Russia in 2024,The IFCT is designed to provide financial support to countries that are working to
improve national safety in times of terrorist attacks,
(C )The fund will provide financial support to countries that are developing new safety
standards, that are upgrading their counter-terrorism bodies, and that are mitigating the impact of
terrorism on the safety of their people ,The IFCT is a unique and innovative initiative, It is the
first fund of its kind to focus on ensuring safety against terrorism and violent extremism,
(D)The fund also provides relief aid to a country in case of an emergency,Nations facing an
economic crisis will be exempted from the fund and the fund is open to all nations,To combat
corruption , Russia will ensure fairness as two representatives from each country will be at the
core of all the funds operations , These members will be appointed by the respective
governments of the countries ,The Delegate of Russia urges all delegates present in committee to
join this fund to combat this terrorism crisis;
(B)Indigenous Rights:
1-Ensure recognition and protection of Indigenous peoples' rights to traditional lands, without
arbitrary cutoff dates, adhering to constitutional provisions.
2-Urge the government to revoke harmful legislation undermining Indigenous rights and support
land demarcation processes.
3-Promote robust mechanisms for consultation with Indigenous communities before any resource
exploitation on their lands, ensuring free, prior, and informed consent.
4-Strengthen legal frameworks to safeguard Indigenous rights against violence and
environmental degradation, enforcing accountability for violations.
(C)Environmental Protection:
1-Strengthen legislation for the protection of endangered species and biodiversity, especially in
the Amazon and Atlantic Forest regions.
2-Promote renewable energy investments as part of Brazil's Ecological Transformation Plan to
reduce reliance on fossil fuels and combat climate change.
3-Commit to achieving zero illegal deforestation by 2030, with comprehensive measures for
protecting traditional communities and their practices.
4-Implement nationwide campaigns to raise public awareness about sustainable practices and the
importance of conservation efforts

1.Since World War II, Germany has faced various forms of terrorism. The
1970s and 1980s saw the rise of the Red Army Faction (RAF), a left-wing
terrorist group responsible for numerous attacks. More recently, far-right
extremism and neo-Nazi terrorism have posed significant threats,
culminating in attacks such as the murder of politician Walter Lübcke in
2019.
2. Germany faces threats from various extremist groups. Islamist
extremism remains a concern, with the 2016 Berlin Christmas market
attack serving as a stark reminder. Far-right extremism is on the rise, with
numerous plots foiled by security agencies. Left-wing extremism, while
less prominent, still poses a threat, particularly in certain urban areas. The
increasing role of the internet in radicalizing individuals from different
ideological backgrounds adds a new dimension to these threats.

Urges the international community to support Belgium in its
counter-terrorism efforts by:

initiatives to enhance Belgium's counter-terrorism capabilities, including
training for law enforcement and intelligence personnel.

learned in counter-terrorism and countering violent extremism through
