Discussions held and decisions made by the Interim Board of Directors SUBJECT Call to order JC Wallace, President; Deborah Boyer, President Museum Welcome Approval of the minutes of the January 18th meeting DISCUSSION ACTION? No action required No action required Chris moved and Deborah seconded the motion to approve the minutes of the January 18th Joint Board meeting. The motion was approved unanimously. No action required

Status of back of BART and Hanging Plants

Liz discussed the issue of staff additional compensation, and the ability of the board to award these bonuses. Liz received an opinion from the City Attorneys office stating that this action is legal, and she noted that this information has been circulated to the board multiple times. The decision by the board to award staff additional compensation is recorded in the closed session minutes of the January 18th Joint Board meeting. Andrew reported that the installation of hanging plants on Broadway will begin this weekend and end next Saturday, the 28th of January. Andrew noted that 140 hanging baskets will be hung on 70 poles.

Update on relationship with OPD

Update on new PWA blight

He also reported that we have received the permits from BART for the back of BART program. We are waiting for final approval of the permits. Andrew estimated that installation of the planter boxes will begin in mid to late March. He noted that there are 16 ledges that we will be installing planter boxes on. Steve reported that our relationship with OPD is stronger than ever. Staff recently held a meeting with former Deputy Chief Israel, now Captain Israel. Steve noted that there has been reorganization within OPD recently. At this meeting they discussed strategies for dealing with issues on Broadway and in Frank Ogawa Plaza, as well as how to recover from the Occupy protests. Steve noted that it is possible that CBD staff will receive an OPD radio, giving us direct communication with OPD, and giving our ambassadors the support they require. Someone inquired how the oversight of OPD by the federal court is affecting our operations. Steve replied that is it affecting our relationship with OPD and staff is considering crafting a letter to Judge Henderson explaining how this oversight is neutering the effectiveness of the police. JC noted that Chris, as an individual, has written a letter to the Judge about this issue. He explained that staff would be adapting that letter, and this will be discussed with Deanna Santana the City Administrator at a meeting with Deborah Boyer and JC Wallace. Mike requested that he would like the opportunity to review the letter before it is sent to give his feedback. Liz noted that she is concerned about the position that the CBDs will be affected by inserting themselves into a complicated legal action. She did note however that it is appropriate that the judge is informed about OPDs work with us and how helpful it has been, but she does not want us to comment on the controversy in the court about the constitutionality of the police actions. Anagha suggested that we work with the city and see what steps they are taking in this issue. There was much discussion about the best approach to take when communicating with Judge Henderson about this issue. Andrew reported on his meeting with the PWA

Update on City Layoffs and BID Liaison

call center. At this meeting he learned about a smartphone app called SeeClickFix that lists all the blight issues in the district and sends these updates instantly to PWA and district staff. This program covers everything from potholes to a broken light or tree well, to graffiti. District staff can fix many of these problems, and anything outside of our range goes to PWA. There was discussion about the ability of PWA to deal with these issues due to budget and staffing limitations. Andrew stated that maintenance staff, and soon security staff, have been using this program and it has been very effective. Rew reported that staff has been working with city staff on various issues, and staff is feeling comfortable with our city relations. Aliza discussed The city council has reorganized various city departments, including CEDA which was reorganized under the City administrators office. Approximately 80 individuals were laid off. Aliza stated various actions that the city will potentially take in regards to CBDs and BIDs in Oakland. Aliza requested that if there are any projects or discussions with city employees that have been, or will soon be let go, let her know as soon as possible. Deborah noted that the Ambassadors have been dealing with a troublesome individual lately. The issue was communicated to OPD and Deanna Santana, and their reaction was immediate and helpful. Andrew noted that this issue has helped the security and maintenance teams to work more closely together.
