INTRODUCTION
People are considered as the key resource in any organization. Before this time many
organizations including wachemo University manage their human resource by using man power
which takes a lot of time, cost and extra man power. The introduction of computer in solving
diverse problem together with the decreasing in cost has led many organizations to work their
job efficiently. Keeping this in mind this project will focus on developing web based human
resource management system for wachemo University for hiring or registering new employee,
updating employee information, searching employee information , View employee information
by using the system.
1. Background
Wachemo University is located at south central of Ethiopia Hossana town. Wachemo University
is one of Universities in Ethiopia established in 2006 EC specifically to produce qualified
employees for the country. This organization uses manual way to manage its all employees.
This manual human resource management has many drawbacks such as: - wastage of time,
errors occurred due to carelessness, loss of data accidentally. Also the details information of
the employee is traditionally paper based and maintained on paper. The proposed system is
designed to overcome the drawbacks of the existing system. Human resources management
system that is going to be developed is to provide the information of the employees.
2. Statement of problem
There are many problems in the existing system that is listed as follows:-
They need more cost since the work is done manually for buying paper, pen, pencil and etc.
Lack of accuracy is there, because of mistakes is occurred since the work is done manually.
3 Objective of project
The general objective of the project is to develop web based human resource management
system for the Organization.
The specific objective is important to achieve the general objective of the project. The specific
objectives are listed as follows:-
To Identify the problem of the existing system.
However,most are either too complex for small institutions or require significant
financial investment. The proposed system will be tailored specifically for, Wachemo
University(HRM) focusing on usability, cost-effectiveness, and customization.

6. Feasibility study
When doing any project it is fair to see some condition with regard to the cost, end users and
about the system developers. The objective is to determine whether or not the proposed
system is feasible. The six tests of feasibility have been carried out.
6.1 Economic feasibility
Economic analysis could be referred to as cost/benefit analysis. It is the most frequently used
method for evaluating the effectiveness of a new system. The system that we are going to
develop will have economically feasible if tangible and intangible benefits are existing.
Tangible benefit: - This is the benefit that can be expressed in terms of money. So the system
proposed to develop will decrease a lot of money that was expensive to buy the hard copy
material such as paper, pencil, pen rubber, and so on. It also reduces the cost of the replacing
the lost data.
Intangible benefit: - this benefit that cannot be expressed in terms of money. The intangible
benefit that the system will give is listed as

In Technical Feasibility study, one has to test whether the proposed system can be developed
using existing technology or not. It is planned to implement the proposed system using web
based technology.
We have taken various programming courses, Database, HTML, CSS, JavaScript, PHP and also
done many project for the courses that we have taken. As a result depending on our past
experience we will develop the best system. This indicates that our project is technically
feasible.
6.3 Operational Feasibility
The HRMS will streamline operations, making HR tasks more efficient and user-friendly.
The project follows a structured development plan, covering key phases such as requirement
gathering, system design, implementation, testing, and deployment. With a well-defined
timeline, the system is expected to be completed within the academic year, ensuring a smooth
transition for students and staff.
The system complies with Ethiopian labor laws and university policies.
Management support is expected, as the system will improve HR operations and reduce
administrative workload.
7. Project scope
The scope of this project is human recourse management system for wachemo University.
Human recourse management system is developed to manage all employees of the University.

Even though, this project is focus on Human Resource Management System for wachemo
University, it doesn’t include payroll system and other system which has relationship with
Human Resource Management system.
The system will not handle academic records (e.g., student grades, course management and
etc).
9. Project Significance
The human resource management system has its own significance to its users and manager of
the organization. Using this new system it will overcome the drawbacks of the existing system.
The significance of the project is as following:-
It doesn’t require any extra hardware device like paper, pen, pencil and etc.
It reduces the wastage of time during searching and modifying employee. Information, and
also reduces cost and data loss.Time saving for workers and administrator.
10. Time schedule
Once the schedule activities are defined, they are sequenced in the order in which they must be
performed .The resource requirements and the activity durations are then estimated for
these activities. Finally, the project schedule is created which shows when each activity is
scheduled to begin and end. The project schedule also shows the planned start date and
planned finish date for the overall project.
