Standard Operating Procedures On Call Out of Civil Defence Volunteers
2. ELIGIBILITY CRITERIA
A Member of Delhi Civil Defence corps may be considered for call out on duty if he/she
) Is physically fit and mentally alert
(ii) Has a valid enrollment number
(i) Has completed Basic Training/ Foundation Course on Civil Defence in Delhi. However
this condition may be relaxed by concerned civil defence authorities in case of any
operational requirement.
3. SELECTION COMMITTEE
The selection of the Civil Defence volunteers for deployment on paid callout basis would be
made, as per the provisions of Civil Defence Act, Rules & Regulations 1968, and various SOPs
& instructions issued in this regard, by the following committee within their jurisdiction:
(ix) Director Civil Defence/ Divisional Commissioner may call out any Civil Defence
volunteer or cancel any callout at his/her own discretion.
6. PAYMENTS:
The payment of out of pocket allowances (duty allowance+ conveyance allowance) as per
rules, is to be made to the Civil Defence volunteers who are called out on payment basis,
through ECS, direct to their bank accounts by 7th of the following month directly by
department concerned. The rate of duty allowance and conveyance allowance are updated
from time to time. All user departments are liable to pay the difference in the initial rate and
the enhanced rate retrospectively as per the orders.
7. TRANSPARENCY:
A Civil Defence member should not be allowed to serve on the same
place for a period of more than 01 year for the sake of healthy environment&
transparency. Efforts should be made to replace old civil defence volunteers on the Call
Out Duty by newly selected ones to give opportunity to different members. The paid
call out duty, in civil defence, should not be considered as a duty of permanent nature
and a means of livelihood.
8. TRAINING:
The participation of Civil Defence' volunteers in the training activities such as advanced
training on subjects of Disaster Managements at Central Training Institute, Delhi, NDRF
Academy, Nagpur, Central Training Institute Bangalore etc. is desirable to keep them updated
expenses.
