Believed that social policies should promote the well-being of all citizens

While Titmuss' model shares some common goals with developmental
state approaches, such as improving social welfare and reducing poverty,
it is more focused on the social dimensions of welfare rather than
economic development.

The Four Asian Tigers= Hong Kong, Singapore, South Korea, and Taiwan.
experienced rapid industrialization and high growth rates from the
1960s to the 1990s.

Developmental Approach = developmental state model i.e.


focused on export-oriented policies, strong state intervention, and
minimal welfare state.
emphasized economic growth and industrialization over social
welfare programs.

Economic Crash
The 1997 Asian Financial Crisis significantly impacted these economies.
South Korea, Indonesia, and Thailand were the most affected, with stock markets
and currencies crashing.
Hong Kong, Singapore, and Taiwan were less affected but still experienced
economic downturns.

Current Status
Today, the Four Asian Tigers are high-income economies. They have diversified
their economies and are leaders in various sectors:
Hong Kong and Singapore are prominent international financial centers.
South Korea is a major global arms manufacturer and a leader in electronics.
Taiwan is known for its advanced manufacturing, especially in semiconductors.

Amartya Sen (1999):
Core Concept: Sen's Capability Approach focuses on what individuals are able
to do and be, i.e., their "capabilities." It emphasizes the importance of freedom
and opportunities for people to lead lives they value.
Key Contributions: Sen introduced the idea of evaluating development by
considering people's capabilities rather than just economic growth or income
levels. He argued that development should be seen as a process of expanding
people's freedoms and choices
