1. Introduction
This Performance Test Run Protocol (“Protocol”) intends to describe in more detail the
activities to be carried out and the organizational approach to be applied to the execution of
the Performance Test Run(s).
This detailed procedure set out below shall be complementary to the relevant provisions of
the Contract
The capitalized terms used in this Protocol shall have the same meaning as defined in the
Contract, unless defined otherwise below:
“Contract” means the Letter of Acceptance related to the Proposal including their annexes as
applicable, signed by the Parties.
“Performance Guarantee” means the process performance guarantee set forth in Section 2.2
– Performance Guarantee of this Protocol.
“Performance Test Run” means the test or tests during the designated period of operation of
the Unit conducted in accordance with this Protocol for the purpose of collecting operating
data to evaluate the performance of the Unit relative to the Performance Guarantee.
“Performance Test Run Period” means the period ending on the date falling on one hundred
(100) weeks from the signature by both parties of the LOA, whereby the first Performance
Test Run shall need to occur not later than six (6) months after delivery to MIDOR of the
final Equipment item in accordance with the Contract.
“Unit“ means HPU (Hydrogen Production Unit) 9 in relation to which the Engineering
Services and Equipment are being supplied and the Performance Test Run is being
undertaken, located at Middle East Oil Refinery, Alexandria, Egypt.
i. the conditions having been met as set out in the Contract and the Unit is
maintained by experienced personnel of MIDOR,
ii. the Equipment is installed in the Unit in strict accordance with the specifications,
drawings, installation instructions and other instructions issued by TEN-NL in
accordance with the Contract,
iv. the Performance Test Run, or as applicable Performance Test Runs, is/are
executed within the Performance Test Run Period in accordance with this Protocol
and is being witnessed by TEN-NL, and
v. all equipment and components thereof, in the Unit perform as per original design
(in general, and not limited to main items as listed: Reformer Catalyst, HT Shift
catalyst, PSA unit, convection section coils, flue gas fans and combustion air
fans).

2.3.1 Operation of the Unit shall be at all times under the control and responsibility of MIDOR (or
its designated Unit plant manager). MIDOR shall execute the Performance Test Run and
be the coordinator for all operations to be performed during the Performance Test Run.
2.3.2 Within the constraints of the above responsibility, the Performance Test Run will be
monitored by TEN-NL's (technical) representatives (subject to the terms of and the
reimbursable rates as specified in the Contract). MIDOR may adjust the Unit conditions as
suggested by TEN-NL’s technical representatives for the purpose of optimizing the Unit
performance in so far as such adjustments do not jeopardize safe and stable operations.
TEN-NL's recommendations during the Performance Test Run will be advisory only.
2.3.3 During the Performance Test Run phase, meetings shall be held daily between MIDOR’s
operations staff and TEN-NL’s personnel attending the Performance Test Run. During a
Performance Test Run, the instructions or as applicable, recommendations, of either Party,
the progress in the performance of the Performance Test Run, any result and any other
data relevant to evaluate the Performance Test Run, shall be recorded in a logbook which
shall be the official reference regarding logging of activities during the Performance Test
Run. The logbook shall be written by MIDOR in the presence of TEN-NL. In case there is a
difference in opinion or interpretation, the representatives of the Parties shall state so in the
logbook.

2.3.4 With the Unit at Performance Test Run capacity, MIDOR shall carry out a 24 hour
pre-Performance Test Run. Prior to the start of this pre-Performance Test Run period, an
instrument zero check and calibration shall be carried out on the feedstock, steam, product
flow and all other meters that are relevant to the process guarantee (calibration shall be in
accordance to ISA Standards or Instrument Vendor instructions.) All temperature indicators
and pressure indicators/manometers that affect process guarantee shall be zero checked
and calibrated.
2.3.5 All flow, temperatures and pressures should be recorded at two hourly intervals during this
pre-Performance Test Run period and all orifice corrections; if required, made to ensure
that the process guarantee can be met.
2.3.6 The Performance Test Run will be performed based on the REFERENCE CASE (which is
defined as the original 100% NG case Heat and Material Balance).
2.3.7 Performance test will be performed meeting safety requirements, under steady state, for a
consecutive period of 24 hour.
2.3.8 MIDOR shall prepare the Unit for the Performance Test Run as soon as possible after
normal and stable operation has been established and all instruments for measurement of
guaranteed parameter have been checked, calibrated by MIDOR representatives. TEN-NL
and MIDOR will mutually agree when the Performance Test Run can commence.
2.3.9 MIDOR shall provide at battery limits all necessary utilities within specification, such as:
electricity, cooling water, nitrogen, instrument air, and drinking water.
2.3.10 MIDOR shall provide at battery limits all necessary feedstocks within specification for the
production of Hydrogen, such as: Natural Gas and Boiler Feed Water.
2.3.11 MIDOR shall be responsible to provide sufficient number of operation and analysis
personnel of adequate technical level and experience for the pre-Performance Test Run
operation and the Performance Test Run, which will be conducted in the presence of TEN-
NL in accordance with Section 2.3.2. TEN-NL shall consult with MIDOR on a continuous
basis during the Performance Test Run.
2.3.12 The results obtained from automatic DCS data, manual field data, instruments and sample
analysis shall be averaged over the entire Performance Test Run period and the average
values obtained shall be the basis for interpreting the Performance Test Run. Questionable
results will be excluded, as long as there is proof that the results are evidently erroneous.
On the Performance Test Run data measurements a tolerance shall apply as set out in 6.2.
2.3.13 All analysis required will be performed by MIDOR in accordance with the standards as
given in the Design and Operating Manual provided during the unit’s original project which
are presumed to be in line with TEN-NL specifications and guidelines, as well as with TEN-
NL’s written instructions as applicable.

2.3.14 Based on Performance Test Run information and analytical data to be furnished to TEN-NL
by MIDOR, TEN-NL will evaluate the Performance Test Run to determine conformance
with the Performance Guarantee. This evaluation, and data reconciliation if any, will be
performed by TEN-NL at its established offices. TEN-NL will issue a report to MIDOR
which indicates either, that the Performance Test Run was successful and the Performance
Guarantee has been met, or that the Performance Test Run was not successful, outlining
noted deficiencies in the performance of the Unit. Such report will be issued after receipt of
the required analytical data. The Performance Guarantee shall be deemed to have been
satisfied if TEN-NL certifies that the Performance Test Run was successful and if MIDOR,
within ten (10) business days thereafter, has not furnished TEN-NL with a written a
substantiated report setting out the grounds based on which MIDOR contests that the
Performance Guarantee has been satisfied.
2.3.15 Any terms relating to the Performance Test Run process in amendment or in addition to the
terms set out in this Protocol shall need to be agreed and confirmed in writing by both
Parties.

4. Measurements
4.1.1 The mean of the measured/recorded values as per Section 5.3.2, will represent the
measured performances of the plant. These will be compared to the values taking into
account the accuracy of measurement.
4.1.2 Other main parameters: flow, temperature and pressure, though not used for guarantee,
should also be recorded two hourly.
4.1.3 Correction factors for flow meter readings can be calculated according the formulas given
in Section 5.1.

5. Worksheets
The flow rate indicated in DCS is normally calculated from an actual measured value, like
pressure drop over an orifice plate, using the density of the gas or liquid. The density is
affected by changes in pressure, temperature, as well as composition of the medium
passing through the orifice flow meter. Not all corrections for density are included in DCS
and additional corrections by the operator may be required. The overall required correction
for density is dependent on the flow meter type and are listed below.

Correction factors for flow meters based on mass flow requiring a linear correction for
density (corriolis):
The measurement principle results in a direct measurement of the mass flow. When DCS
indication is in volumetric units, it is generally based on a density derived from the meter
that may be in accurate. The reported density or molecular weight from DCS should be
used for additional flow meter correction for the actual calculated density from the
laboratory data.

hours. The results shall be tabulated in excel format.

When additional DCS data is required based on test data reconciliation results, client shall
