Introduction:

Government of Andhra Pradesh issued certain guidelines for evaluation of various disabilities and
procedure for certification to the persons with disabilities for concessions and other benefits and for
taking action for producing of false certificates in respect of the claims for reservation etc.

 It is being implemented across the state of Andhra Pradesh by Society for Elimination for Rural
Poverty (SERP) in close coordination with the Women, Child and Disabled Welfare Department.

Objective

 The objective is to create a Dynamic Web enable system for comprehensive access, rehabilitation and
empowerment, through automation, capacity building, assessment of persons with disabilities (PWDs)
and maintaining Decision Support System (DSS).
 SADAREM aim for elimination of rural poverty.

Benefits

 Scientific assessment of degree of the disability is done on the basis of methods and formulas
prescribed in the Gazette 2001 issued by the Ministry of Social Justice and Empowerment, Govt. of
India.
 A computer generated disability certificate with a unique ID and identity card is issued to the
concerned person.
 As per the rules, the persons who are adjudged to be disabled above 40% will be issued the Sadarem
certificates, and only those will receive monthly pension of Rs 1500.
 The SADAREM software will generate all the necessary documents such as note orders, beneficiary
list, reports, pension certificate and intimation document and sanction proceedings to the individuals.
 SADAREM Software also generates the complete details including note orders, beneficiary list and all
necessary documents that the PWDs candidates are entitled.
 The database hosted in the online portal to reach out to the PWDs candidates.

Objective of the SADAREM initiative is to create a Dynamic Web enable system for comprehensive
access, rehabilitation and empowerment, through automation, capacity building, assessment of persons
with disabilities (PWDs) and maintaining Decision Support System (DSS).

Government of Andhra Pradesh has taken this initiative of Identifying & Creating the Centralized
Database for Person with Disabilities by using scientific approach & disability guidelines.

SADAREM ICT solution is designed to cover the following features:

 Scientific assessment of degree of the disability is done on the basis of methods and formulas

Govt. of India
 Generation of a computer based Disability Certificate with unique ID along with Identity Card.
 Assessment of needs and maintaining the centralized data base. Software will also generate all
the details including the support services that the disabled persons are entitled, based on the
need assessment and a record of the services provided from time to time.
 The database thus generated will be hosted in the Public Domain to enable service providers to
reach out to the disabled persons.

User (Disability person) Registration process

 Firstly User(Disability person) needs to complete the registration and slot booking process in
Meeseva.
 After successful registration, a 17 digit sadarem id will be generated which is based upon the
District, Mandal, Panchayat , village and Habitation.
 In registration process the type of disability for the user will be identified in Meeseva.

The Types of disabilities are:-

1. Loco motor/OH
2. Visual Impairment
3. Hearing Impairment
4. Mental Retardation
5. Mental Illness
6. Multiple Disability

Based on the disability percentage the User can be categorised in to

1. Eligible
2. Rejected
3. Assessment Reject.

Process Flow

 Depending upon the disability, Users (Disability persons ) need to fix the Appointment with
Doctors assigned to the Sadarem.
 Then doctors will login through Sadarem website and check their Assigned users(Disability
persons) for the particular day.
 Here 3 Doctors will be updating FascimileSignature and the process will start from Doctor 1,
Doctor 2 and end with Doctor3.

After Clicking on Request for SADAREM Certificate slot booking link , the below screen will be
displayed. Here enter the Aadhaar number and click on submit button.

and fill all the details and click on Submit button as shown in below screen.
