Sub: - Clarification on the integration of BIS with SWIFT 2.0-reg.

dated 20.11.2024 on the above subject.
2.1 In respect of para 2 of the said letter dated 20.11.2024, I have been directed
to state that -
(a) There does not seem to be any ambiguity in comprehending the impugned step
11 of Scenario 1 or step 10 of Scenario 2.
(b) The Concept Note-Compliance Repository inter alia provides for
implementation roles at para 8. One of the roles of ICEGATE is to ‘maintain and
update the IS No., CTH Code and QCO database’. Further, at para 9, step 5
provides for ‘database creation with IS No., CTH and QCO’.
2.2 From a holistic reading of the Concept Note, it transpires that at Step 11
or Step 10, as the case may be, CTH code is to be fetched and linked from the
aforesaid IS-CTH mapping database in respect of IS No. received in the response
file as per previous steps and this linked CTH code is to be displayed along with
the BIS licence details in the next step.
3.1 In respect of para 3 of the said letter dated 20.11.2024, I have been directed
to state that -
(a) As per para 6.C of the Concept Note-Compliance Repository, BIS Licence is to
be uploaded in PDF or in the format issued by BIS in ICEGATE portal.
(b) Therefore, the data fields shared by BIS in JSON, XML or other formats may be
captured and stored with a unique identifier of a licence. There is no requirement
for insistence of PDF or document. It may be noted that, even in the case of
Advance Authorizations/EPCG authorizations transmitted by DGFT, the PDF was
not insisted, even in those times, when security paper was in vogue.
(c) Further, reference is invited to meeting held under the chairmanship of JS
(Customs) on 26.09.2024 with key PGAs and DG Systems regarding integration
under SWIFT 2.0 wherein, inter alia, the issue of development relating to linking
importer details with BIS Licence and generating compliance repository Number
(CRN) for referencing in BE was discussed.

(d) It was decided that SW under DG Systems will take up the matter of linking BIS
license with IEC by importer in dashboard. CRN will be generated by SW on
dashboard.
(e) CRN can be declared in BE integrated declaration by importer for risk
assessment and Customs clearance.
3.2 To summarise, it is requested to explore the following process-
a. BIS Licence/Registration Certificate is issued to the manufacturer;
b. Importer by logging into Dashboard will be able to see the BIS licence
details;
c. Option is provided to importer for linking desired BIS licence number
with his IEC;
d. SW to generate CRN by linking the chosen BIS licence number with the
IEC and display the same to the importer on dashboard;
e. SW may explore to include CRN details in DGFT licence table or SW
Table or SW-Control Table as being used for Section 65 BEs or SEZ BEs;
f. Importer to declare CRN in the Integrated Declaration filed for clearance
of goods which may be used for risk assessment and Customs clearance;
g. A Ledger of CRN (containing the BIS licences) to be made available to
proper officers of Customs for viewing and verifying the CRN and BIS Licence
details for Customs clearance.
4. The aforestated procedure is expected to increase the facilitation level in
respect of consignments requiring verification of BIS licences. Therefore, in view of
the above and considering the importance of implementation of SWIFT 2.0, it is
requested to expedite the process of integration of BIS and other PGAs.
