1.0 GENERAL
This specification covers the technical requirements and Scope for carrying out Topography
Survey and collection of data at Station Locations. The work shall be executed in
accordance with the specification and good standard of practice necessary to fulfil the
objectives of the survey work strictly in accordance with the instruction and satisfaction of
the engineer-in-charge.
2.0 BACKGROUND
The specification covers the Geotechnical investigation works for Setting Up 30MW (3 X
10MW) gas engine based captive power plant at Post-Anjanwel, Taluka-Guhagar and
District- Ratnagiri (Maharashtra) PIN-415634, a location inside KLL premises.
This specification covers the Scope and technical requirements for carrying out
“Topographical Survey and Allied Works” for the entire area/areas indicated for locating the
power plant and its other systems. The work hall be executed in accordance with the
specification and good standard of practice necessary to fulfil the objectives of the survey
work strictly in accordance with the instruction and satisfaction of the engineer-in-charge.
3.0 SCOPE
The scope of work includes, but not limited to, the following:-
a. Carrying out topographical survey and preparation of plans (maps) and report of the entire
area/areas indicated for locating the proposed facilities.
b. Establishing and constructing bench mark in the field. List of BMs and their northing/easting
shall also be mentioned.
c. Carrying out spot level survey of the entire area/areas at an interval of 10m for contouring
the area/areas. Contours shall be interpolated at 0.5m intervals after the above points are
plotted. Sufficient points properly distributed over the entire area shall be located and levels
taken so that accurate contouring can be done. At places of sharp curvature or abrupt
change in direction and elevation, points selected shall be close to each other.
d. Development of drawing showing RLs of the area in 10mx10m grid. The grids for the survey
work shall be established in N-S & E-W direction corresponding to magnetic north or the
plant north as directed by the Engineer-in-charge.
e. Providing survey instruments, construction equipments, tools & plants, materials,
labours, qualified surveyors, clearance of jungles, cutting of trees, earth work,
scaffoldings, transport, supervision by competent engineers/surveyors,
testing of materials, full insurance and all other incidental items as may be
necessary for successful completion of the surveying , mapping and construction works
etc.
f. Preparing all drawings on latest version of AutoCAD/GIS based package. The documents
shall be prepared in MS office. In addition, hard copies of documents shall also be
submitted.

4.0 REQUIREMENTS
b) All survey works shall be performed under the supervision of experienced persons deputed
by the Contractor.
c) All surveys shall be carried out using approved methodology and equipments e.g. Total
Station instruments, GPS, Auto levels, High precision theodolite, etc.
The enclosed drawing indicates the tentative location of the area/areas to be surveyed for
locating the project. The location/area(s) indicated in the drawing is subject to change that
may be necessary during actual execution of the work. The work shall be carried out as per
the instructions of the engineer-in- charge.
6.0 SPECIFICATION
a) The work shall be executed according to the specification and good standard of practice
necessary to fulfil the objectives of the survey work strictly in accordance with the
instruction and satisfaction of the engineer-in-charge.
b) The specification shall be read in conjunction with the description of items in the schedule
of quantities. The bidder shall refer to the employer for any discrepancy which may exist
between the drawings, specification and corresponding items of the schedule for
clarification before submission of quotation and the employer’s decision as to the clarify of
the point raised shall be final and binding on the bidder.
c) The work at site shall be carried out under the full time supervision by an experienced
Surveyor or a qualified civil engineer. The Surveyor/ civil engineer shall be responsible
for and capable of coordinating the work of the surveying teams, setting out the work
accurately, identifying immediately and positively the type of instruments to be deployed and
the methodology of surveying to achieve speed and accuracy in the work and shall be fully
conversant with the theory and techniques of traversing, triangulation, spot levelling survey
work etc. covered by this contract.

d) The contractor shall be responsible for the proper execution of the work to such lines and
grades as specified in the specification, drawings or as directed by the engineer-in-
charge from time to time.
e) After arrival of the instruments to site, these shall not be moved out of the site by the
contractor without the prior written permission and approval of the engineer-in-charge. In
case the instruments are moved out of the site without the prior written permission and
approval, the engineer-in-charge/owner reserves the right to deduct considered reasonable
and or to withhold the payments for the work done. The decision of the engineer-in- charge
in this regard shall be final and binding on the contractor..
f) The bidder must visit the site prior to submitting his quotations to acquaint himself fully with
the nature, type, scope of work and involvement therein. The rates quoted shall remain firm
during the entire period of execution till completion of the work and any additional claim for
lack of knowledge shall not be entertained.
The Contractor is expected to make himself aware of the general conditions of the
terrain before starting the survey.
b) Contractor should check for terrain gradient by using hand Clinometers / total stations.
c) Objects like trees, poles (power, telephone and telegraph), walls, tube wells or such other
structures falling within the plot boundary should be marked.

b) On the top surface of the reinforced concrete blocks, a cross inside a circle shall be
engraved at the center or a nail shall be put centrally inside an engraved circle, to indicate
the exact position of the intersection point. The circle shall be of approximately 50 mm
diameter.
c) Where it is apprehended that the marker may get lost, damaged, flooded or vandalized,
some adjoining markers and landmark locations may also be included.
a) Permanent Bench marks (BM) approx. at every corner of the plot shall be established and
described taking reference from refinery area or nearby suitable area.
b) Location of Bench Marks shall be established in the field by using reinforced concrete
blocks. Exact position of BM shall be marked by a cross inside a circle or a nail put centrally
inside an engraved circle on the top surface of the concrete block. The reduced levels of the
BM shall be paint marked on the concrete block. Letter “BM” shall precede the reduced level
of the bench mark recorded to second place of decimal.
c) Accuracy of the reduced levels of the Bench marks shall be verified wherever possible by
checking levels with the nearest permanent bench marks established by Survey of India,
which shall be connected through geocoding system.
d) All the levels shall be provided in reference to the existing plant to avoid mismatches
between levels at later stage of project.
The contractor shall record all crossings, property lines, utilities, roads, railways, canals
streams, etc. that are inside the plot area or in the vicinity of 500 M from the plot boundary.
Underground utilities within the boundary of the plot shall also be located as far as possible
and staked. Use of necessary tool like GPR Survey machine is also in scope of Surveyor.
10.0 CHAINAGE
a) Chainage system shall be used for surveying in special circumstances and locations where
use of Total stations/ theodolite may not be permitted.
b) Distance between corner points of the plot should be measured and recorded. In addition,
distance between intermediate points shall also be measured and recorded. Distance of

centerline of Road/rail/canal, etc. from boundary of plot should be noted. Standard Chain
survey format will be used for record keeping.
d) Check on distance measurements will be stadia method and also GPS based
measurements at the time of leveling.
Horizontal angles are to be measured to indicate the change in direction of plot boundary,
etc. Theodolite reading direct to 10 seconds or better, shall preferably be used. Angles shall
be measured clockwise from back station to fore-station. Mean of two readings- one on face
left and other on face right shall be taken as the horizontal angle.
a) Reduced levels shall be recorded at 10.0 M c/c inside the plot area. For road and railway,
river/canal crossings, the reduced levels shall be recorded at the centerline, at the edges
and also at all points along the road/railway line wherever there is a change in slope. All
levels shall be with respect to Mean sea Level (MSL).
b) Method of RISE and FALL shall be used to compute the reduced levels of various points.
Check on computation shall be made by using the formula:
[Back site – Fore site = Rise – fall = First R.L - last R.L.]
a) Contractor shall incorporate corrections to the linear ground measurement due to differential
corrections, standard errors and variations from standard temperature.
b) The error for angular closure for the work shall not exceed one minute per station and for
linear measurements it shall be read to the nearest 0.005 M in case of surveys for which
use of Total stations/ High precision theodolite is mandatory.
c) The error on closure for measurements on vertical distance to establish benchmarks shall
not be more that 24 K1/2 mm, where ‘K’ is the linear distance in Kms. The error of mis-
closure in vertical distance shall be distributed linearly. Maximum length of the sight shall
not exceed 25 M.

d) Permanent and temporary bench marks to be mentioned in the topo report. The levels must
be considered inline with levels of existing plant.
The procedure followed both for field and office calculations shall be such that the results
obtained shall be readily understood and retraceable. Survey records must contain
schematic diagrams of all horizontal controls pertinent to the project showing all existing and
established control points, bench marks, any triangulation station and boundary lines.
All maps and drawings shall be made on standard format. Contractor shall perform mapping
and drawing work so as to contain all relevant data consistent with the survey notes and
observations. Apart from RL’s and contour of the plot area the drawings shall also contain
details of roads, streets, highways, structures, all types of crossings, terrain, and all other
details which will be required for the purpose of engineering design. The contractor shall
submit survey maps of the site in 1:1000 scale indicating grid lines and contour lines,
demarcating all permanent features like roads, railways, waterways, buildings, power lines,
natural streams, trees etc. Project area should have two originals, one showing spot levels
and contours (with contour line interval of 0.500m) with grid lines and other with grid lines,
contour lines and permanent features.. The survey drawings shall contain the following data
as a minimum requirement:
i. All features including but not limited to road and railway, canals, villages, towns that are
located within a distance of 500 M from the boundary of plot. The inside refinery plot area
shall only be considered for payment purpose.
ii. For the entire plot area, contours shall be plotted at 0.5 M interval and the RL’s shall be
taken at all points at interval of 10.0 M c/c. additional information like cultivated areas, barren
land, areas prone to flooding, rocky areas and forests including access path/roads shall also
be shown on the maps.
iii. RL’s of centreline and edges of road/railway crossings as well as RL’s of bed of
canals/river/streams shall be plotted. Distance from boundary of plot to centre of
road/railway/ canals/river etc. should also be marked.

iv. Drawing should also show location and details of pipelines, cables (overhead and buried),
utilities etc. within the plot area and also in the vicinity and the angles at which all crossing
(rail, road, existing pipelines, canal, river, etc.) crossed the plot.
v. All the maps shall be prepared in digitised forms using Inkjet/Pen plotter and standard
computer software like AutoCAD - latest or auto civil on standard A-0 size polyester base
film. The block of name plate of all the drawings should be as per TRACTEBEL standard.
vi. Positions both in plan and elevation of all natural and artificial features of the area like
waterways, railway tracks, trees, cultivation, houses/any structure, fences, pucca and
kutcha roads including culverts and crossings, foot tracks, other permanent objects like
telephone posts and transmission towers etc are to be established and subsequently be
shown on survey maps by means of conventional symbols (preferably symbols of Survey of
India maps). All earth deposits, depressions, hills and valleys within the area/areas are to
be surveyed and plotted on maps by contours. Necessary levelling work of the entire area/
areas are to be surveyed and plotted on maps by establishing horizontal location so that
location and sketching of contours for the area/ areas can be done at specified intervals and
in specified scales on maps. In case of steep slopes and dense jungle etc where griding is
not possible, the method of survey, contour intervals etc shall be decided by the engineer-
in-charge at site. Any unusual condition or formations on the ground, location of rock
outcrops and springs/falls etc shall also be noted and plotted on the maps.
vii. The grids for the survey work shall be established in N-S & E-W direction corresponding to
magnetic north or the plant north as directed by the engineer-in-charge.
viii. Submission of authentic High flood level of site with documentary proof from respective govt.
agencies.
ix. Drawing should also show location and details of pipelines, cables (overhead and
buried), utilities etc. within the plot area and also in the vicinity and the angles at which all
crossing (rail, road, existing pipelines, canal, river, etc.) crossed the plot.
x. List of BM’s and their northing/easting should be mentioned. Details of trees with their name,
numbers and girths shall also form part of the survey report.

various existing points on the ground so that surveys required under the present scope of
work and in future may be co-related and tied together.
ii. Total intelligent station instruments should be deployed to achieve the specified accuracy of
the work. Proper precautions for avoiding graduation errors, instrumental and personal
errors should be scrupulously observed.
iii. From main traverse/triangulation station, subsidiary stations shall be established at suitable
interval to cover the entire area. Level of these stations shall be based on the bench mark
established in the survey area. Occupying the main & subsidiary drains, all major details
shall be surveyed by total station equipment. Further classification of details if necessary
shall be carried out by plane table method.
iv. The closing error in traverse shall not exceed one in twenty five thousand (1 in 25000) in
terms of length or L√N seconds (total in angular measurement) whichever is less (where L
is the least count of the instrument and N is the number of stations).
Clearance of jungles and cutting of trees as required to facilitate the survey work also form
part of the contract. Necessary permission of concerned public bodies shall be secured by
the owner. The contractor shall ensure that minimum amount of jungles are cleared and
trees are properly cut under the direction of public bodies. The trees and jungles as cleared
shall be stacked and handed over to the engineer-in-charge/owner. No extra payment is
admissible under this account.
18.0 INSPECTION
The contractor shall make all arrangements of men, material, instruments, surveyors,
necessary records and field data etc. at the work site for checking of the work to the
satisfaction of the engineer-in-charge or his authorised representative during the progress
and on successful completion of the work. The contractor shall intimate well in advance
before final decamping from work site so that the final work can be inspected by the
engineer-in-charge. This will form a part of acceptance of the work.
The contractor shall prepare and submit daily progress report to the engineer-in-charge
without fail indicating status of setting out of the grids, total area surveyed, grid pillars

constructed, methodology adopted for surveying and instruments deployed including staff
working on the site and difficulties encountered during execution of the work etc.
The submission of such reports and review thereof by the engineer-in-charge shall not be
deemed to absolve the contractor of his responsibility of timely completion of the assignment
as per the time schedule indicated.
After completion of survey, a draft report containing TOPO map and collected data as
described in scope of this document shall be submitted for TRACTEBEL’s review within
10days. Final report incorporating TRACTEBEL comments shall be submitted within 7days
of receipt of comments.
