Exploring the Role of NAVTTC and TEVTA in the Landscape of Digital Competence

Under the growing reliance on digital technologies, institutions are offering training programs to
train to enhance their employability, particularly in technical and vocational sectors. So far as
digital competence is concerned, it refers an individual’s ability to use digital technologies
effectively and responsibly in various work and personal contexts (European Commission,
2022). In today's job market, digital competence has become a key factor in employability,
particularly in technical and vocational sectors. As the digital landscape rapidly grows,
employers expect employees to have not only basic digital literacy but also specialized skills in
using digital tools for communication, data analysis, and problem-solving (Borg, 2023). The
demand for workers with digital skills has surged due to the global transformation towards
digital economies, with organizations seeking candidates who are comfortable with new
technologies, software, and online platforms (OECD, 2023). In Pakistan, where NAVTTC plays
a crucial role in providing short-term training programs, graduates with high digital competence
are more likely to secure employment, especially in sectors like IT, telecommunications, e-
commerce, and manufacturing (PIDE, 2024).
Short-term courses offered by NAVTTC aim to equip individuals with essential skills, often
focusing on digital literacy, software usage, internet navigation, and data management. Research
indicates that such training programs have a direct impact on the skillset of graduates, enabling
them to meet the growing demands of the digital economy (Shah et al., 2023). However, the
extent to which these programs improve employability is influenced by the quality of the
curriculum, teaching methods, and the alignment of the programs with industry needs (Qureshi et
al., 2024).
Studies on NAVTTC's digital training programs show that while they have contributed positively
to improving basic digital skills, there is still a gap in advanced digital competencies such as
coding, data analytics, and cybersecurity, which are increasingly required by employers in
competitive job markets (Raza et al., 2023). The effectiveness of these programs, therefore,
depends on their ability to evolve and adapt to the changing demands of the digital workplace.
3. Employability and the Role of Digital Competence
The employability of graduates is closely tied to their digital competence. Research suggests that
individuals who possess advanced digital skills are more likely to find employment, as they can
contribute to the modern work environment and add value to employers (Jamil et al., 2023).
According to the World Economic Forum (2025), 50% of all jobs will require some level of
digital skills, with higher demand for those with expertise in digital areas like artificial
intelligence, machine learning, and digital marketing.
A study by Naveed et al. (2023) highlights that short-course graduates who developed digital
skills through NAVTTC’s programs were able to enter the workforce more quickly and were
better equipped to adapt to technological advancements in their respective fields. Moreover,
research by Saleem et al. (2024) found that graduates from NAVTTC's digital skill courses had
better career progression, with many able to secure jobs in higher-paying positions due to their
digital expertise.
4. Impact of Digital Competence on Job Quality and Career Development
The impact of digital competence extends beyond initial employment, influencing long-term
career development and job quality. Digital skills are linked to better job performance, higher job
satisfaction, and greater career advancement opportunities (Karimi et al., 2023). Graduates with
higher digital proficiency are more likely to be promoted or receive higher salaries, as they can
perform tasks that require specialized knowledge and problem-solving skills (Suleman et al.,
2023).
Furthermore, digital competence helps workers to remain relevant in industries undergoing
digital transformations. For instance, individuals with expertise in data analytics and digital tools
are better equipped to navigate changes in industries like retail, logistics, and education, thereby
ensuring job stability and growth (OECD, 2025). Therefore, NAVTTC's training programs, by
enhancing digital skills, provide a strategic advantage for graduates, boosting not only their
immediate employability but also their potential for career progression.
5. Challenges in Digital Competence Development
Despite the success of digital training programs, challenges remain in fully equipping short-
course graduates with the necessary digital competence. One key challenge is the lack of
infrastructure and access to digital tools in rural areas, which limits the ability of some
candidates to fully benefit from these training programs (Niazi et al., 2023). Another issue is the
need for continuous updates in the curriculum to reflect emerging technologies and trends in the
digital space. While NAVTTC's programs focus on essential digital skills, the gap in advanced
digital competencies remains an area of concern for both employers and policymakers (Tariq et
al., 2023).
Moreover, the integration of soft skills with digital competence is crucial for employability.
Employers not only seek technical skills but also value problem-solving, communication, and
adaptability (Dawood et al., 2024). Hence, while digital skills are necessary, they must be
complemented by strong interpersonal and critical-thinking skills to improve overall
employability outcomes.
6. Conclusion
Digital competence has become a critical factor in enhancing the employability of individuals,
particularly in the context of short-course graduates from institutions like NAVTTC. While there
is considerable progress in providing digital training to enhance employability, challenges such
as infrastructure limitations, the need for curriculum updates, and the integration of advanced
digital skills must be addressed. To remain competitive in the job market, NAVTTC’s programs
should continue to evolve, focusing on both foundational digital skills and specialized
competencies that align with industry needs. Moreover, the integration of soft skills with digital
competence will be crucial to improving the overall career prospects of graduates.

Technologies guide our younger generation to become digital and smart citizens. With the
abundance of social media sites, most of our teenagers are already digital citizens. However,
through the integration of technology into the classroom, students can acquire the skills
necessary for responsible conduct in the digital realm and with their digital activities. Thus
classroom transforms into a microcosm of the broader digital landscape, allowing students to
sharpen up their abilities in communication, information retrieval, and interaction with fellow
digital citizens. Technology offers numerous advantages to students and the new generation. The
internet and digital tools allow students to explore various subjects, conduct research, and access
educational materials that may not be available in traditional textbooks. There are many concrete
examples of how students can use technology to enhance their learning. Digital libraries and
online databases provide students with access to a wide range of academic and research
materials, encompassing e-books, scholarly articles, journals, and multimedia resources that can
augment their learning. Digital libraries or online databases allow students to access various

content that can support their learning. Educational platforms and learning management systems
(LMS) provide a centralized location for teachers to share resources and for students to access
information. These platforms can host digital textbooks, multimedia content, interactive
modules, and assignments. Again, students who enroll in technical schools or institutes will be
ornamented with specialized education that aimed at enlightening the specific skill set necessary
for their future employment. This technical curriculum will also encompass substantial practical
training prior to certification attainment. In contrast to their counterparts pursuing four-year
degrees, trade schools do not require general education coursework and instead emphasize on the
skills essential for a particular profession. On the other hand, in universities, students at
timesface frustration and experience delays when they engage in general education courses such
as history, political science, botany, foreign languages, or English. Therefore, it is an analytical
study to evaluate the outcome of technological breakthrough in global education and future
employment opportunities for young generation.
