HW 1

The document outlines the requirements for inspections and reporting incidents to the Bureau of Safety and Environmental Enforcement (BSEE) in relation to offshore drilling operations. Key points include the necessity to provide access to lease areas, report fatalities and well control losses, and adhere to specific testing and cementing standards for production casing. Additionally, it details the Application for Permit to Drill (APD) requirements and associated fees.

Title 30 Chapter II Subchapter B Part 250

List three things you must make available when BSEE makes an inspection.
- The area covered under a lease, right-of-use and easement, right-of-way, or permit.
- All improvements, structures, and fixtures on these areas.
- All records of design, construction, operation, maintenance, repairs, or investigations on or
related to the area.

List three incidents that must be reported to BSEE.

- All fatalities.
- All injuries that require the evacuation of the injured person(s) from the facility to shore or to
another offshore facility.
- All losses of well control.

A gas release that initiates an equipment or process shutdown must be reported to BSEE within
how many days?
- Within 15 calendar days

For production casing, BSEE requires cement to be a minimum of how far above the uppermost
hydrocarbon bearing sand?

- As a minimum, it must be cemented the annular space 500 feet above the casing shoe and 500
feet above each zone to be isolated.

Production casing strings that extend to the wellhead must be tested to how much of its minimum
internal yield pressure?
- 500 psi

What is the maximum pressure decline allowed for a 30 minute casing pressure test to be
considered successful?
What is the least number of remote controlled hydraulically operated BOP’s required when
operating a subsea BOP system?
- At least 4.

When are you required to pressure test your BOP system?

- When installed.
- Before 14 days have elapsed since your last BOP pressure test, or 30 days since your last blind
shear ram BOP pressure test. You must begin to test your BOP system before midnight on the
14th day (or 30th day for your blind shear rams) following the conclusion of the previous test.
- Before drilling out each string of casing or a liner. You may omit this pressure test requirement if
you did not remove the BOP stack to run the casing string or liner, the required BOP test
pressures for the next section of the hole are not greater than the test pressures for the previous
BOP test, and the time elapsed between tests has not exceeded 14 days (or 30 days for blind
shear rams). You must indicate in your APD which casing strings and liners meet these criteria.
- The District Manager may require more frequent testing if conditions or your BOP performance
warrant.

Low pressure BOP tests must be performed between which two pressures?
- Between 250 and 350 psi.

How long must a BOP component test be held when using a maximum 4 hour chart, (list both
digital and non-digital)?
- Non digital: 5 minutes.
- Digital: 3 minutes.

How often must a complete breakdown and detailed inspection of a BOP and every associated
component and system be performed?
- A complete breakdown and detailed physical inspection of the BOP and every associated system
and component must be performed every 5 years.

Name 8 things you must include on your Application for Permit to Drill (APD) before
conducting a well test
- Plat that shows locations of the proposed well.
- Design criteria used for the proposed well.
- Drilling prognosis.
- Casing and cementing programs.
- Diverter systems descriptions.
- BOP system descriptions.
- Requirements for using a MODU.
- Additional information

What fee does BSEE charge when you submit your initial APD?
- $2,113 only for initial applications.
