THE SAFA REGULATORY FRAMEWORK


For a measure to qualify as a SANCTION or disciplinary in nature, the
prevailing view requires that the adverse effects be inflicted in response
to an alleged violation of the rules or some form of misconduct. In short,
a Sanction and a Decision
there are three necessary elements of a sanction:
