United Nations Security Council

members of the United Resistentia bloc have pledged their commitment to the IFCT, along with
the mutual agreement that each country will donate 0.5% of their GDP to this fund annually ,
(B) The IFCT (International Fund for Countering Terrorism) is a new fund that was created by
Russia in 2024,The IFCT is designed to provide financial support to countries that are working to
improve national safety in times of terrorist attacks,
(C )The fund will provide financial support to countries that are developing new safety
standards, that are upgrading their counter-terrorism bodies, and that are mitigating the impact of
terrorism on the safety of their people ,The IFCT is a unique and innovative initiative, It is the
first fund of its kind to focus on ensuring safety against terrorism and violent extremism,
(D)The fund also provides relief aid to a country in case of an emergency,Nations facing an
economic crisis will be exempted from the fund and the fund is open to all nations,To combat
corruption , Russia will ensure fairness as two representatives from each country will be at the
core of all the funds operations , These members will be appointed by the respective
governments of the countries ,The Delegate of Russia urges all delegates present in committee to
join this fund to combat this terrorism crisis;

2. Federative Republic of Brazil


(A)​Human Rights and Social Justice: Promote comprehensive measures to protect the rights
of Indigenous peoples and marginalized communities, ensuring access to justice,
healthcare, and education. Advocate for the enforcement of laws against racism and
gender-based violence while enhancing police accountability to reduce excessive force.

(B)Indigenous Rights:

1-Ensure recognition and protection of Indigenous peoples' rights to traditional lands, without
arbitrary cutoff dates, adhering to constitutional provisions.
2-Urge the government to revoke harmful legislation undermining Indigenous rights and support
land demarcation processes.
3-Promote robust mechanisms for consultation with Indigenous communities before any resource

Call upon all Member States to enhance international cooperation in combating terrorism and
extremist groups through information sharing, joint operations, and coordinated strategies
furthermore call upon Member States to strengthen border security and controls to prevent the
movement of foreign terrorist fighters and the trafficking of weapons, while ensuring that
measures comply with international humanitarian and human rights laws.

Nations, to track and monitor terrorist movements, networks, and activities, ensuring
timely and secure information sharing among Member States;

counter-terrorism measures, emphasizing the importance of ensuring that
counter-terrorism efforts do not lead to discrimination, injustice, or violations of
international law;

Recognising that acts of terrorism and violent extremism cannot be prevented or

speech,violence due to incitement and recruitment by extremist groups, while

Republic Of Argentina

1.​ Argentina believes an international fund should be implemented to provide


education, relief, and military assistance to developing countries as this could help
drastically bring down rates of terrorism in developing countries and failed
states.Argentina proposes that this should be implemented in the resolution to
bring down the rates of terrorism. All developed member nations would be
obliged to participate in helping this fund.
2.​ Argentina states that an international committee must be formed to make sure and
prevent any nations/groups/entities/individuals from funding, recruiting, or
promoting terror organizations.
3.​ Argentina believes that terrorism must be countered in a manner compliant with
the rule of law and respect for fundamental guarantees, which requires
well-organized and long-term international cooperation with a legal foundation,
based on the absolute respect for international law, international humanitarian
law, international human rights and refugee law and the purposes and principles
enshrined in the Charter of the United Nations.

United States of America


1.​ Proposes a multi-faceted approach to curb acts of terrorism in developing countries:
a)​ Proposes a call for the Establishment of a United Nations Special Envoy
working in collaboration with the UNOCTC who will be responsible for
addressing all extremist acts in the Middle East:
i)​ Monitoring and reporting on the development of the economic status,
political turmoil and influence of terrorist organisations in developing
countries in the Middle East,
ii)​ Facilitating dialogue and cooperation along with the United States of
America, between countries at war such as Israel-Palestine and
ensuring a peace treaty to mitigate the current humanitarian crisis
prevailing in the surrounding regions of war,
iii)​ Mobilising international support for emergency responses to attacks by
terrorist organisations,
b)​ Requests the Secretary-General to provide the Special Envoy with all
necessary resources and support,
c)​ Accepts the removal of economic sanctions placed on developing countries
once the United Nations Special Convoy assures the United Nations General
Assembly of the curbing influence of corruption, malpractices and terrorist
affiliations to ensure economic development in the respective country,
d)​ Proposes a plan to continue humanitarian aid and deployment of officials of
the International Committee of the Red Cross to sanctioned areas to reduce the
suffering of innocent human beings,
e)​ Encourages Middle-Eastern countries to join the Abraham Accords which the
U.S.A will expand to include more countries ;

2. Requests the Russian Federation to condemn the pro-Russian separatist forces occupying
regions of Eastern Ukraine such as the People's Militias of the Donetsk People's Republic (DPR)
and ratify the Treaty on the Prohibition of Nuclear Weapons (TPNW);

Chile will allocate resources to improve border control infrastructure, including technology,
personnel, and surveillance systems.

The Customs and Border Protection Agency (CBPA) will work closely with neighboring
countries to prevent illegal crossings and monitor potential terrorist movements.

C. Law Enforcement Coordination:

The Ministry of Interior will facilitate coordination among law enforcement agencies (police,
intelligence, and military) to enhance their collective response to terrorism.

1 All countries should work together an help developing countries
by providing education and proper training of the armed forces of
that country to combat terrorisim.
2 A specific organization should be created to only deal with
terrorisim. Countries should also not fight countries with terrorists
in it. Instead they should help those countries an not declare war on
them.
3 There should be proper coordination between countries while
dealing with terrorisim.

Intelligence Network (GCTIN) to enhance international cooperation

group, the Global Initiative to Combat Nuclear Terrorism and the
