STANDARD OPERATING PROCEDUREON CALLOUTOFCIVIL DEFENCE VOLUNTEERS
1. INTRODUCTION:
The Motto of Civil Defence is "Sarv Bhoot Hite Ratah" with principle of volunteerism i.e.
"Nishkam Sewa". The members of Civil Defence Corps are meant to carry out Civil Defence or
Disaster Management activities. They may be called out on paid duty as per requirement in
accordance with section 9 of Civil Defence egulations 1968 where they are paid duty
allowance and conveyance allowance on per day basis, which is revised from time to time.
The Director Civil Defence/Divisional Commissioner, Govt. of NCT of Delhi and Controller
Civil Defence/ District Magistrate (Districts) are the Competent Authorities to call out a
member of the corps for discharging functions relating to Civil Defence and Disaster
Management as per the provisions of Civil Defence Act, Rules & Regulations, 1968.

2. ELIGIBILITY CRITERIA
A Member of Delhi Civil Defence corps may be considered for call out on duty if he/she
) Is physically fit and mentally alert
(ii) Has a valid enrollment number
(i) Has completed Basic Training/ Foundation Course on Civil Defence in Delhi. However
this condition may be relaxed by concerned civil defence authorities in case of any
operational requirement.
3. SELECTION COMMITTEE
The selection of the Civil Defence volunteers for deployment on paid callout basis would be
made, as per the provisions of Civil Defence Act, Rules & Regulations 1968, and various SOPs
& instructions issued in this regard, by the following committee within their jurisdiction:

a) Addl. District Magistrate of concerned district Chairperson


b) SDM Concerned (Zone)/HQ of concerned district as decided Member
by chairperson
)Senior most 10/CC/Sr. Instr./1CD of the concerned district Member
d) Senior Chief Warden or Chief Warden or
Additional chief warden (M&W) of the concerned district Member
in rotatioon
e)Dy. Chief Warden (HQ)/Zone as decided by chairperson Member

4. PROCEDURE FOR CALL OUJT


A notice would be issued by concerned Controller Civil
Defence/District Magistrate
giving details of requirement and period/duration for paid call out and circulated
through social media, whatsapp groups, notice board etc.
(i) A Civil Defence volunteer desirous of
deployment on paid callout basis shall submit
his/her application in concerned Civil Defence District office as per the eligibility
mentioned in notice alongwith requisite documents.
ii) 10/CC/Sr. Inst/ICD concerned would compile the details and put up to selection
committee.

(iv) The selection committee shall meet as and when required and shortlist the candidates
from the list as per the requirements of the deployment. While considering the names,
the preference would be given to seniority, number of Nishkam Sewa completed, skills
required for the particular task and other operational requirements. A zome o
consideration would be made by the selection committee considering appx. 3 times or

the number of CDVs required.


(The SMS alert shall be sent to all members ofthe Corps in the zone of consideration tor
the call out indicating date, time and venue for selection. In case of non-functioning or
SMS alert, a notice may be issued with the list of shortlisted candidates giving details or
venue, date & time for selection and to be shared through social media, whatsapp
groups, notice board etc.

(vii) The final list shall be sent for the approval of the Controller Civil Defence/District

Magistrate of concerned district giving details of the financial implications along

be sent to Civil Defence District offices & HQ for maintenance of records.

(ix) Director Civil Defence/ Divisional Commissioner may call out any Civil Defence
volunteer or cancel any callout at his/her own discretion.

5. CALLOUTBY CONTROLLERCIVIL DEFENCE/DISTRICT MAGISTRATE


The Controller Civil Defence/District Magistrate may Call Out a Civil Defence Volunteers on
paid duty for the purpose of Civil Defence and disaster management upto 30 days at his/her
own discretion. For any paid call out duty beyond 30 days, the prior approval of Director Civil

made by the Controller Civil Defence as per requirement at his/her own discretion. Misuse of
manpower shall not be allowed and canons of efficiency, effectiveness and financial propriety
shall be duly kept in view while calling out a member for duty.

6. PAYMENTS:
The payment of out of pocket allowances (duty allowance+ conveyance allowance) as per
rules, is to be made to the Civil Defence volunteers who are called out on payment basis,
through ECS, direct to their bank accounts by 7th of the following month directly by
department concerned. The rate of duty allowance and conveyance allowance are updated
from time to time. All user departments are liable to pay the difference in the initial rate and
the enhanced rate retrospectively as per the orders.

7. TRANSPARENCY:
A Civil Defence member should not be allowed to serve on the same
place for a period of more than 01 year for the sake of healthy environment&
transparency. Efforts should be made to replace old civil defence volunteers on the Call
Out Duty by newly selected ones to give opportunity to different members. The paid
call out duty, in civil defence, should not be considered as a duty of permanent nature
and a means of livelihood.
8. TRAINING:
The participation of Civil Defence' volunteers in the training activities such as advanced
training on subjects of Disaster Managements at Central Training Institute, Delhi, NDRF
Academy, Nagpur, Central Training Institute Bangalore etc. is desirable to keep them updated

with the latest trends and procedures to carry out their Civil Defence duties/roles. They are
also required to attend mustering exercise regularly as per orders in force, at
division/district to remain active as Civil Defence volunteer. The user departments must
