Ang Barangay Nutrition Action Plan (BNAP)


OVERVIEW
This session provides an overview of Philippine Plan of Action for Nutrition, Barangay
Nutrition Action Plan, its importance and legal bases, and the Nutrition Program Cycle in
the context of BNAP formulation.

DURATION: 1 hr and 30 minutes

After the session, the participants will be able to:
1. Explain the concepts of PPAN;
2. Explain the importance of Barangay Nutrition Action Plan (BNAP); and
3. Explain the importance of having a collaborative and inclusive BNAP.

is the formulation BNAP.

Given the nutrition challenges in the


country as mentioned in the previous
sessions, plans are needed to address
these challenges. BNAP is one of the
plans needed to improve the nutrition
situation in the barangay.

Figure 1 provides the PPAN 2023-2028 Framework
that captures the imperatives earlier
mentioned ..
1. Various nutrition interventions
(specific, sensitive, and enabling)
will continue to guide the
organization of PPAN
interventions in the next six (6)
years, carried out through
collaboration among
government and non-
government stakeholders alike
that includes local and national
bodies, business, civil society,
academe, research
organizations, among others.
2. To complement, the Lancet
Framework for Actions to
Achieve Optimum Fetal and
Child Nutrition Development
and the ASEAN conceptual
framework of Malnutrition is
also adapted to shows the
benefits of optimum nutrition
during the life course when the
immediate and underlying
causes of malnutrition have
been properly addressed.
3. The combined interventions aim
to address outcome targets to
reduce all forms of malnutrition
which consequently will results
in the PPAN Goals on: Quality of
the human resource base of the
country, equality in human
development outcomes, and
child and maternal nutrition.

Slide 5 Briefly explain the PPAN Program


Framework.
Nutrition-specific programs are those
that were planned and designed to
produce nutritional outcomes. The
selection of nutrition-specific programs
to include was inspired by already-
existing programs, the WHO Essential
Nutrition Actions, the
recommendations of the Lancet
Maternal and Child Nutrition Series, the
International Conference for Nutrition 2
Framework for Action, among others.

Complementing these nutrition-specific


interventions are nutrition-sensitive
projects. These are development
projects that were tweaked to produce
nutritional outcomes/tweaking can be
done by targeting households with
undernourished children or
nutritionally-vulnerable groups, or
targeting areas with high levels of
malnutrition, or being a channel for
delivering nutrition-specific
interventions. These are development
programs and projects that will be
tweaked to produce nutritional
outcomes in addition to their original
objectives.

A program for local government


mobilization is among the three
enabling programs to ensure their
wider participation in delivering
nutritional outcomes. As LGUs are
charged with the delivery of services,
including those related to nutrition, the
national government is charged with
creating an enabling environment
through appropriate policies and
continuous capacity building of various
stakeholders.
Slide 6 Tell that local nutrition plans at the
different levels are interrelated.

BNAP may serve as the mechanism to


achieve the nutrition goals at the
barangay level. It can also be
considered in the formulation of
C/MNAP to achieve the nutrition goals
at the city/municipal level.
Slide 7 Discuss BNAP in the context of
development planning. Tell that the
barangay captains, members of the
Sanggunian and the BNSs, who are also
members of the barangay nutrition
committee, should be aware of the
various stages and period of the
planning cycle.

This is important to ensure that the


plans are timely, inclusive and
comprehensive included in the AIP
Slide 8 PPAN is integrated in Philippine
Development Plan (PDP).
Regional Plan of Action for Nutrition
(RPAN) is integrated in Regional
Development Plan (RDP).
At the local level, Local Nutrition Action
Plans (LNAPs) are integrated in
Comprehensive Local Development Plan
(CLDP) and Comprehensive Land Use
Plan (CLUP).
These plans are supported by Executive
Legislative Agenda (ELA) and included in
Annual Investment Plans (AIPs) so that
budget for implementation is ensured.
Then a citizen charter is needed per
Republic Act No. 9485 Section 6
“all government agencies including
departments, bureaus, offices,
instrumentalities, or government-
owned and/or controlled corporations,
or local government or district units
shall set up their respective service
standards to be known as the Citizen’s
Charter in the form of information
billboards which should be posted at
the main entrance of offices or at the
most conspicuous place, and in the
form of published materials written
either in English, Filipino, or in the local
dialect.”

 Nutrition action plans at different


administrative levels are
interrelated.
- These plans should not be
stand-alone but harmonized.

The plans from the national level are


directed up to the local level and vice
versa. This means that from the local
level, we have to ensure the inclusion of
the PPAs from PPAN. These PPAs are
reported up to the national level.

Slide 11 The Local Government Code mandates
LGUs to prepare two major plans:
 Comprehensive Land Use Plan
(CLUP)
 Comprehensive Development Plans
(CDP)
The CLDP and LNAPs form part of the
regional as well as the national plans.
 The integration of nutrition in CLDP
can be made possible by including a
chapter on nutrition.
 A budget for nutrition can be
specified in the AIP and an annual
budget for nutrition is appropriated.
In the case at the barangay level:
 Nutrition concerns are incorporated
in the barangay development plan
and included in the annual
investment for budgeting

Slide 15 As mentioned earlier, the BNC members
should be aware of the phases of
planning. There are 4 phases in the
Nutrition Program Management Cycle.
These will be discussed in the next
slides.

Slide 16 The slide shows the activities and


timeframe for planning. This will help in
ensuring that the BNC formulate the
plans in time for submission and
inclusion in the C/MNAP. The delay in
submission might impact in the budget
and resource mobilization of the plans.

Slide 17 NPM Cycle Phase 1:


The “A” stands for Assessment, Analysis,
Adoption, and Allocation.

Assessment- the nutrition situation of


barangay, the barangay and family
profile is needed for assessment

Analysis- nutrition situation is analyzed


to identify priority population and set
objectives. Through analysis, members
of BNC may be mobilized as core group
for each PPA.

Adoption-The LNC is answerable and


responsible for their actions and
decisions. Each BNC member is asked to
sign on the BNAP form. The plan,
design, monitoring and evaluation
scheme are included and agreed by the
members. This will ensure budget
allocation for the PPAs.

Slide 25 Explain that Nutrition Sensitive
Programs as essential interventions to
address the underlying causes of
malnutrition along the life cycle.

Nutrition-sensitive programs are


interventions of sectors complementary
to nutrition (for example: agriculture
and food security, education, social
welfare) tweaked in its design to also
deliver nutrition outcomes (PPAN 2017-
2022). These can also be used as
delivery platforms to increase the scale,
coverage, and effectiveness of
nutrition-specific interventions (Ruel et
al, 2013).
