RECRUITMENT NOTICE FOR TECHNICAL OFFICER-B POSITION

ICMR-Vector Control Research Centre is one of the prestigious research organization working
under the aegis of Indian Council of Medical Research, Department of Health Research, Ministry of
Health and Family Welfare, Govt. of India.

ICMR-Vector Control Research Centre, Puducherry invites applications from Indian Citizens, up to
05.09.2023 till 17.30 hours to fill up one vacancy of Technical Officer-B in Level 10 of Pay Matrix
(` 56,100 – 1,77,500) (7th CPC Scale) and usual allowances as admissible to ICMR employees for
appointment on regular basis under Direct Recruitment with all India transfer liability under the Council.

1. Selection Procedure: -

1) The selection will be based on computer based written test (MCQ) followed by Personal Interview
2) The written test will be of qualifying nature only. Based on the performance of the candidates in
the written test, the candidates will be shortlisted for Personal Interview and the final selection
will be based on the marks obtained in the Personal Interview only.

2. Fee:

Application Fee (non-refundable) of ` 500 (Rupees Five hundred only) is required.

SC/ST/Women/PWD candidates are exempted from application fee. The application fee is payable
by all other candidates including ICMR and its Institutes'employees. The fee once deposited will not
be refunded under any circumstances whatsoever nor can the fee be held in reserve for any other
examination or selection.

3. How to Apply: -

A. The candidates who wish to apply for the post of Technical Officer-B should submit duly
completed Application Form attached with this advertisement. Candidates have to fill all the
columns in the Application form and should write "NA" in respect of the clauses which are not
applicable or irrelevant to the candidate.
B. The duly completed Application Form should be sent in a sealed cover envelope superscribing
"Application for the post of Technical Officer-B" on the envelope to "The Director, ICMR-Vector
Control Research Centre, Medical Complex, Indira Nagar, Puducherry – 605 006 through Speed
Post/Registered post (Applications by hand will not be received) latest by 05.09.2023 along with
non-refundable application fee by Demand Draft of ` 500/- (Rupees Five Hundred only) drawn
in any nationalized bank payable at Puducherry in favour of "The Director, ICMR-VCRC,
Puducherry".
C. The candidates need to attach the self-attested copies of the following documents along with
their duly completed Application Form: -
a) Proof of Date of Birth.
b) Proof of Educational Qualifications from Class-Xth onwards.
c) Proof of Work Experience wherever necessary.
d) Certificate to be submitted by Central Government employees seeking age relaxation in the
prescribed format given in the Annexure-I
e) The Central Government Servants/Departmental Candidates should submit No Objection
Certificate in the prescribed format given in the Annexure-II.
f) Details of Experience, in the prescribed format Annexure-III for Candidates working in ICMR
projects.
g) Other documents, as applicable.

4. Other Conditions:

1) Application should be submitted on or before 05.09.2023 at 17:30 hours

2) Application received after the closing date, for whatever reason, is liable to be rejected
3) Incomplete or Application without supportive documents is liable to be rejected
4) Any outside influence (political or otherwise), brought in by a candidate or on behalf of the
candidate shall disqualify him/her.
5) Any further detail/communication shall be displayed on ICMR-VCRC/ICMR websites only.
Candidates are requested to regularly visit www.vcrc.icmr.org.in and www.icmr.nic.in for any
updates. No other mode of correspondence shall be entertained.
6) Any dispute with regard to the recruitment against the advertisement will be under the
jurisdiction of Courts in Chennai.
7) ICMR-VCRC retains the liberty to either modify or cancel or publish afresh, this vacancy circular.
8) The number of vacancies are provisional and may vary.
 9) It is to be noted that if a candidate is allowed to appear for the examination, it does not mean
that the eligibility of the candidate is verified. The eligibility of the candidate shall be verified by
the Institute only at the time of Certificate Verification (if called for).
10) Candidate should read the instructions in the Advertisement & Application form carefully, before
making any entry or selecting any option.
11) There shall be no provision for re-evaluation/re-checking of the scores of any stage/ Level(s) of
the examination. No correspondence in this regard shall be entertained.

5. Age Limit: -

1. The crucial date for determining the age limit shall be the last date of receipt of application
i.e. 05.09.2023.
2. No age relaxation will be given to SC/ST/OBC (Non Creamy Layer) candidates applying for
the Unreserved posts as per Govt. of India guidelines.
3. Candidates working in the ICMR PROJECTS continuously shall also be eligible for age
relaxation up to five years provided he/she has entered into the project service within the
prescribed age limit for the post.
4. Date of Birth filled by the candidate in the application form should be the same as recorded in
the Matriculation / Secondary Examination Certificate and will be accepted by this Institution
for determining the age and no subsequent request for change will be considered or granted.
5. Age concession of 5 years is allowed to Departmental Candidates and Central Government
employees for appointment to Group 'A' posts by direct recruitment subject to the usual
condition that the Group 'A' posts to which direct recruitment is being made are in the same
line or allied cadres and that a relationship could be established that service rendered in the
post will be useful for efficient discharge of the duties in other categories of posts.

6. General Instructions for Candidates:

1) The applicant must be a citizen of India.

2) The post is to be filled on direct recruitment basis as per rules.
3) All applicants must fulfil the essential qualifications for the posts and other conditions stipulated
in the notification as on the last date for receipt of the applications. i.e. 05.09.2023
4) Mere possessing the Educational Qualification will not entail any candidate a right to be
considered eligible for the post.
5) Date, Time and Venue of the Written Test will be communicated to the shortlisted candidates
through email and will be published in the website of ICMR-VCRC and no enquiry/request in this
regard will be entertained. Candidates are advised to visit ICMR-VCRC website from time-to-time
for the updated status of the recruitment process.
6) Any change in the address for communication should be intimated to ICMR-VCRC by the
candidate immediately.
7) No TA/DA will be paid to attend the Written Test/Interview and the candidates will have to make
their own arrangements. However, SC/ST candidates will be paid second class rail fare by shortest
route on production of tickets.
8) The above post carry All India Transfer Liability. The selected candidates may be posted at any of
the Institute/Centre under the control of ICMR and at any Field Station of ICMR-VCRC; located in
Koraput (Odisha) / Kottayam (Kerala) / Madurai (Tamil Nadu). No TA/DA shall be considered in
this case.
9) Pay and Allowances will be admissible as per ICMR/GOI rules.
10) Benefit of new structured defined contributory pension system is admissible for New entrants as
per provision contained in the Ministry of Finance, Department of Economic Affair (ECB & PR
Division), Notification No. 5/7/2003-ECB & PR dated 22.12.2003 effective from 01.01.2004.
 11) Probation: The period of Probation will be two years for all the posts from the date of joining.
Other terms and conditions regarding Probation will be as per the rules of ICMR/GOI issued from
time to time.
12) Any canvassing by or on behalf of the candidates or to bring political or other outside influence
with regard to the selection / recruitment shall be treated as disqualification.
13) Applications from employees working in the Central/State Govt. Departments/Autonomous
/Public Sector Undertakings should be forwarded through proper channel. Advance copy of the
application will be accepted, provided that the applicant should produce “No Objection
Certificate” & “Vigilance Clearance Certificate” in the prescribed format from the employer at
the time of Interview, if shortlisted.
14) In case, at any stage of recruitment or even after appointment, it has come to the notice that any
of the candidates does not fulfil the required qualifications in respect of the above mentioned
eligibility criteria or has furnished any wrong or false or misleading information in the application
form or has suppressed any material fact(s) or is not eligible otherwise, his/her candidature will
automatically stand cancelled without assigning any reason or notice thereof and no enquiry/
request/ correspondence will be entertained in this regard.
15) Appointment will be subject to Medical fitness and verification of Character and Antecedents
through appropriate Authorities.
16) Any legal proceedings in respect of any matter of claim or dispute arising out of this
advertisement and/or an application in response thereto can be instituted only in Chennai and
the Courts/Tribunals/Forums at Chennai only shall have the sole and exclusive jurisdiction.

The Director, ICMR-VCRC, Puducherry reserves the right to:-

a) fix criteria for screening the applications so as to limit the number of candidates to be called for
Written Test/Interview. Merely fulfilling the essential qualification and requisite experience by
the candidate does not confer any right to be called for the Written test/Interview.
b) increase/ decrease/ delete the number of vacancies in any category and at any stage of selection
process.
c) fill up or not to fill up of the advertised position without assigning any reasons thereof.
d) rectify any inadvertent error or omission in the advertisement, at any stage of the recruitment
process by notifying it on the ICMR/VCRC website.

Applicants, in their own interest are advised to regularly visit the websites of ICMR and
