Subject: - CLARIFICATION IN RESPECT OF ADMISSIBILITY OF “HRA”

and “ADDITIONAL HRA” TO CRPF PERSONNEL AT VARIOUS
LOCATIONS/OCCASIONS REG.

Please refer to this Dte Letter No. H.III-1/2024-25-Accts-4 dated

16/01/2025 vide which MHA OM No. II-27012/29/2018-PF-I (3585102) dated
31.07.2024 regarding admissibility of Additional HRA to personnel of CAPFs,
who are deployed in a Duty Battalion on transfer/tour/temporary
duty/detachment duty in North Eastern Region, Andaman & Nicobar Islands,
Lakshadweep Islands, Ladakh and Kashmir Valley and Left-wing Extremist
(Except state capital), had been circulated.

02. Here it is pertinent to mention that references are being received

from various offices/institutions/units seeking clarification for granting HRA
and Additional HRA to the CRPF personnel at various locations/occasions viz
NE Region, LWE Region, Kashmir Valley, Transfer to Non-Family Station
(NFS) in the event of their vacation of Govt Accommodation retained by
them after 03 years, Compensation for Housing to PBORs etc.

03. In order to clarify the queries of field formations, this Dte had
issued various instructions/clarifications from time to time for granting HRA
and Additional HRA to the CRPF personnel at various locations/occasions.
Such instructions were issued a long back. Therefore, the existing instructions
have been reviewed at CRPF Dte on the basis of clarifications issued by
MHA/MoF and in suppression of all earlier instructions/clarifications issued
on the subject matter, following instructions are hereby issued for granting
HRA and Additional HRA to the CRPF personnel at various locations/occasions
viz NE Region, LWE Region, Kashmir Valley, Transfer to Non-Family
Station (NFS) in the event of their vacation of Govt Accommodation
retained by them after 03 years, Compensation for Housing to PBORs etc
:-

PART-I

NORTH EAST REGION/ANDAMAN & NICOBAR ISLANDS,

LAKSHADWEEP, LADAKH

(A) Scope of Application :-

(i) The CRPF Personnel who were in occupation of hired private

accommodation or keeping their families in their own house at the
last station of posting and were in receipt of HRA at that place, before
transfer to North East Region/ Andaman & Nicobar Islands,
Lakshadweep, Ladakh will be eligible.

(ii) The CRPF Personnel who get transferred from one station of a state of
the NER to another state of the NER will be eligible.

(iii) The CRPF Personnel who have shifted their families to a station
other than the last place of posting or who brought their families to
the place of their transfer/posting and claimed Transfer TA for
family, will not be eligible.

(iv) As per the GOI MoF (DoE) OM No. 11014/1/E.II (B)/84 dated
28/05/1986, the quantum of HRA at the last station where the
family continues to stay will not be changed with reference to pay
of the CRPF personnel at new place of posting in North East Region/
Andaman & Nicobar Islands, Lakshadweep, Ladakh.

(v) As per GOI MoF (DoE) OM No. 28/1/2017-E.II(B) dated 14.08.2018,
in case of CRPF personnel transferred to and posted from a date on or
after 01/07/2017 who leave their families behind at the old duty
station, the HRA of old duty station will be calculated on the revised
pay drawn on the date of transfer with the percentage rates of HRA
effective on the date of transfer.

(vi) Applicability :- From the date of issuance of GOI MoF (DoE) OM

No. 28/1/2017-E.II (B) dated 19/07/2017.

(B) Admissibility :-

MHA vide its UO No. II-27012/10/2023/PF/-I (E-3637729) dated

10/04/2023 clarifies that :-

(i) If CRPF personnel is relieved on transfer/ detachment/tour/

temporary duty from one place to another, then the nature of
duty/ transfer must be clearly mentioned in the order itself, i.e;
whether the personnel is transferred or is on detachment duty/
tour/temporary duty.
(ii) If CRPF personnel is deployed on tour/ temporary/ detachment
duty and is actually working in States of NER, Andaman & Nicobar
Islands, Lakshadweep Islands and Ladakh, he is entitled to Tour
TA/Detachment Allowance, which is given to defray the
expenditure incurred on accommodation, food and travelling of the
personnel. The said officer/official will be entitled to Addl HRA at
his old duty station in accordance with the conditions as
specified vide MoF (DoE)’s OM dtd 29/03/1984, 02/01/2009 and
19/07/2017 irrespective of the location of his Headquarter.
He/She will not be eligible for regular/normal HRA at the place
of his detachment/ tour/ temporary duty. However, Detachment
Allowance or Tour TA will be admissible to him/her in such
cases.
(iii) If CRPF personnel is transferred/ posted in States of NER,
Andaman & Nicobar Islands, Lakshadweep Islands and Ladakh,
then regular/ normal HRA will be admissible at present place
of posting and Addl HRA will be admissible at his old duty
station in accordance with the conditions as specified vide MoF
(DoE)’s OM dtd 29/03/1984, 02/01/2009 and 19/07/2017
irrespective of the location of his Headquarter. However, no
detachment allowance/ tour TA is admissible in such cases.

(C) Clarification :-

(i) Officers & Personnel posted in Attached Duty BNs deployed in

NER/A&N Islands, Lakshadweep, Ladakh will be admissible for
:-

(a) Officers :-

Addl HRA at old duty station as per MHA UO No. II-

27012/10/2023/PF-I (E-3637729) dated 10/04/2023 in
accordance to the conditions as specified vide MoF (DoE)’s OM dtd
29/03/1984, 02/01/2009 and 19/07/2017.

OR

HRA of duty place to CO and 2IC & below as per MHA OM dated
10.02.2021 and 20.04.2022 respectively subject to condition that
no Government married accommodation has been provided at
place of posting and as per the provisions contained in MHA
Police-II Division (PF-I Desk) OM No. II-27012/35/2017-PF-I (eCF-
3590164) dtd 21/09/2023.

PBORs :-

Addl HRA at old duty station as per MHA UO No. II-

27012/10/2023/PF-I (E-3637729) dated 10/04/2023 in
accordance to the conditions as specified vide MoF (DoE)’s OM dtd
29/03/1984, 02/01/2009 and 19/07/2017.

OR

HRA of selected place of residence of the dependents as per MHA

Police-II Division (PF-I Desk) OM No. II-27012/35/CF-
3396486/2017-PF-I dtd 31/07/2017.

(b) Detachment Allowance or Tour TA.

(c) Addl HRA of old duty station will be calculated on the revised
pay drawn on the date of transfer with the percentage rates of HRA
effective on the date of transfer. The quantum of HRA at the last
station where the family continues to stay will not be changed
with reference to pay of the CRPF personnel at new place of
posting in North East Region/ Andaman & Nicobar Islands,
Lakshadweep, Ladakh.

(ii) Officers & Personnel posted in Unattached Duty BNs/Static
Offices deployed in NER/A&N Islands, Lakshadweep, Ladakh
will be admissible for :-

(a) Officers :-

Addl HRA at old duty station as per MHA UO No. II-

27012/10/2023/PF/-I (E-3637729) dated 10/04/2023 in
accordance to the conditions as specified vide MoF (DoE)’s OM dtd
29/03/1984, 02/01/2009 and 19/07/2017.

AND

Regular/ normal HRA will be admissible at present place of

posting at the prescribed rate without reference to the quantum of
rent paid, subject to issuance of NAC for family accommodation
and outliving permission by the Estate Officer and Head of Office
respectively.

[ Note :- As per the provisions contained in MHA Police-II

Division (PF-I Desk) OM No. II-27012/35/2017-PF-I (eCF-
3590164) dtd 21/09/2023 and MHA OM dated 10.02.2021 and
20.04.2022, HRA of duty place is applicable to CO and 2IC &
below respectively subject to condition that no Government
married accommodation has been provided at place of posting.
However, if they claim HRA (Special Dispensation) by this
authority then they will not be entitled for Regular/normal
HRA and Addl HRA of old duty station. ]

pay drawn on the date of transfer with the percentage rates of HRA
effective on the date of transfer. The quantum of HRA at the

place of posting in North East Region/ Andaman & Nicobar
Islands, Lakshadweep, Ladakh.

PART-II

LEFT-WING EXTREMIST (LWE) AFFECTED AREAS

(EXCEPT STATE CAPITAL)

(A) Scope of Application :-

(i) The CRPF Personnel deployed/posted in LWE affected areas

(excluding the state capitals of LWE affected states) who left behind their
families at the last place of posting and continues to stay there while the
employee is deployed/posted in LWE affected areas (excluding the state
capitals of LWE affected states) are entitled.

(ii) The retention of accommodation has not been availed of.

(iii) LWE affected districts for this purpose will be the districts (except
State Capitals) as identified/notified for implementation of Security
Related Expenditure (SRE) scheme by Naxal Management Division of
MHA from time to time.

(iv) Applicability :- From the date of issuance of MHA Police-II

Division (PF-I Desk) OM No. II-27012/31/2018-PF.I (CF-3439443)
dated 18/12/2018.

(B) Admissibility :-

MHA vide its OM No. II-27012/29/2018-PF-I (3585102) dated

31/07/2024 clarifies that :-

(i) CRPF personnel who are deployed in a duty Battalion on transfer/

tour/ temporary duty/ detachment duty in Left-wing Extremist
(except State Capital) should be entitled to HRA of present place
of posting (only if they are transferred/ posted in that region
and not deployed on tour/ temporary duty/ detachment duty);
and Addl HRA of last place of posting in accordance with MHA
letter No. II-27012/42/2009-PF.III dated 13/04/2011 and MHA
Police-II Division (PF-I Desk) OM No. II-27012/31/2018-PF.I (CF-
3439443) dated 18/12/2018.

(C) Clarification :-

(i) Officers & Personnel posted in Attached Duty BNs deployed in

LWE affected areas (except State Capitals) will be admissible
for :-

(a) Officers :-
Addl HRA of last place of posting as per MHA OM No. II-
27012/29/2018-PF-I (3585102) dated 31/07/2024 in accordance
with MHA letter No. II-27012/42/2009-PF.III dated 13/04/2011
and MHA Police-II Division (PF-I Desk) OM No. II-27012/31/2018-
PF.I (CF-3439443) dated 18/12/2018.

OR

HRA of duty place to CO and 2IC & below as per MHA OM dated
10.02.2021 and 20.04.2022 respectively subject to condition that
no Government married accommodation has been provided at
place of posting and as per the provisions contained in MHA
Police-II Division (PF-I Desk) OM No. II-27012/35/2017-PF-I (eCF-
3590164) dtd 21/09/2023.

PBORs :-

Addl HRA of last place of posting as per MHA OM No. II-

with MHA letter No. II-27012/42/2009-PF.III dated 13/04/2011
and MHA Police-II Division (PF-I Desk) OM No. II-27012/31/2018-
PF.I (CF-3439443) dated 18/12/2018.

AND

Regular/ normal HRA will be admissible at present place of

posting at the prescribed rate without reference to the quantum of
rent paid, subject to issuance of NAC for family accommodation
and outliving permission by the Estate Officer and Head of Office
respectively.

dependents as per MHA Police-II Division (PF-I Desk) OM No. II-
27012/35/CF-3396486/2017-PF-I dtd 31/07/2017, will not be
entitled for Regular/Normal HRA and Addl HRA of old duty
station. ]

(b) No detachment allowance is admissible.

PART-III

KASHMIR VALLEY (IN TEN DISTRICTS NAMELY, ANANTNAG,

BARAMULLA, BUDGAM, KUPWARA, PULWAMA, SRINAGAR, KULGAM,
SHOPIAN, GANDERBAL AND BANDIPORA)

(A) Scope of Application: -

(i) The CRPF Personnel posted to Kashmir Valley (in ten districts
namely, Anantnag, Baramulla, Budgam, Kupwara, Pulwama, Srinagar,
Kulgam, Shopian, Ganderbal and Bandipora) and compelled to leave
their families at their last place of posting, except officials who have
retained Government accommodation to accommodate their families,
will be eligible for drawing Addl. HRA at the rate of Class “Y” city.

(ii) Such employees will also be eligible for drawing the normal HRA at their
place of posting.

(iii) This facility will be admissible with effect from the date of issue of
MHA OM dated 08/11/2019 and will automatically renewed/extended
as and when DOP&T extends the facility for civilian employees.

(iv) Applicability :- From the date of issuance of MHA Police-II Division

OM No. I-45024/72/2004-Org/PF-V dated 08/11/2019.

(B) Admissibility :-

MHA vide its OM No. II-27012/29/2018-PF-I (3585102) dated

31/07/2024 clarifies that :-

(i) CRPF personnel who are deployed in a duty Battalion on transfer/

tour/ temporary duty/ detachment duty in Kashmir Valley should
be entitled to HRA of present place of posting (only if they are
transferred/ posted in that region and not deployed on tour/
temporary duty/ detachment duty); and Addl HRA of “Y” Class
City in accordance with MHA Police-II Division OM No. I-
45024/72/2004-Org/PF-V dated 08/11/2019.

(C) Clarification :-

(i) Officers & Personnel posted in Attached Duty BNs deployed in

Kashmir Valley (in ten districts namely, Anantnag, Baramulla,
Budgam, Kupwara, Pulwama, Srinagar, Kulgam, Shopian,
Ganderbal and Bandipora) will be admissible for :-

(a) Officers :-
Addl HRA of “Y” Class City is admissible as per MHA OM No. II-
27012/29/2018-PF-I (3585102) dated 31/07/2024 in accordance
with MHA Police-II Division OM No. I-45024/72/2004-Org/PF-V
dated 08/11/2019.

OR

HRA of duty place to CO and 2IC & below as per MHA OM dated
10.02.2021 and 20.04.2022 respectively subject to condition that
no Government married accommodation has been provided at
place of posting and as per the provisions contained in MHA
Police-II Division (PF-I Desk) OM No. II-27012/35/2017-PF-I (eCF-
3590164) dtd 21/09/2023.

PBORs :-

Addl HRA of “Y” Class City is admissible as per MHA UO No. II-
27012/29/2018-PF-I (3585102) dated 31/07/2024 in accordance
with MHA Police-II Division OM No. I-45024/72/2004-Org/PF-V
dated 08/11/2019.

OR

Offices deployed in Kashmir Valley (in ten districts namely,
Anantnag, Baramulla, Budgam, Kupwara, Pulwama, Srinagar,
Kulgam, Shopian, Ganderbal and Bandipora) will be admissible
for :-

(a) Officers :-
Addl HRA of “Y” Class City as per MHA OM No. II-
27012/29/2018-PF-I (3585102) dated 31/07/2024 in accordance
with MHA Police-II Division OM No. I-45024/72/2004-Org/PF-V
dated 08/11/2019.

AND

Regular/ normal HRA will be admissible at present place of

posting at the prescribed rate without reference to the quantum of
rent paid, subject to issuance of NAC for family accommodation
and outliving permission by the Estate Officer and Head of Office
respectively, provided departmental arrangements are not made for
their stay.

[ Note :- HRA of duty place to CO and 2IC & below as per MHA
OM dated 10.02.2021 and 20.04.2022 respectively subject to
condition that no Government married accommodation has
been provided at place of posting is applicable to CRPF
Officers (CO and 2IC & below) as per the provisions contained
in MHA Police-II Division (PF-I Desk) OM No. II-27012/35/2017-
PF-I (eCF-3590164) dtd 21/09/2023. However, if they claim
HRA by this authority then they will not be entitled to claim
Regular/normal HRA and Addl HRA. ]

PBORs :-

Addl HRA of “Y” Class City as per MHA UO No. II-

27012/29/2018-PF-I (3585102) dated 31/07/2024 in accordance
with MHA Police-II Division OM No. I-45024/72/2004-Org/PF-V
dated 08/11/2019.

rent paid, subject to issuance of NAC for family accommodation
and outliving permission by the Estate Officer and Head of Office

(b) No detachment allowance is admissible.

PART-IV

TRANSFER TO NON-FAMILY STATIONS/LOCATIONS (NFS) IN

THE EVENT OF VACATION OF GOVT. ACCOMMODATION
RETAINED BY CRPF PERSONNEL AFTER 03 YEARS

(A) Scope of Application :-

(i) The CRPF personnel who are transferred to Non-Family

stations/locations, viz. NER, Sikkim, Andaman & Nicobar Islands,
Lakshadweep Islands, State of Jammu & Kashmir and LWE areas.

(ii) In the event of vacation of the Government accommodation retained

by the CRPF personnel after 03 Years, as per Ministry of Housing &
Urban Affairs OM No. 12035/4/2015-Pol.II dated 14/11/2017 and
01/08/2018.

(iii) As per MHA Police-II Division PF-I Desk UO No. II-27012/29/2018-

PF.I (e-3585102) dated 30/09/2022, Government accommodation
covers all types of accommodation as provided by the
Government/Department/Organization such as GPRA, Separate
Family Accommodation (SFA), Departmental Quarters, etc.

(iv) Applicability :- From the date of issuance of MHA Police-II

Division (PF-I Desk) OM No. II-27012/29/2018-PF-I (CF No.
3437419) dated 22/01/2019.

(B) Admissibility :-

MHA Police-II Division (PF-I Desk) OM No. II-27012/29/2018-PF-I (CF

No. 3437419) dated 22/01/2019 clarifies that :-

(i) HRA allowed on vacation of the Government accommodation by

families of CRPF personnel after 03 years retention period, who
are posted in non-family stations/locations (as defined by M/o
Housing & Urban Affairs in their OM dated 01/08/2018).
(ii) HRA at the new place of posting will also be admissible.
(iii) Relaxed the mandatory provision of keeping families of CRPF
personnel at last place of posting for allowing HRA at the rate of
Selected Place of Residence.

(C) Clarification :-

(i) Officers & Personnel posted to Non-family stations/locations

will be admissible for :-

(a) Officers :-

Addl HRA of last place of posting or Selected Place of

Residence is admissible as per MHA Police-II Division (PF-I Desk)
OM No. II-27012/29/2018-PF-I (CF No. 3437419) dated
22/01/2019 in accordance to the conditions as specified vide
Ministry of Housing & Urban Affairs OM No. 12035/4/2015-Pol.II
dated 14/11/2017 and 01/08/2018.

AND

Regular/ normal HRA will also be admissible at present place

of posting at the prescribed rate without reference to the quantum
of rent paid, subject to issuance of NAC for family accommodation
and outliving permission by the Estate Officer and Head of Office
respectively.

3590164) dtd 21/09/2023 and MHA OM dated 10.02.2021 and

22/01/2019 in accordance to the conditions as specified vide
Ministry of Housing & Urban Affairs OM No. 12035/4/2015-Pol.II
dated 14/11/2017 and 01/08/2018.

AND

Regular/ normal HRA will also be admissible at present place

of posting at the prescribed rate without reference to the quantum
of rent paid, subject to issuance of NAC for family accommodation
and outliving permission by the Estate Officer and Head of Office
respectively.

[ Note :- PBORs claiming HRA of selected place of residence of the

dependents as per MHA Police-II Division (PF-I Desk) OM No. II-
27012/35/CF-3396486/2017-PF-I dtd 31/07/2017 will not be
entitled for Regular/ normal HRA and Addl HRA. ]

(ii) Officers & Personnel posted to Family Stations/Locations will

be admissible for :-

(a) Officers :-

Regular/ normal HRA will be admissible at present place of

posting at the prescribed rate without reference to the quantum of
rent paid, subject to issuance of NAC for family accommodation
and outliving permission by the Estate Officer and Head of Office
respectively.

[ Note :- As per the provisions contained in MHA Police-II

Division (PF-I Desk) OM No. II-27012/35/2017-PF-I (eCF-
3590164) dtd 21/09/2023 and MHA OM dated 10.02.2021 and
20.04.2022, HRA of duty place is applicable to CO and 2IC &
below respectively subject to condition that no Government
married accommodation has been provided at place of posting.
However, if they claim HRA (Special Dispensation) by this
authority then they will not be entitled for Regular/ normal
HRA. ]

Residence will not be admissible as per MHA Police-II Division
(PF-I Desk) OM No. II-27012/29/2018-PF-I (CF No. 3437419)
dated 22/01/2019 in accordance to the conditions as specified
vide Ministry of Housing & Urban Affairs OM No. 12035/4/2015-
Pol.II dated 14/11/2017 and 01/08/2018.
