The barangay plays a significant role in our community. It records every

household’s resident’s information. As the four barangays of Pandan, Catanduanes,

Libod, Napo, Del Norte, and Del Sur still use paper-based or manual process

documentation in storing and tracking records, the team came up with the solution to

the information management of the barangay's current situation. The team wants to

apply programs into one system and create an integrated information system, called

Household Information Management System. The study wants to create an easy, fast,

secure, reliable, and accurate information management system that will be beneficial to

the community.

The Household Information Management System is designed to help the

Barangay in managing data information through an integrated process. The system

wants to store, track, update, record, and produce a residency, indigency, barangay

clearance, business clearance, summon, a notice of hearing, docket, invitation, blotter

report, and blotter certification in an integrated process. It will also help to generate a

summary of monthly reports as part of the requirements of management in Barangay.

In developing the system, the proponents will follow the Rapid Application

Development (RAD) standard, which includes planning and requirement analysis,

designing project architecture, Development and programming, testing, and

deployment and maintenance.

In completing the project, NetBeans, MS Word, and Java are utilized as tools

for programming applications.

To validate the design and development of the Household Information

Management System in terms of functionality, reliability, usability, and efficiency, the

proponents evaluated the barangay secretary and chairman. Barangay Chairman and

Secretary Evaluation.

The system was tested and evaluated by the respondents. The results were

computed by tallying the rates, mean, and grand mean. The result of the evaluation to

HIMS functionality with the grand mean of 4.73 interpreted as “Excellent”, to

Reliability with the grand mean of 4.63 interpreted as “Excellent”, to Usability with the

grand mean of 4.32 interpreted as “Excellent”, to Efficiency with the grand mean of

4.13 interpreted as “Good” and. Overall, based on the evaluation, the respondents are

satisfied.

The proponents concluded that the system Household Information Management

System is operational and can minimize the time consumed due to manual processing

and can restore and archive every household data of barangay. Household Information

Management System provided accurate and efficient information that is reliable and

complete. The system is a friendly user to them without getting confused in navigating.

This condition was addressed after all the requirements of the study has been processed

and studied.

Chapter 1
INTRODUCTION

Project Context

The Information system is regarded as a tool to provide various services to

different management functions. The tools have been developing year by year and the

application of the tool has become more and more diverse. (Shwetadhuri, 2015)

According to the Data Privacy Act of 2012 section 20 (a) (Republic Act 10173),

the personal information controller must implement reasonable and appropriate

organizational, physical and technical measures intended for the protection of personal

information against any accidental or unlawful destruction, alteration, and disclosure,

as well as against any other unlawful processing.

The barangay plays a significant role in our community. Every household’s

information from the number of residencies, indigency, clearance, and even personal

information, etc. are recorded by the barangay. We are living in a technological era

wherein almost everything is done through technology. We cannot deny the fact that

technology helps us in so many ways and that also includes managing and integrating

information. Yet there are still some communities that use manual systems/processes

on their transactions and have not yet adopted the technology in their field. Not adapting

technology will slow productivity and will cause dilatation in responding to citizens’

needs. Manually doing everything will take ages to finish. As a barangay citizen, we

designed a system that will turn information management from paper-based to

computer-based. The Household Information Management System provides detailed

information about the documents. It will give accurate and efficient information that is

reliable and complete. This will be a great help to have their data be available in time,

stay confidential, and integrated.

The system is a friendly user, designed for people without getting confused in

navigating. The program used Graphic User Interface (GUI) that allows users to interact

through graphical icons and visual indicators. The main function of the system is to

manage the records of the barangay; specifically, it is intended to archive the records

of the residents.

The project aims to provide a better environment for personnel and residents as

well. By doing this project with my fellow researchers, it will help the barangay to ease

their work.

Purpose and Description

Paper-based documents are still practiced in some of the Barangay. Due to the

increasing number of residents, the documents that need to be compiled are also

increasing. There is a high risk of paper-based documentation, especially in times of

calamity and criminal activities. The system wants to address solutions to the possible

risk or difficulties occurring in a barangay. The idea of introducing an efficient and

reliable way to record and manage information is needed in the Barangay. It will also

be a great help in archiving documents, from the year to the end.

We should grab the opportunity in adapting to changes, such as the use of

technology, the transition from paper-based to computer-based. Looking forward to all

barangay adapting to the rapid change in information management. To achieve quality

service in gathering and issuance documents to the residents.

In this proposed system, we hope that it will lessen the burdens of workloads and

will save time consumed to store and restore data information, there is no need to find one

by one on an old shelf, everything is just a single click which can be used and accessed by

authorized personnel. The top priority in the proposed system is to safeguard documents.

Adding also preventive measures to prevent cybercrimes.

Statement of the Problem

This research intended to answer the following questions:

1. What kind of system can be developed to minimize the time consumed due to

manual processing or paper-based process?

2. What are the features of the Household Information Management System that is

reliable and accurate to use by authorized officials?

3. How efficient can a system provider be in terms of:

a. Accessibility

b. Reliability

c. Usability

d. Efficiency

e. Functionality

Objectives

The general objective of this study is to design and to develop a Household Information

Management System with the following features: blotter, residency, indigency, barangay

business clearance, summons, invitation, a notice of hearing, docket, and business

clearance that will integrate information in a single storage system.

The following will be the specific objectives of the study;

1. Design a system that stores barangay data for both constituents and officials of

Barangay Del Sur, Del Norte, Libod and Napo, Pandan, Catanduanes.

2. Provide an integrated information system to the officials and constituents for them

to improve daily transactions with regards to barangay requirements and issues

3. To test the functionality of the proposed system based on: Accessibility, Reliability,

Efficiency, Functionality, and Usability.

Scope and Limitations

This project focused on defining, designing, and building an information system for

the Pandan Poblacion such as Libod, Napo, Del Norte, Del Sur, that allows users to have

well-integrated processes that can perform much faster and more accurate than a manual

system they are currently using, for the better environment for both residents and personnel.

The system will not cover the problems that are not involved in the proposed system

such as barangay problems. The system cannot be used on mobile phones.

Definition of Terms

● Household - A place where the information needed in the study will be collected.

● Barangay – An organization where the study will be conducted.

● Personnel – They are the respondents of the proposed study.

● Records – Information stored in the system database.

● Household Information Management System – a proposed system that will

integrate information in one database.

RELATED LITERATURE

According to the Data Privacy Act of 2012 section 2 (Republic Act 10173), it is the

policy of the State to protect the fundamental human right of privacy, of communication

while ensuring free flow of information to promote innovation and growth. The State

recognizes the vital role of information and communications technology in nation-building

and its inherent obligation to ensure that personal information in information and

communications systems in the government and the private sector are secured and

protected.

According to (Lovely, 2021), Mr. Edilberto Donato said that creating such files is

very time-consuming, especially the barangay clearance. We use a typewriter in creating it

while certificates, permits, and reports are going to print in the computer shop. Everything

was manually created and takes time to produce.

Computers and Technology (2021) stated some problems in manual record-keeping

and monitoring. Slow retrieval of the record. Manual record-keeping is less organized. And

lack of security since files are stored in logbooks it is freely available to anyone, if the

information falls into the wrong hands, it can be manipulated by the records that can cause

problems. The Barangay Computerized Record-Keeping System lessens the time it takes

to record, search and retrieve the important files to make the job more efficient.

According to (Imus et al., 2018, p. 33) stated that in this age of advanced

technologies of operation, no one is left behind from using high technologies to make work

or complex activities easier. Computers, specifically, serve as general service tools and

weapons in the field of information retrieval and operations. Computer-based information

retrieval operates through the use of software that can offer information services for an

institution or organization. It is a powerful and convenient builder for simultaneous growth

in society and industries. An information service provides a way to electronically access,

retrieve, and transmit that information. Barangay Management Information System for San

Carlos City is an online and offline system to keep, process, retrieve and update Barangay

and City Hall information through a secure network interface. It is designed to handle a

wide range of information relating to barangay profile, constituents’ profile, barangay

clearances, barangay disputes/cases, barangay activities, and barangay legislation, and City

Hall’s required reports from the barangay. It covers all the functions, activities, and

transactions of the barangay which aims to provide complete and accurate information for

the barangay and city hall management and stakeholders.

Knight (as cited in Imus et al., 2018, p. 34) The Online Information System, can

store data, that is, its file or its database, are usually organized in such a way that individual

pieces of data can be retrieved and modified quickly and without necessarily accessing any

other piece of data in the system.

Manually performing a different task is time-consuming. With the proposed system

it will be easier to do tasks and will maximize the productivity of personnel. Electronic

Document and Records Management Systems Implementation Recommendations from

The Front Line.

The study of InekeDeserno, 2001, provides information on the implementation of

an Electronic Document Management System (EDMS) at the United Nations High

Commissioner for Refugees (UNHCR). The document discusses the principal features of

the system, integrated management of electronic documents, integration of classification

schemes, and records scheduling concerns. The paper also provides EDMS implementation

recommendations.

Paper documents, incoming and outgoing were forwarded to the Archives

Department for registration and filing. As users increasingly work electronically, this was

no longer consistently done. Users filed more and more electronic documents on their

drives. These documents were not stored according to the file classification scheme and

were only accessible by the individual who created them. Consequently, staff members

who were replacing traveling colleagues could not access their documents and thus carry

out their work.

According to (inettutor.com 2015) the study focuses on the record management

system of the said Barangay treasurer/secretary is the one who performs permits,

certificates transactions, community tax, business taxes, and other fees. They are also in

charge of keeping track of the records, capturing and maintaining up-to-date records of all

issuance transactions and daily, monthly, yearly reports. These records are sufficient for

various purposes that require an appropriate, consistent, and secured storage of files. The

study of the records management system will give safer storage of financial records, fast

retrieval of files, maintain reliability and accuracy, and faster tracking of files.

According to Aj, L. (n.d.). (2021) It is appropriate for the use of barangay

employees, who have access to profile information of barangay residents for the direct

reports, and also departmental organizational staff that has a business need for this

information for their business unit. The Barangay Profiling System is responsible for an

effective and efficient approach for barangay employees and residents. It will help them

accomplish tasks faster and also it eliminates the need for a large staff. It will provide

profile-based information on residents.

According to Danilo Geverola Jr. and Joshua Ugsang, 2018 developing a

computerized profiling system will upgrade and create an automated registration process,

identification card and generate a demographic profile of Senior Citizens in each barangay

of Malita, Davao Occidental. The study was conducted to assess the deficiency of

transactions at the office of Senior Citizen in Malita Davao Occidental. The study covers

the changes from manual to automate in which the user can manipulate the new system.

The study conducts to develop a computerized profiling system that upgrades and creates

an automated registration process, identification card and generates demographic profiles

in each barangay. It could generate reports and provide identification cards. It also provided

the facility for searching the master list of all senior citizens. The system could reduce the

workloads in the office resulting in better management and working performance

According to the Iteit spamast-Malita (2018) it stated that a web-based barangay

information system covered the thirty (30) barangays of Malita, Davao Occidental.

Furthermore, it was developed to automate the management of barangay households,

commodities, and population, populate barangay data that can be viewed in the municipal

webpage to monitor the increase and decrease of household, commodities, and population

for immediate action, and establish geotagging of commodities for barangays

As stated in (graduateway.com 2016, Oct 22) Web-based system is used to secure

the records of the residents that only the Barangay Captain and his/her secretary are the

only entities that can access the record. Viewing and surfing the sites are the only roles that

the residents can do. They can send some inquiries, too. The study is designed to make the

barangay more progressive and developed. It focuses on the design of how to file the record

of every resident belonging to a certain barangay that gives an easy way to access some

necessary documents. It will help the residents to popularize the town through publishing

their place not only to their hometown but worldwide. It can help other people to extend

their knowledge of the town through internet surfing. It intends the tourists and other people

to discover what the place has, Pagadian City is to give a change the manual way and to

secure the records or files of the residents, provide up-to-date information needed by the

residents and other concerns, to monitor the peace and order of the Barangay by managing

the summon, and to provide some necessary documents for the residents that are required

in building a business

Talent Magnifier (2017) analyzed that, Management Information system is very

important for decision-making in professional and personal life. Collection of data,

processing of information, and controlling of information are done by the MIS applications.

As studied by Algara (2015) on Barangay Resident Record Management and

Certificate Issuance System stated that this study focuses on the records management

system of the said Barangay.

As mentioned by Sakthievel (2014), The Management Information System (MIS)

plays the same role in the organization. The system ensures that appropriate data is

collected from the various sources, processed, and sent further to all the needy destinations.

AWonderWorldBlog (2005) indicated that a Computer Information Service

represents a giant leap in the computerized system of barangay transactions and records

handling.

According to Lado et al., (2017)9 computerized barangay information systems are

appropriate for use by barangay employees, who have access to the profile of barangay

residents for the direct reports.

According to Jennifer Rowley (2005), information systems are a tool to support

information management information systems are increasingly being used in organizations

to provide a competitive advantage.

Francesca Tessarollo (2010) in her study revealed that a good information system

is significant for the proper functioning of every organization.

As studied by Shwetadhuri (2015) the Information system is regarded as a tool to

provide various services to different management functions. The tools have been

developing year by year and the application of the tool has become more and more diverse.

According to Nestor (2016) 3, barangay represents the government at the grass-root

level. They are considered the epitome of what the government can offer and are the court

of first help of the general populace.

As cited in (inettutor.com.Feb. 16, 2018) Barangay Management System includes

the profile of residents, blotter reports, clearance generation, and many more. The project

has also a mobile application both in Android and iOS. The study offers detailed, reliable,

and secured keeping of all data. The system facilitates Barangay management by enabling

the client barangay to maintain their resident records as complete and up-to-date as possible

and as easily accessible for verification, monitoring, and reference purposes based on the

available residents’ census data kept by the client Barangay.

Related Studies

Pulumbarit and Suarez (2017) found in their study that the Barangay can greatly

benefit by using the developed Barangay Office Management System that was specifically

configured for the office transactions of a Barangay. The data revealed that the system was

rated “Excellent” regarding Functionality (4.6); Reliability (4.37); Usability (4.43);

Maintainability (4.66); Portability (4.6); and Training and Documentation (5.00).

Comparatively lower ratings were given to the system regarding Functionality and

Portability (4.6). As a whole, the obtained mean value of 4.61 indicates the proposed

system was “Excellent”, and was recommended for use in any Barangay.

Synthesis

As discovered, the completed research, studies, system, and articles presented

above will serve as the basis and guide for the development of our project which is entitled

Household Information Management System.

Methodology

The development team followed the Rapid Application Development; A fast project

turnaround. It focused on minimizing the planning stage and maximizing prototype

development. It consists of a plan describing how to design, develop, launch specific

software. This methodology allows rapid change in the development of the system.

The system development process model is broken down into different phases. Basic

phases of system development processes are as follows: Planning and Requirement

Analysis, Designing Project Architecture, Development and Programming, Testing, and

Deployment and Maintenance.

Phase 1: Planning phase

The proponents conducted an interview and research survey to meet the needs of

Barangay will serve as guidelines in the proposed system.

Phase 2: Analysis phase

The proponents analyzed the problem gathered from the Offices of Barangay in

regards to their paper-based management information and figured out a solution to the

problem.

Phase 3: Designing Project Architecture

The proponents start designing the user interfaces and features of the proposed

system.

The Data Flow Diagram (DFD) represents the flow of the data and the transaction

happening in the Household Information Management System. The transformation

happens when the data enter and exist in the system. This Household Information

Management System Data Flow Diagram illustrates the structure of the system, like the

In this phase, the programmer programs the system and follows specific coding

requirements to get the feasible state.

In this phase, the system tested all the features and their input and output. The

researcher invited the barangay secretary to test and rate the system.

secretary and research team. The proponents will test this Household Information

Management System in Libod, Pandan, Catanduanes in coordination with the authorized

person who will be available to our testing date. The researcher will test the input and

there as well can rate the work of the researchers and ask for some review or suggestions

in the said system.

● Testing Type Activity

The system will be tested through the Acceptance test, where the client verifies

whether end to end the flow of Household Information Management System is as per the

business requirements or not and if it is as per the need of the end-user. They will accept

the Household Information Management System only when all the features and

functionalities work as they expected.

● Final Testing

1. The system will be tested via computer to test its, functionality, reliability, usability,

the efficiency of the system, and to know if the system is perfectly fitted to the

barangay.

In this phase, the system is already developed and tested. It will be put into use

where the system is implemented and evaluated, and if it is efficient and effective.

It is where the system is assessed to keep the system functionalities from becoming

obsolete.

Data Gathering Procedure

Paper-based questionnaires and interviews were used to gather information from

the target respondents. This questionnaire will be divided into two parts- profile of

respondents and level of acceptance of the new system in terms of functionality, efficiency,

reliability, usability based on the ISO 9126-1 software quality model.

Sampling Procedure

The researcher’s target respondents are the barangay chairman and secretary. This

sampling procedure will be used to gather information.

Respondents of the Study

The researcher will gather data from the barangay staff of Libod, Napo, Del Norte,

and Del Sur. The respondents will be the barangay chairman, barangay secretary.

Professional & Ethical Consideration

The protection of human subjects throughout the study is important. Professionalism and

ethical consideration must be observed. Data that will be gathered from the respondents

will be used for research purposes alone. This paper is in line with Republic Act No. 10173

also known as the Data Privacy Act of 2012, a law that seeks to protect all forms of

information, be it private, personal, or sensitive. The following are the ethical guidelines:

1. The data can only be accessed by the personal information controller and the

authorized personnel to avoid data breaching and disclosure of information. (Sec.

20(a))

2. Any information that comes to researchers’ knowledge and possession will stay

confidential and will be used for research purposes only. (Sec. 8)

3. The data will be retained only as long as necessary for the fulfillment of the

research. (Sec. 11(e)

4. The processing of personal information shall be permitted only if the resident or the

owner of data agreed. (Sec. 12(a)).

Chapter 4
RESULT AND DISCUSSION

Project Technical Description

The Household Information Management System (HIMS) is a system purposely

designed for barangay use. The research team proposed HIMS to the barangay who are still

paper-based. This system will turn the way they store information from manual-based into

computer-based. It can be accessed by the barangay chairman and secretary.

Since the barangay is still doing everything manually which causes delays of

issuance, the system automates the current manual process and transactions to prevent such

events. The system is composed of barangay residency, indigency, clearance, blotter,

summons, a notice of hearing, and invitation and will be stored digitally to prevent it from

getting lost. The secretary can easily monitor the issuance of certificates. The system does

not only issue certificates but records the total population and household profile as well.

SUMMARY OF RESPONDENTS EVALUATION

Descriptive method was used and interviews and questionnaires were the tools used

to gather data from the barangay. The secretary and the barangay chairman are respondents

of the study for they are responsible for managing the household information especially the

secretary. The system was tested and evaluated by the respondents. The results were

computed by tallying the rates, mean, and grand mean. The result of the evaluation to HIMS

functionality with the grand mean of 4.73 interpreted as “Excellent”, to Reliability with the

grand mean of 4.63 interpreted as “Excellent”, to Usability with the grand mean of 4.32

interpreted as “Excellent”, to Efficiency with the grand mean of 4.13 interpreted as “Good”

and. Overall, based on the evaluation, the respondents are satisfied.

CHAPTER 5
CONCLUSION AND RECOMMENDATION

Summary

The study was conducted to design and develop Household Information

Management System. The system has the following features: blotter, indigency, residency,

barangay clearance, summon, invitation, a notice of hearing, barangay business clearance,

and docket. In addition, it serves to record their monthly report. As the barangay plays an

important role in the community and with the increasing population, the data of every

household has been increasing. The system focused on removing the manual-based

transaction and turning it into computer-based. The researcher went to the barangay to

gather data. The method used in gathering data was interviews and questionnaires. The

secretary and the barangay chairman are respondents of the study for they are responsible

for managing the household information. The system was tested and evaluated by the said

respondents, after a thorough system study the result of the evaluation to HIMS

functionality with the grand mean of 4.73 interpreted as “Excellent”, to Reliability with the

grand mean of 4.63 interpreted as “Excellent”, to Usability with the grand mean of 4.32

interpreted as “Excellent”, to Efficiency with the grand mean of 4.13 interpreted as “Good”.

Based on the result, it has been found that using HIMS makes the transaction and restoring

of information a lot easier.

Conclusion

The four población of Pandan mainly, Libod, Napo, Del Norte, and Del Sur uses

manual-based transactions and with the Household Information Management System, the

transaction is way better than before, the proponents concluded that the system Household

Information Management System is operational and can minimize the time consumed due

to manual processing and can restore and archive every household data of barangay.

Household Information Management System provided accurate and efficient information

that is reliable and complete. The system is a friendly user to them without getting confused

in navigating. This condition was addressed after all the requirements of the study has been

processed and studied.

Recommendation

The proponents recommended that a person has basic knowledge in using a

computer to operate the system. This is important to run the system without any

supervision. The proponents also recommend providing their I.T resources if they will

adapt the study, to maintain the flow of the network infrastructure. These resources are

essential to make daily operations organize and reliable. The system shall have

maintenance for every 5 months to maintain and update its functions and also for the

security of its databases.
