ASPEN Requirements Rev. 2

The document outlines the functionalities and support mechanisms of the ASPEN program for power flow analysis and equipment ratings across various grid levels. It highlights the need for collaboration with the Ministry of Electricity (MoE) departments and suggests that ASPEN is currently used by over 500 companies globally, but faces cultural compatibility issues within the KRG MoE. Additionally, it proposes terminating the program and transferring all related materials to the University of Salahdin for educational purposes.
