Activating emergency user on AS Java 7.1+
Symptom
Using a SAP Netweaver 7.1 of higher Application Server Java and get the following error while activating the emergency user
(SAP*):
Error occurred: The ConfigEntry '#@ume.superadmin.activated' in configuration
'cluster_config/system/instances/ID464162/cfg/services/com.sap.security.core.ume.service/properties' is final. No
modify operations are allowed on inherited final ConfigEntries!
This error usually appears when the correct procedure is not followed when activating the emergency user. The goal of this

Environment
SAP Netweaver Application Server Java 7.1 and higher
Resolution
As per the guides above, follow this procedure:
1. Start the config tool.
2. Choose Switch to configuration editor mode.
3. On the Display Configuration tab page. Choose:
i. cluster_config
ii. system
iii. custom_global
iv. cfg
v. services
vi. com.sap.security.core.ume.service (note that this is not in bold characters)
vii. Propertysheet properties .
4. Choose Switch between view and edit mode.
5. A warning appears to make sure the server and dispatcher nodes are shut down (Make sure they are).
6. Choose Yes.
7. Choose Edit the details of the selected node.
8. Double click and edit the ume.superadmin.activated and ume.superadmin.password parameters.
9. Choose the Apply custom pushbutton.
10. Choose the OK pushbutton.
11. Restart the AS Java.
