for operation on 200-220-240 Volts AC, single phase 50 Hz supply and to be used at a height of 8 to 15 meters. iii)The Housing shall be made out of minimum 2.5 mm thick Die Cast Aluminium alloy and shall be in two parts. The lower part of the fixture shall contain Lamp Compartment, Control Gear and Mounting arrangement whereas the upper part of the fixture shall be hinged to the lower part joined together.Lamp Compartment shall contain 1mm +/0.1 mm thick, deep drawn aluminium sheet, reflectr electro-chemically brightened and anodized and minimum 4mm thick toughened glass. The reflector and toughened glass shall be sealed together for IP-66. Protection. The lamp compartment shall also contain holder assembly fixed with the reflector with neoprene/ EPDBM/Siliocone gasket and two Nos. stainless steel latches. The holder assembly shall have also arrangements for adjustment of holder for various Lamp alignment/photometric properties Fixtures shall be suitable for side entry on a pipe bore 40-60 mm. The fixture shall have builtin tilting arrangement of 0 degree to 15 degree suitable for post top mounting on a pipe of 60- 75 mm dia. iv)The Control Gear shall be complete with all accessories such as copper wound Ballast,Condenser, Ignitor , Terminal Block and ceramic skirted lamp holder duly wired up and ready for use but without lamp. Control gear shall be mounted on an easily removable tray wired up to a terminal block and earthing terminal. confirming to IS: 10322 (Part 5/Sec 3) - 1987(Reaffirmed 2005) (Incorporating Amendment Nos. 1, 2, 3 & 4)Connecting wire from control gear terminal block to lamp holders shall be 1.1 KV grade, copper conductor XLPE insulated of 1.25 sq mm size All hardware items exposed outside shall be of stainless steel and hardwares used inside shall be zinc coated and passivated. All ferrous parts shall also be properly zinc coated and passivated. v)The HPSV Lamp fitting/fixture, lamp holder compartment shall confirm to IP-66 degree of protection as per IS:12063 /1987 and the control gear compartment shall confirm to IP-65 degree of protection. Gasket should be of neoprene/EPDBMN/Silicone to sustain high temrature and humudity during service period of produc and to avoid dust and rain water . vi)The fittings shall be visually air tight and comply with IP-66 requirements
