Ref:- Railway Board Letter No.PC-VII/2023/HRMS/13, dated: 29.11.2023.

Interms of para3&4 of Railway Board Letter No.PC-VI/2023/HRMS/13 dated:


29.11.2023, while availing Leave Encashment journey must be performed on the Pass/PTO
number specified for claiming leave encashment during the validity of the Pass or the
Block year, Whichever is earlier and if travel is not made or journey is cancelled, the
amount of leave encashment has to be returned as self-certified by the employee as per
rules. (Copy enclosed)

However, it is noticed that the above instructions are not folowed properly. Hence it is
advised that these instructions may be strictly followed and leave proposals may be verified
properly at initial level only by concerned supervisors before forwarding the same to PB/UBLS.

This may be noted and notified to allconcerned staff.

In connection with development of Leave Encashment sub-module of HRMS
clarification sought on following aspects is furnished as below:
