P a g e 9 | 36
5. SITE CONDITION AFFECTING CONSTRUCTION PROCESS
The construction of temporary works is influenced by several on-site conditions that
must be considered for effective planning and execution. Key conditions identified at the
PKPL project site include:

5.1 Soil Conditions

 The site is located near the riverbank, consisting of a soft to medium-stiff clayey
soil layer.

 Risk of differential settlement, especially for areas with loaded temporary

facilities (e.g., container offices or fencing).

 Sub-base stabilization is essential for yard preparation and foundation areas.

5.2 Water Table and Surface Water

 Proximity to the river increases the likelihood of a high groundwater table.

 Rainwater accumulation and surface runoff need to be managed through proper

drainage systems and silt traps.

 Dewatering may be required during sump pit or drainage construction.

5.3 Accessibility

 Limited space in some sections for equipment movement and material storage.

 Shared access points with other ongoing construction activities may cause traffic
or congestion.

 Coordination with main contractor and logistics team is essential for safe
equipment mobilization.

5.4 Weather Conditions

 Monsoon season (June–September) may significantly disrupt earthworks and

concrete operations.

 Temporary roofing or waterproof sheeting should be provided over critical

areas such as electrical boards and monitoring systems.

5.5 Proximity to Sensitive Structures

 Nearby operational facilities and local residences may be affected by

construction activities.

P a g e 10 | 36
 Noise, vibration, and dust control measures must be implemented during fence
erection, excavation, and concreting works.

6. CONSTRUCTION PROCESS CHART

P a g e 11 | 36

Catastrophic 5 Fatality, fatal diseases or multiple major injuries

Major 4 Serious injuries or life-threatening occupational disease (includes

amputations, major fractures, multiple injuries, occupational cancer,
acute poisoning)

Moderate 3 Injury requiring medical treatment or ill-health leading to disability

(includes lacerations, burns, sprains, minor fractures, dermatitis, deafness,
work-related upper limb disorders)

Minor 2 Injury or ill-health requiring first-aid only (includes minor cuts and
bruises, irritation, ill-health with temporary discomfort)

Negligible 1 Not likely to cause injury or ill-health

LIKELIHOOD

Likelihood Level Description

Rare 1 Not expected to occur but still possible
Remote 2 Not likely to occur under normal circumstances

Occasional 3 Possible or known to occur

Frequent 4 Common occurrence

Almost Certain 5 Continual or repeating experience

Action for Risk Levels

Risk Level Risk Recommended Actions

(RPN) Acceptability
Low Risk Acceptable - No additional risk control measures may be needed.
(1–3) - Frequent review and monitoring of hazards are required to
ensure that the risk level assigned is accurate and does not
increase over time.
Medium Moderately - A careful evaluation of the hazards should be carried out to
Risk (4–12) Accepted ensure that the risk level is reduced to as low as reasonably
practicable (ALARP) within a defined time period.
- Interim risk control measures, such as administrative controls
or PPE, may be implemented while longer term measures are
being established.
- Management attention is required.
High Risk Not Acceptable - High Risk level must be reduced to at least Medium Risk before
(12–25) work commences.
- There should not be any interim risk control measures. Risk
control measures should not be overly dependent on PPE or
appliances.
- If practicable, the hazard should be eliminated before work
commences.
- Management review is required before work commences.
