47 Security and Close Circuit Television (CCTV)
The Contractor shall design, supply and install a comprehensive security system for the STP incorporating the
following elements:
CCTV security cameras on the plant boundary wall to provide full surveillance;
A fiber optic network linking the elements of the security system;
The control of access to 'secure buildings' using RFID and counting software;
A security monitoring / control room incorporating monitoring screens, alarms, recording and media
storage devices;
Design of the plan for surveillance coverage, CCTV visibility, CCTV patrol patterns, RFID and counting
system arrangement, monitor configuration, alarms and operator responses, backing up and retrieval
of information;
A maintenance and replacement programme for the cameras.
The arrangements of the security system, as set out above, shall be developed through close liaison with the
Engineer which shall involve meetings with and presentations to the Employer.
A 24-hour call out and repair service shall be provided for all elements of the security system.
An uninterrupted power supply (UPS) with 12 hours backup supply shall be provided to maintain full
functionality in the event of power failure for all elements of the security system.
47.1 Standards
The following are discipline specific standards that shall be used:
BS 7958:2009 Closed-circuit television (CCTV). Management and operation. Code of practice
Installation and remote monitoring of detector activated CCTV systems. Code
BS 8418:2003 of practice
Alarm systems. CCTV surveillance systems for use in security applications.

47.2 Detailed CCTV System Requirements
The CCTV central control system shall be an IP based solution utilizing the Media Controller Video software-
based management system. Remote camera signals are standard PAL Video and RS485 serial Data which
interface the central CCTV equipment racks using fiber optic transceivers. Two nos. of 21” LCD monitors shall
be located at Main Admin Control Room.
The Multiple camera viewing shall be viewed on a single screen and an option shall be given to enlarge a single
screen. CCTV workstation will integrate all anti-intrusion alarms for external perimeter fence by providing an
alarm time and date log along with camera positional response using preset commands (RS232/RS485), any
ant intrusion alarm interrogation will require user intervention on the anti-intrusion CCTV workstation. The
alarm triggers will be sourced and related to dedicated zones assigned on the anti-intrusion CAMS (Intruder
Detection System), the applicable cameras which respond will be assigned within the CCTV video management
software relating to a configured alarm number.
The intruder detection system shall indicate through this link to the CCTV system when the Intruder Detection
system has been activated and in which zone, so that the relevant alarm can be raised and the CCTV cameras
in that zone automatically views on designated monitors. 8 Channel TCP/IP Encoders shall interface these

video and date signals across local area network. Dual channel fiber receiver cards shall have 2 inputs (for 2
cameras), these are used for receiving video signals from the cameras.
The complete CCTV Security System comprises PTZ CCTV Cameras and Fixed CCTV Cameras.
Cameras shall have ¼” Lens which has a capability of 35x Optical zoom at perimeter surveillance. Decoder with
FO converter shall be provided to convert the camera analogue signal into optical signals for transmission to
the central CCTV equipment. These PTZ cameras shall be located around the perimeter fence. The cameras
spacing shall be based on the focal length of the lenses, the percentages “fill” of the monitor and the size of
the target to be displayed. The recommended spacing is based on the lenses detailed above. A 10% screen fill
and the target being a human being at 1.75 meters tall. Using this data, the recommended maximum distance
between cameras is 550 meters. The 10% screen fill shall allow the operator to recognize the object as a
human being but not identify the person.
The Fixed camera with vary focal length shall be provided in the various process areas locations inside the
plant. CCTV location drawing shall be proposed by the Contractor to the approval of the Engineer and
Employer for approval.
All sunshields shall be finished with weather proof heat-reflecting paint. Where cameras are in exposed
positions, cameras shall be fitted with an overhead lighting conductor where path returns to bracket/pole
mount.
The minimum light level for the camera to function correctly is 0.008 Lux for B/W and 0.5 Lux for color.
Perimeter lighting should be designed to fulfil this requirement.
The elements provided shall include the following: -
CCTV Central Equipment;
21” Monitors;
Workstations;
PTZ Keyboards;
8 Port Encoders;
Dual Channel Fiber Video Receivers;
PTZ CCTV Cameras;
Fixed CCTV Cameras;
Camera Junction Box.
All CCTV equipment shall be using the Local Area Network for transmitting Video and Data signaling. A
Security Switch at Main Control Building shall be used to switch security traffic. One workstation shall be
connected to this network as well. This workstation shall be used to display camera viewings. The server shall
also include the RAID disks (14.4 TB) and the archive system. All the cameras shall be connected to the Dual
Channel Fiber Video Receivers via fiber optics.
47.3 Equipment Specification
47.3.1 CCTV Cameras
CCTV Cameras shall be provided to provide full visibility at all the following locations, where they are visited
on a daily basis:
Walkways;
Open plant areas;
Plant rooms;
Plant items;

Access gates;
Goods delivery, loading and offloading areas.
Cameras shall also be situated at entrance at the boundary of the STP. One for recognition and surveillance
and one for Automatic Number Plate Recognition (ANPR).
CCTV cameras shall be to the following specification:
All cameras to have fast Pan, Tilt and Zoom (PTZ);
Lenses to incorporate 15x optical zoom and 100x digital zoom;
Lenses to be equipped with wipers to prevent the build-up of any obscuring substance on the lens;
Cameras to be of the colour plus mono type with an automatically actuated infra-red filter cut filter
that physically moves into and out of position. Cameras must be able to switch rapidly between colour
and mono modes without flaring;
Cameras to provide visibility under a minimum light level of 1 lux;
Cameras shall be IP 65 rated and shall withstand the high corrosive atmosphere at the STP;
Cameras to incorporate auto iris lenses;
Cameras positioned within the buffer zone or on the perimeter of the STP shall be designed to
withstand air gun attack and willful damage by laser pointers;
The cameras shall be of high quality from a manufacturer providing a 12-month guarantee;

The lenses supplied with for use with the cameras shall be 18 x Zoom with f= 4.1mm (wide) to 73.8mm (tele)
focal length.
Cameras positioned at ground level shall be mounted on 8m high solid columns. Cameras
positioned on elevated structures shall be mounted on 5m high solid columns. Cameras within rooms shall be
positioned to suit specific locations.
The external arrangement of cameras shall be coordinated with the street lighting and site lighting to
maximize the quality of CCTV images and avoid the occurrence of flare from lights within the field of vision of
the cameras. Wherever possible the CCTV cameras shall be positioned on standards above the associated
lighting for that area.
Externally mounted cameras shall incorporate a sun shade above them.
A maintenance programme for CCTV cameras shall be implemented with minimum 6 monthly inspections.
47.3.2 Camera Housing:

47.3.3 Receive and Transmit Equipment
Receive and Transmit equipment shall be used for video and data signals, to and from individual cameras.
These shall convert electrical signal to light signal and compressed video, lip sync audio, data and contact
closure to be transmitted over any IP Ethernet network. There shall be two types of equipment on this system,
dual fiber receiver cards which will be mounted in a 19” chassis and Nano PTZ devices that are in housings.
This chassis shall also have a Network Management System which shall provide remote diagnostics for all
system modules, as well as providing SNMP extensions for use in third party alarm management systems (i.e.
Supervisory System).

47.3.9 Server & Software
Rack mounted server shall have Network Video Management System (NVMS) which is fully scalable
enterprise-class media management system. This advanced network-based system shall be easily configurable
system. The software shall be configured to record all cameras as 25 fps at 640 x 480 pixels minimum.
Designed to operate on Microsoft Windows 10 based operating system.
The system shall be capable of:
Simultaneous playback and live recording;
Built-in time/date generator synchronized to video images;
Time, date, recording mode, status, camera number video encoded onto playback footage;
Time, date stamped Log of all OFSS alarms and PTPIS alarms;
Record check, alarm log and alarm filter capabilities;
Speed search, forward and reverse.
47.3.10 CCTV Keyboard
This shall be connected to the workstations which are located at the Control Room. The keyboard shall
provide full control of the Latitude Network Video Management System with:
Large back-lit LCD display
Joystick to control pan/tilt/zoom
RS-232 or RS-485 connection to workstation
Set presets buttons

47.4 Audio Coverage
Audio monitoring with a link to the control room shall be provided for the main gate security
operative and at the airlock entrance to each secure building.
Audio signals shall be monitored and recorded to the security system whenever activity occurs.
47.5 Security Monitoring and Control
The separate security monitoring room shall be provided to house the security surveillance
monitoring, control and data storage equipment. A further separate secure room shall be
identified for the storage of collected security data. Access to the room shall be by RFID for
authorized persons.
As a minimum, 2 no. 21 inch LED screens shall be provided.
The equipment shall include the facility to provide multiscreen and / or still images on each of the screens,
and the ability to easily and rapidly modify the selection of images that are presented. It shall be possible to
rapidly recall and review historical images and information onto the screens.
The screens shall be incorporated within a designed control desk to ensure that the screens are at the correct
distance from the operator.
The displayed and recorded images shall be set to refresh only when the monitored image
changes.
The displays and controls shall allow for real-time monitoring of the counting system and allow the facility for
analysis and review of the contained information.
The control desk shall incorporate alarms and controls required for the operation of the security system,
including monitoring of the counting system for the main gate and secure buildings. An alpha-numeric keypad
and joystick control shall be included as a minimum.
The control desk shall include audio speakers and shall allow individual muting of any or all the noise sources
being monitored at the main gate and secure building.
The control desk shall be designed to be operated by one person but shall allow for 2 operators to be seated
in front of it and shall have ample space for 8 further persons to stand behind the operators (for review and
training purposes).
47.6 Security Data Storage and Retrieval
The security system shall provide 31 days of instantly retrievable digital storage of all information that is
monitored, including CCTV coverage, audio, alarms and events, RFID and ANPR usage.
The system shall have the capability of simultaneously playing back information and recording (without any
reduction in the elements that are being recorded).
The system shall be capable of providing video capture and allowing capture of the images to PC compatible
files.
A standalone CD I DVD data storage device with watermarking (to ensure the copied content is authentic and
unaltered) shall be provided to enable the handover of specific periods of surveillance history.

Digital tape backup shall be provided for all information that is recorded by the security system. It shall be
possible to reload this information back into the system for review at the control desk.
47.7 Personnel and Vehicle Counting System
A system shall be provided to monitor and record the presence of personnel and vehicles within the STP
compound.
Automatic number plate recognition (ANPR) shall be provided at the main access gate to the STP to provide a
record of vehicles entering and leaving the STP.
The entry gate shall include a computer terminal which shall enable the security operator to enter the details
of personnel entering and leaving the site (which information shall be entered onto the counting system) and
retrieve information and approvals for personnel whose details are retained on the maintained database.
The Contractor shall provide software, radio frequency identification (RFID) badges for the
following persons where they are approved to visit the STP, and provide a maintained database:
Operator staff and their appointed contractors and consultants
Regular delivery and collection vehicles including sewage tankers, septage, TSE, sludge cake, dried
sludge and OCR chemicals
The counting system shall monitor:
All vehicles entering and leaving the STP compound
All personnel entering and leaving the STP compound
All personnel entering and leaving secure buildings (each building to be separately identifiable)
All information collected by ANPR monitoring, RFID usage and manually input by security
operatives shall be automatically collected on an electronic counting system database. Data for known
operatives, (including employer and job function) shall be entered onto a maintained database which shall
include data of personnel who are authorized to enter the STP and specific secure areas. Data on known
visiting vehicles to the STP shall also be entered onto the maintained database. This data shall enable the
subsequent review and analysis (including statistical analysis) of personnel and vehicles.
The counting system shall record all movements onto the surveillance recording system. The counting system
shall enable the subsequent review and analysis (including statistical analysis) of personnel and vehicle
movements within the STP.
47.8 Secure Buildings
The following buildings shall be classified as secure buildings;
Chlorination Room
Chlorine store
Secure buildings shall only allow access to persons who have possession of a radio frequency identification
(RFID) badge and are approved to enter those specific buildings.
Roller shutter doors for secure buildings shall only be operable from within the building under normal
conditions. Emergency external opening shall only be possible by operating controls within a glass
compartment that must be smashed for operation. The emergency actuation shall be linked to visual and
audible alarms at the building and on the SCADA / security system.
Access doors and roller shutter access shall operate on a failsafe basis (i.e. allows opening in the event of
power failure).
All emergency exits from secure buildings shall incorporate RFID monitoring and shall be linked to visual and
audible alarms at the building and on the SCADA / security system.
