Sir,
This has reference to RO E office file no 256539 and 255968 where in
communicated the approval for “Construction of 6 Lane LVUP at Km 26+775
(Ankushapur X Road) and 6 lane VUP at Km 31+255 (Kondamadugu Junction)
on Hyderabad - Yadgiri Section of NH-163 in the State of Telangana on EPC
Mode” and requested to furnish the bid documents along with Technical
Schedules as per Policy Circular no. 11.54/2023 dated 30.10.2023 at the
earliest to invite tenders.

2. In this regard, it is submitted as under:

I. 6 lane LVUP at Km 26+775 (Ankushapur Cross road)

a. The Competent Authority has accorded the approval for construction

of VUP (1X12X4) at Km.26+775 ( Ankushapur Cross road) (TG-03- 188) for a
cost of Rs. 20,74,77,057/- (including all taxes) on standalone basis by
inviting tenders under Delegation of Powers i.e., Rs.50 Cr. per
Blackspot.
Further, mentioned that “Tentative amount of utility
shifting provision is approved in-principle. PD shall obtain
utility shifting estimates from concern utility owning
departments and include the cost in Schedule-H before
inviting bids”.

b. The LS amount considered while giving In-principle approval

towards Utility estimates is Rs. 30,00,000 /-
c. The Utilities coming/falling within the ROW for construction of LVUP
at Ankushapur X road are 4nos of Electrical crossings for which
estimate not received from the concern department.
d. However, for the similar type of 2nos crossings coming under the ROW
of VUP at Kondamagugu Junction, estimate received from the
department for an amount of Rs. 14,23,715/-
Therefore, two times of the amount I, e., 2 * 14,23,715 =
28,47,430/- is considered for the 4 nos of Electrical
crossings coming within NHAI ROW of Ankushapur LVUP.

II. 6 lane VUP at Km 31+255 (Kondamadugu Junction)

a. The Competent Authority has accorded the approval for construction

of VUP (1X20X5.5) at Km.31+264 (Kondamadugu Jn.) (TG-03- 189) at a
cost of Rs. 36,73,31,390/- (including all) on standalone basis by
inviting tenders under Delegation of Powers i.e., Rs.50 Cr. per
Blackspots.
Further, mentioned that “Tentative amount of utility
shifting provision is approved in-principle. PD shall obtain
utility shifting estimates from concern utility owning
departments and include the cost in Schedule-H before
inviting bids”.

b. The LS amount considered while giving In-principle approval towards

Utility estimates is Rs. 40,00,000/-

44,97,77,972 (Excl GST) so as to invite the bid combinedly.

2. Upon scrutiny of the schedules, the following are observed:

2.1 In TCS Schedule of Kondamadugu, it is observed that TCS-2B

(Km.30+830 to 31+790) is modified as TCS-2B (Km.30+830 to Km.31+600)

 and TCS-2B-1 (Km.31+600 to 31+790). In approved TCS-2B, lined drain is
proposed at edge of Service Road. However, in submitted TCS-2B-1 the lined
drain is shifted from Service Road edge to RE Wall side. Reason for the
same and connectivity of drain at Km.31+600 may be furnished.

2.2 In TCS Schedule of Kondamadugu, it is observed that TCS-3B

(Km.30+730 - 30+830 & Km.31+790 - 31+900, free slope & drain at the edge
of ROW) is modified as TCS-3B (Km.30+730-30+830) and TCS-3B-1
(Km.31+790-31+900). In TCS-3B-1 drain cum retaining wall proposed. Reason
for the same may be furnished and cost implication if any.

2.3 TCS-1B & TCS-1C lengths shown as 55m. The same is 75 m as per
plan & profile. Please verify.

2.4 In Schedule-C, Pedestrian Guard Rails proposed from Km.26.145 to

27+295 (1.15Km) & from Km.31+600 to 32+125(0.55Km) on BHS. However,
the same is not shown in TCS and also not included approved estimate.
Please verify.

3. In view of the above, PD may be requested to furnish the

compliance on above observations for further necessary action.

This has reference to the PD, PIU-Warangal note#1, wherein it was

requested for approval to invite tenders for the subject work of 2-locations
falls under Hyderabad - Yadgiri package.

2 . In this regard it is submitted that, Competent Authority vide e-

office file no. 255968 & 256539 has approved the estimates amounting to
Rs.20.75 Cr & Rs.36.73 Cr to take-up long term rectification measures at
two (2) MoRTH identified Blackspot locations with ID’s TG-03-188 & TG-03-
189 for the year 2017-19 on Hyderabad-Yadgiri section of NH-163, in the
state of Telangana.

3 . PD, PIU, Warangal in the above Note#1 submitted the Bid proposal
along with all relevant documents for approval. As per NHAI policy circular
12.31/2023 dated 23.02.2023 the ROs can take a judicious decision to
combine bids for rectification of black spots located in nearby vicinity in
to a single bid if feasible instead of inviting separate bids for each black
spot.

6. In the approved estimates, tentative cost of Rs.30,00,000/- [in

from Mission Bhageeratha & TSSPDCL for water & electrical lines affected
in subject work for an amount of Rs.1.28 Cr against the Ls provision of 0.70
Cr. the same has been found to be in order and considered in the Schedule-
H. The revised cost estimate after obtaining utility estimates are as below:

office and certain observations were communicated to PD vide note#8 and
PD has furnished the revised bid documents vide note#10. The bid
documents were verified and necessary modification as per prevailing
circulars were made. The Draft RFP is put up below for kind perusal and
approval

8. On approval of the draft RFP, the bidding date schedule is proposed

as per NHAI circular no.8.1.26/2022 dated 26.08.2022 from the approval
date and the same will be sent for e-publishing of advertisement on Central
Public Procurement Portal (CPPP) at http://etenders.gov.in. as per MoRTH
circular No.RW-NH-34066/14/2018-S&R(P&B), dt:25.06.2018 and hosted on
NHAI website https://nhai.gov.in

10. The proposed bidding date schedule shall commence on 08.11.2024

and also the same will be sent for publication and hosted in NHAI website &
http://etenders.gov.in. Schedule for RFP invitation shall be as follows:

The proposal of PD, PIU, Warangal at Note#10 is regarding approval for
revised cost and RFP of Black spot works at Ankushapur & Kondamadugu
junctions on NH-163 to invite bids. The same is discussed in detail in above
Note#13. PD has proposed the time period for completion of work as 12
months . As per discussions held in RO, the same time period is retained,
and Price Adjustment clause is deleted in BID DOCUMENT. By oversite in the
above note price adjustment amt is retained in the revised estimate also.
The same is corrected below.
In view of deletion of Price adjustment and proposing the provision of
utility shifting as per the actual estimates received from the user agency
the revised estimate is working out to as shown below:

 2. It is hereby informed that the memorandum Containing an inventory
of the Site including the vacant and unencumbered land, the available
details at the site, specifying in reasonable details of those parts of the
Site to which vacant access and Right of Way has been given to the
Contractor, is signed on 15.04.2025 by the authorized representative of the
contractor & the undersigned, in provisions of cl. 8.2 of Contract

3. Pursuant to Cl.3.1(iii)(a) of Article-3 of CA, Under the obligations of

the Authority “No less than 90% of the required RoW of Construction zone of
total length of the Project Highway” is available.

4. As per Cl.8.2(i) of CA, the Authority representative, Contractor and

the Independent Engineer has visited the site and prepared d detailed
memorandum containing an inventory of the site and signed the Joint
Memorandum for declaration of Appointed Date as per CA.

5. Further the Contractor M/s Srinivasa Edifice Pvt.Ltd vide lr @ 2nd

cited has certified that the project length(land) available without any
encumbrances & obstruction/hindrances as handed over by Authority and
requested to declare the Appointed Date w.e.f 09.04.2025.

6. Accordingly and subject to the compliance of other requirements as

per Contract Agreement, it is recommended that the Appointed Date for the
Project is to be declared w.e.f 09.04.2025, please.
