CHAPTER I THE PROBLEM AND ITS BACKGROUND Introduction This chapter discusses the significance of the study. This includes the background of the company, the organization, the stated problems of the existing system and the possible solutions to the problem through the proposed system. Background of the Study Background of the Company In 1982, the concept of captive breeding of non-human primates in the country of origin was pioneered by SICONBREC when it established large-scale commercial breeding colonies of Macaca fascicularis in the Philippines. The corporate vision is to provide a sustainable supply of captive-bred monkeys to the international biomedical research community. Apart from providing high quality animals of known age, genealogy and clinical life history, the Center has contributed greatly to the conservation of the naturally occurring primate population in the wild. Since the establishment of SICONBREC, the breeding Center has made rapid and effective progress and presently the colony has produced more than 30,000 progenies (as of 2002) and takes pride in partly fulfilling the demand for high quality bred monkeys as animal research medium worldwide. Particularly noteworthy was the facility accreditation in 1995 by the Association for the Assessment and Accreditation of Laboratory Animal Care

(AAALAC) for providing and maintaining a high quality program of laboratory animal care and use. Companys Organizational Chart

Justification of the Proposal The SICONBREC Payroll System with Employee monitoring provides data to many corporate management information system. The system is able to provide various benefits like speedy retrieval and processing of data, its easy classification and timely paychecks. It helps in better analysis and more effective decision making. It provides us with accurate information, quality reports and overall better work culture.

Statement of the Problem This system developmental study was conducted to come up with an automated payroll and monitoring system for SICONBREC. The researchers come up with the possible solutions to the following: 1. How will the proposed system input the employees data and retrieve it from the database. 2. How will the proposed system keep track of the employees and information about them in terms of: 2.1 Performance Monitoring 2.2 Daily Time Record 3. How will the proposed system generate reports in terms of: 3.1 Attendance report 3.2 Salary and Position History 4. How will the proposed system simplify the preparation of payroll without spending additional hours and generate pay slip. System Design Paradigm

SICOBREC PAYROLL SYSTEM

System design paradigm is the conceptual framework representation of the system. It is an early approximation where the complete proposed system can now be developed. Defining the requirements is a way of gathering necessary data through the interview conducted with the number of users regarding the existing system. It is followed the creation of the initial design for the new system. This includes data report, screen design, databases and documentation. As shown in the figure above, illustrates the System Design Paradigm of the SICONBREC Payroll System. The employees daily time record will be the input to the Modified Waterfall (System Development Life Cycle). Modified Waterfall is the processing stage where we analyzed, designed and implemented the proposed system. After the complete process, SICONBREC Payroll System is the output.

Objectives of the Study The main objective is to develop an automated payroll system for the employees of SICONBREC. The proponents state the objectives of the proposed system as follows: 1. To create a system that will ease the effort on recording, updating and retrieving information needed from the database. 2. To create a system that will help to monitor the performance of each employee.

3. To make a system that automatically generates reports needed by the company. 4. To create a system that will computerized the SICOBRECs payroll system to simplify job processing on cross validation, report preparation, archiving, etc.

Significance of the Study Company. Meeting daily transactional requirement such as marking absent and present and granting leave. Storing information and data for each individual employee. Providing a basis for planning, decision making, controlling and other human resource functions. User. It helps HR managers perform HR functions in a more effective and systematic way and accounting personnel in a faster and easier compared to manual processing using the developed system. Students. It will serve as requirement on Information System and Analysis and Design (ISAD).

Scope & Delimitation The proposed system is confined on analyzing, designing, developing, testing and implementing the automated information system for SICONBREC. The scope of the study comprises the following [1] Biometrics (fingerprint scanner) for attendance [2] Monitoring the performance of each employee [3] Generating reports for the following: Daily Time Record, Overtime Monitoring,

Disciplinary Action, Salary and Position History, Sick Leave, Union Leave, Emergency Leave, Vacation and Working Vacation Leave. [4] Computation of payroll. [5] The system secures all the data stored in the database. The delimitation of the system are the following [1] It is developed exclusively for SICONBREC. [2] It can only be access by the authorized personnel only. [3] It does not support network topology. [4] It does not support online program or transaction. Assumptions We presume that the HR and Accounting personnel will see our system as an enabling technology. The client will no longer manage their records manually. Less time will be consumed in generating necessary reports needed. This will reduce their funds spent in buying time cards for their daily time record. Methodology Data Gathering Technique The proponents used the following techniques to gather data essential to the proposed system. Interview. Our group conducted interview to identify the problem of the client. We found out that they have difficulty in managing their employees records. They are also manually preparing their payroll system. So we come up with the proposed system related to their problem. On-site Observation. Our group studied how they manually prepared their payroll system and how they monitor the performance of the employees.

Research. The study of systems with similar nature. The

inquire and study carefully several materials in order to be accurate and be familiar with the systematic way of managing the Payroll System. Net Surfing. The proponents visits different websites local and international to have some idea about the problems that may arise the same with the possible way on how to solve those problems regarding the system.

Definition of Terms Human Resource (HR) is the set of individuals who make up the workforce of an organization, business sector or an economy. Payroll is the sum of all financial records for an employee, wages, bonuses and deduction. System - a group of interacting, interrelated or interdependent elements forming a complex whole. System Development Life Cycle (SDLC) it is the process used to develop an information system including requirement, validation and training and user ownership.
