Use of ICT in NSO
(DIID)Under the proposed IT initiatives of the Ministry, Data Informatics and Innovation Division (DIID) has been mandated to imbibe new Information technology solutions in the field of data acquisition, processing and dissemination. Acknowledging the requirement of continual improvement through innovations, a Data Innovation- Lab (DI- Lab) is proposed to be set up under DIID. Data Innovation Lab will create an ecosystem for experimentation, offering of new ideas & their Proof- of-Concept through wider participation of the entrepreneurs, start-up and academic-research organizations. (DQAD) is developing a Generalised Survey Solution namely e-SIGMA, (e-Survey Instrument and Generalised Multimodal Application) for surveys conducted by NSO, which is aspired to be fortified with real time survey data validation capabilities along with other facilitating modules.The primary aim of e-SIGMA is to convert the entire data collection endeavor from its current Paper-schedule mode to Computer Assisted Personal Interview (CAPI) mode with in-built data validation to enable a faster processing and dissemination of quality data through a synchronized setup integrating the functions of four divisions of NSO – SDRD, DQAD, FOD and SCD. e-SIGMA is multimodal in the sense that it has the inbuilt capacity and flexibility to incorporate different modes of survey like CAPI, Computer Assisted Telephone Interview (CATI), and Computer Assisted Web Interview (CAWI).

(ESD)7th Economic Census is being conducted in 2019-20 with advanced use of ICT tools & applications that would facilitate geo- coordinate embedded data collection through mobile devices, real-time data validation & scrutiny, efficient monitoring & supervision using interactive MIS dashboards, finalization & dissemination of results, etc. (FOD)to undertake Urban Frame Survey (UFS) 2017-22 phase work on digital platform using Mobile and web- portal based applications. The technology for the same has been developed by National Remote Sensing Centre (NRSC), Hyderabad. The web application includes functionality for uploading the final boundary polygons drawn on QGIS software. (FOD)The data collection for PLFS in the field is being done through Computer Assisted Personnel Interviewing (CAPI) Solution. The CAPI Solutions was developed by NSO with technical assistance from World Bank for use in data collection for PLFS by using hand held IT Devices in place of paper schedules. FOD has made transition from the system of paper-based schedule to e- schedule for transmission of data on Sample Checks on Crop Cutting Experiments (CCEs) (Sch. AS 2.0). To start with, in-house data entry software was developed for AS 2.0 with technical expertise available at NSO that was made available to all Regional offices/ State Governments during 2018-19. For sample checks on area enumeration (Sch. AS 1.0), Android based application software is being developed on GSS (Generalised Survey Solutions) platform and is likely to be implemented on pilot basis at some selected ROs, before complete rollout. (PIMD)The Division is mandated to devise strategies to improve data governance and to steer the implementation of action plan so as to ensure full utilization of Industry 4.0 technologies. (IPMD under PI Wing) The IPMD is monitor Central Sector Projects costing more than Rs. 150 crore in different sectors. The monitoring of the implementation of the Central Sector Projects above Rs.150 crore is done through the mechanism of Online Computerized Monitoring System (OCMS). CPI Archival Web Portal Software application, developed by DIID, is operational for easy retrieval of CPI data. Policy Implementation and Monitoring Division (PIMD) was created in the National Statistical Office (NSO) with effect from 18 January, 2021
