LOGICAL FRAMEWORK APPROACH OF PROJECT (SCW322)

Project Management SYSTEM


Projects are the building block of economic development.
 A project is a combination of different interlocked chain activities. From its design to
execution it might face different difficulties
 To overcome the obstacles it is necessary to have an organized and effective project
management system.
 PMS is considered to be consist of not only conceptual approaches but also practical
experiences
Types of PMS
 A management consultancy firm in USA Practical Concepts Incorporated (PCI)
developed a PMS after hundreds of practical research.
 The PMS developed by PCI has four basic management tools to support all
management activities.
(1) Logical Framework: It is an approach that helps to specify project objectives .It
identifies important assumptions and shows how achievement of a project
objective could be measured. It is useful for project design and evaluation.
(2) Performance network: This network shows how the project will be
implemented over a certain period of time.CPM/PERT techniques are applied for
drawing the network.
(3) Reporting system: Simple, Effective, timesaving, means of communication.
This system aims at providing the right people with right information at the right
time.
(4) Evaluation system approach: This system is the periodic assessment, refining
strategy and step by step improvement.
Definition of logical framework
 Project is a combination of multidimensional functions, to make the functions well
designed systematic, dynamic and evaluable. logical frame work is a set of activities or
approach.
 In another words this approach is a blueprint for the project manager to perform every
activity in a perfect way.
 The logical framework approach is a set of a interlocking concepts which must be used
together in a dynamic fashion to develop a well designed, objectively described and
evaluable project. (Khan.M.A).
Advantages of Log Frame
 During the time of execution a project may project may face different problems,this could
be as following ares,
 a .Planning is too vague.
 b. Unclear management responsibility.
 c. Adversary evaluation process.
 To avoid these problems, The necessary actions are
1. Fostering a clearly stated, explicit and measurable description of what will happen

Importance of Log Frame


2.clarifying what activities need to be accomplished and how.
3) Displaying key elements of project design and their relationship.
4) Not to blame any person rather to do what could be most realistic plan.
 This log frame is a powerful aid to make clearer communication.
 It is a kind of checklist or blueprint for the PM.
Rampal power plant
 Sustainable power supply is a major precondition for the socio-economic development of
Bangladesh.
 The Government has given top priority to the development of power sector.
 The government has set the goal of providing electricity to all citizens by 2020.
 One of the proposed power stations is Khulna
 India under the name of Bangladesh-India Friendship Power Company. Accordingly,
BPDB and NTPC have signed a Joint Venture Agreement on 29 January 2012.
Logical Framework
• Final report on environmental impact assessment of 2x (500-660) MW coal based thermal
power plant to be constructed at the location of Khulna.

Hierarchy of Objectives in Logical Framework approach


Inputs: The activities and resources that are required to run the project.
Outputs: The results from the input we use in the second stage of a project.
Purpose: This level is the third level function of The reason or objective of the project.
Goal: This is the superior level after three level of systematic steps.

 Only general intent is not sufficient for a project.
 The goal, purpose, outputs and inputs could be misunderstood by the managerial
personnel or tend to be ambiguous .This could happen in each steps of the project.
 In this situation the characteristics needs to be followed are,
 Indicator measure what is important: If it is income generating then the indicator is to
find out the income.
 Indicators must be plausible How many people are taking the loan at the right time.
 Indicators must be targeted: ,quantity, and time .
 Indicators are in depended.
Linked Hypothesis
 The objectives or the functions of a project must be interconnected,
 If the input are managed properly then output will be produced.
 If output are produced then purpose will be achieved.

Important assumption:
 The uncertainty will be increasing with the advancement of the project. Any situation
may arise that is beyond control.
 To continue the functions it is wise to set any alternative measure which will help to
continue the project in future.
