Lack of English Speaking Proficiency Among

AB English Language Students of Northeastern College

By: Mariane Mel M. Fariñas AB-ENGLISH 1F

I. INTRODUCTION

English is the second official language of the Philippines. It is also widely

spoken and considered as one of the most influential language. The English

language is heavily emphasized in the Philippines’ formal education system. When

the United States colonized the Philippines, English became part of the formal

educational system. According to a Letter of Instruction issued by the US President

William McKinley on April 7, 1900, English should be the medium of instructions at

all levels of the public educational system in the Philippines. (Allan B. I. Bernardo).

Liberal Arts is a program which offers different courses. Political Science,

Mass Communication, and English Language Studies are offered in Northeastern

College which particularly under the Liberal Arts Program. Bachelor of Arts in

English (AB English) is a four-year degree program in the Philippines that teaches

you about the structure, development, theories, and applications of languages, as

well as how to effectively write and speak in English.

In today’s generation, internet has become a new medium in terms of

Education, Communication, etc. Educational platforms such as, Edmodo, Google

Classroom, Google Meet and Zoom had taken over because of the pandemic. The

English speaking proficiency of the students has worsen.

1
A lot of students couldn’t even construct a proper sentence without the help of

applications like Grammarly. This school year (2022-2023), the English Language

students of Northeastern College has low rate of English speaking proficiency.

Activities like public speaking, spoken poetry, impromptu speaking and speeches

were given as activities to test their skills in speaking the second language and yet,

only few of the students could speak fluently and organize their thoughts properly.

Speaking might be considered the fundamental skill in second language

learning (Lazaraton, 2014). Lazaraton (2014) adds that speaking is used as a

vehicle to acquire other skills, such as listening, reading, and writing when the

teachers adopt productive approaches to teaching, for example, communicative

language teaching, silent way, or even audiolingual method.

However, mastering proficiency in English speaking is not easy, and students

as well as common people spend a long time to acquire the desired proficiency

(Luoma, 2004). It is impossible to overstate the value of the English language for

raising educational achievement through increased communication skills.

Due to the fact that English is the official language of instruction in schools

throughout the Philippines, students who struggle with their English communication

skills may find it difficult to function effectively in both academic and English-

language settings.
