HOW TO USE THIS COMPETENCY- BASED LEARNING MATERIAL

Welcome to the module in DRIVING NC II. This module contains training materials
and activities for you to complete.
The unit of competency “OBEY AND OBSERVE TRAFFIC RULES AND
REGULATION” contains knowledge, skills and attitudes required for a trainer
course. It is one of the specialized modules in Driving NCII.
You are required to go through a series of learning activities in order to
complete each learning outcome of the module. In each learning outcome there are
Information Sheets, (Resource Sheets and Reference Materials for further reading to
help you better understand the required activities). Follow these activities on your
own and answer the self-check at the end of each learning outcome. You may
remove a blank answer sheet at the end of each module (or get one from your
facilitator/ trainer) to write your answers for each self-check. If you have questions,
don’t hesitate to ask you facilitator for assistance.
You may already have some or most of the knowledge and skills covered in
this learner’s guide because you have:
 Been working for some time
 Already completed training in this area.
If you can demonstrate to your trainer that you are competent in a particular
skill or skills, talk to him/ her about having them formally recognized so you don’t
have to do the same training again. If you have a qualification or Certificate of
Competency from previous trainings, show it to your trainer. If the skills you
acquired are still current and relevant too the unit/s of competency they may
become part of the evidence you can present for RPL. If you are not sure about the
currency of your skills, discuss this with your trainer.
This module was prepared to help you achieve the required competency in
“OBEY AND OBSERVE TRAFFIC RULES AND REGULATION” This will be the
source of information for you to acquire knowledge and skills in the particular trade
independently and at your own pace, with minimum super supervision or help from
your instructor.
 Talk to your trainer and agree on how you will both organize the Training of
this unit. Read through the module carefully. It is divided into sections, which
cover all the skills, and knowledge you need to successfully complete this
module.

Work through all the information and complete the activities in each section.
Read information sheets and complete the self- check. Suggested references
are included to supplement the materials provided in this module.
 Most probably your trainer will also be your supervisor or manager. He /She is
there to support you and show you the correct way to do things.
 Your trainer will tell you about the important things you need to consider
when you are completing activities and it is important that you listen and
take note.

 You will be given plenty of opportunity to ask questions and practice on the
job. Make sure you practice your new skills during regular work shifts. This
way you will improve both your speed and memory and also your confidence.
 Talk to more experience workmates and ask for their guidance.
 Use the self- check questions at the end of each section to test your own
progress. When you are ready, ask your trainer to watch you perform the
activities outlined in this module.
 As you work through the activities, ask for written feedback on your progress.
You trainer keeps feedback/ pre- assessment reports for this reason. When
you have successfully completed each element, ask your trainer to mark on
the reports that you are ready for assessment.
 When you have completed this module (or several modules), and feel
confident that you have had sufficient practice, your trainer will arrange an
appointment with registered assessor to assess you. The results of your
assessment will be recorded in your competency Achievement Record.

 Worksheet- are the different forms that you need to fill up certain

1. /DANGER WARNING SIGNS/ CAUTION SIGN
Use to convey message the certain road conditions exist on a certain
stretch of road or on street requiring the driver to be more attentive
and be prepared for such conditions. It is also use to convey the fact
that if this precaution is not taken life and property may be
endangered.

These signs are usually triangular in share and have a red colored
borders.

2. PROHIBITE AND RESTRICTIVE/ INSTRUCTIONS SIGNS


These signs require the drivers not only to be more attentive as in
caution sign but require the driver to ACTUALLY PERFORM OR NOT PERFORM.

ROAD MARKERS
Provide a very important role in traffic road rules and regulations, their
enforcement and control. Drivers must have the ability to understands, interpret
and obey road signs correctly and properly.

Reading Road Markings is an important skill for new drivers, yet it’s one that even
veteran drivers seem to lack. Perhaps it’s because our road signage and markings
seem to be in a perpetual state of flux, and even the authorities painting them often
seem puzzled by where they should actually go.
When you find lane markings directing you into a telephone pole planted in the
middle of the road, it’s probably best to use your better judgement instead. Even
so, it can’t hurt to familiarize yourself with these basic lane markings, because
they might save your life.

1. Solid white shoulder line

This denotes edge of the


roadway. Any asphalt or
concrete surface beyond this
line should not be used during
the normal operation of your
vehicle.

2. Diagonal white lines

An area filled with diagonal white


lines and bordered by solid white
lines is not considered part of the
roadway, and vehicle are expected
to stay off unless there is an
emergency. These arear are often
used to ease the flow of traffic
where roads diverge or intersect.

3. Broken white center line or lane divider

This denotes the center of a two-


lanes on multi-lane roads. It is a
reminder to stay in your lane.
Straddling the line is illegal and
punishable under the law. As the
line is “broken,” however, this
means it is legal to cross it when
overtaking or changing lanes. Bear
in mind the vehicles continuing in
a straight line within their lane automatically have right way, so wait your
turn.

4. Solid white center line

This is often used t divide traffic on


a two- way multi-lane road. As this
is a solid line, you are discourage
from overtaking it unless the way is
absolutely clear.

5. Solid white double center line

You are forbidden from overtaking over


this line, but you may make left turns
over it, provided the way is clear.

Remember, however, that oncoming traffic still automatically has right of
way.

6. Solid yellow double center line

As we noted a while back this line


indicates that it is unsafe to overtake
at any time. It is often found around
blind curves or in areas where fast-
moving two-way traffic meets on an
undivided road.

7. Mixed center line/ solid yellow with broken yellow or white line

This indicates that only one side can


overtake- the side with the broken line.
This is often found entering curves
where the view is obstructed coming
from one direction, but is clear from the
opposite side.

8. Solid white lane divider

These are often found near


intersections, and are
reminders to stay in lane. As a
practice, if you’re turning at
an intersection, it’s best to
get into the turning lane 50m
before the intersection, while
the lane divider it is still
broken.

9. Directional arrows

When combined with solid white lane dividers, they indicate which directions
you are allowed to go within a lane. If the arrow points forward only, you
cannot make a turn from that lane. If it points forward and to the side, you
can either go straight or turn. If it points only to the side, you must turn

within the lane. Ignoring these arrows might just get you a ticket, or worse,
get you into an accident.

10. Broken blue lane divider

This indicates the motorbike lane along major


thoroughfares. The broken line indicates that
you can move into and out of it, but the lane is
preferentially for motorbikes.

11. Solid yellow lane divider

This indicate the bus lane on


EDSA , but can also be used to
indicate bicycle lanes in some
areas. Bicycles lanes may also be
indicated by solid white lines on
the side of the road.

12. Broken yellow lane divider

This indicates areas where your can


merge into the bus lane in
preparation for turning off EDSA.

13. Mixed double lane divider/ solid yellow with broken yellow or
white line

This indicates that traffic on


the solid yellow side cannot
cross lanes, while traffic on
the other side may do so if the

way is clear. This is often used where smaller arteries merge into main roads
or where feeder roads merge onto the highway.

14. Rumble strip


These tightly spaced horizontal white
lines not only give your car’s
suspension a bit of a workout, they
also indicate hazard ahead, such as
dangerous curves or merging traffic.

Solid white horizontal line
This indicates where your must
stop at a stoplight sign.

16. Zebra crossing


This indicates a pedestrian crossing
zone. Stopping over this at a red light is
a traffic violation, so make sure to pay
attention to those light timers!
17. Yellow box

This box indicates the part of the


intersection that must—by—law—be kept
open at all times. Even if you have a
green light, if the traffic is stopped on the
other side ahead, it’s best to wait until
there’s enough space for you to clear the
yellow box. Even in the absence of light,
the yellow box must be kept clear.

DRIVING PERMIT AND OTHER RELEVANT DOCUMENT


Driving a motor vehicle in the Philippines an in other country in NOT a right
but a privilege. This privilege is granted by the Philippines Government through the
Land Transportation Office based on the Republic Act no. 4136 and Batas Pambansa
No. 398.
A driver is licensed by the Land Transportation Office as proof of his
proficiency in driving and his knowledge of road rules and regulations a while
operating a motor vehicle. Upon proving this proficiency and knowledge he will be
issued a document in the form of either of these following licenses:

I. LICENSES
STUDENT Permit
Age qualification- 16 yrs. old and above
Validity- 12 months (1yrs)

Non- professional
Age qualification – 17 yrs old and above
Renewal or validity – every five or ten years

Those without a traffic violation record can now renew their Driver’s
License with a validity of 10 years. Meanwhile, applicants with a
traffic violation records will remain on the 5 years validity of Driver’s
License.

II. REGISTRATION:
An official receipt/ document issued to the owner of a certain vehicle. It
is accompanied by sticker, showing the current year of registration and
it is being placed on a place of vehicle.

SEC. 6 Application and Payments for Registration- shall be made personally or
by registered mail. And the date of cancellation of the postage stamp of envelope
containing money order or check shall be taken as the date of the application and/
or payment for registration. Provided that the application is properly prepared and
the payment for registration is sufficient as required by law.

SEC. 7 registration Qualification- the Qualification of Vehicle shall be:


 PRIVATE- Motor vehicle registered under this classification shall not be use for
hire under any circumstances. White background and green mark.
 FOR HIRE- Motor vehicle registered for public convenience, or special permits
issued by the Board of Transportation and shall be subject the provision of
Public Service Act and the rules and regulations issued there under, as well
as this act. Yellow background and black mark.
 GOVERNMENT- Motor vehicle owned by government of the Philippines or any
of its political subdivisions shall be registered. White background and red
mark.

Code of a Good Driver


1. I will never drive vehicle with poor brake system because it
will endanger my life and passenger. I will always test the
strength of my brake or breaking efficiency before I used
the vehicle.
2. I will never apply the brake suddenly except in an
emergency but will always strive to use the brake lightly,
gently and gradually.
3. I will also check the car handbrake efficiency for I know that
in the case the hydraulic brake system fails, the handbrake
will stop the car.
4. I will avoid stepping the brake pedal with a jerk or stopping
the vehicle at a sudden stop, except on emergency. I have
to bear I mind that some vehicles might be following my car
and a sudden stop might bump my car. It may also cause
some inconvenient to my passenger.
5. I will step at the brake pedal first when stopping my car,
and only step on the clutch pedal when the car is about to
stopped. Too much application of the clutch pedal or clutch
riding will case rapid clutch living wear.
6. I will always strive to observe road courtesy and follow the
traffic code and other laws.
7. I will observe when driving the Right of Way rules in order
to avoid conflict and at intersection.

assistance to my victim and with the proper medical care.
16.I will never zigzag in a road or weave in or out traffic lane
and disregarding other drivers just for the sake of jockeying
for a favorable position.
