Preliminary estimate with item wise details including 3%

contingencies for the work of “Preliminary Estimate for work OCM
of Electromechanical Services at TE Bldgs & CMC EA & AC within
20 KM of main Exch and CMC of DG sets & Lifts of important
stations under BA Nagpur under Division Nagpur Under Electrical
Circle Nagpur."
This office is in receipt of the above estimate vide
No.: 03(28)/SEE/ BSNL/ EC/ NGP/2023-24/ 112 Date : 01.04.2024.
This estimate has been framed by the Superintending Engineer (
Elect), BSNL, Electrical Circle , Nagpur as per the instructions of the
PCE (E) , Mumbai for carrying out OCM & CMC of EMS at various
TE Bldgs under BA Nagpur.
This preliminary estimate has been prepared at a probable cost of
Rs. 2,35,73,266/- including 3% contingencies for obtaining AA & ES
of the competent authority with request for arrangement of Budget.

The following provisions have been made in this preliminary

estimate:

1) OCM of EMS at CTO & TAX Bldg , TE Bldgs at VRCE , Khamla ,

Itwari , Nari , PGMT , DPS , RTTC & PGMT Nagpur.
2) CMC of

1 Nos 20 Passenger Lift at TAX Bldg CTO Compound ,

2 No 8 Passenger Lift at CTO ,
4 Nos 8 Passenger Lift at Ty IV & Ty V Staff Qtrs at DPS
Compound,
2 Nos 8 Passenger lift at PGMT Bldg &
1 Nos 13 Passenger Lift at RTTC Nagpur.

3) CMC for DG Sets at various sites under Nagpur BA.

4) Rate contract for comprehensive maintenance of 27 X 7 TR
microprocessor based Precision package AC units including all
items as per the specifications /conditions of contract.
As per the Items in the Estimate some clarification was sought from EEE
vide this office's Ltr No. MHNGP/AGM/C&EW/OCM of EMS/ Nagpur BA /Elect/2024-25/Dated
at Nagpur the 06 .04.2024

As put-up Note#1:

1) PE for amount of Rs.2,35,73,266/- (Rs.Two Crore Thirty Five lakh

Seventy Three Thousand Two Hundred Sixty Six Only) was submitted
by SDE(EP)-Electrical Wing, Nagpur.

2) Many ambuguities in the said estimate were noted and

accordingly letter seeking clarification on the same was sent to
Ekectrical Wing.

3) The clarification given ekectrical wing was noted to be insufficient

and their was no curtailment in estimate cost althogh certain works
were deleted/ withdrawn.

4) Since the cost of estimate is too high and there exists large
ambiguity, pointwise clarification is again sought from EE(E) vide
draft- DFA/943306 with due reduction in cost of estimate.

1) As per Note # 2 and Note # 5 the query raised by this office to the EE ( E ) , BSNL Electric
Division Nagpur

2) This office is in receipt of the reply from EE (E) , attached herewith in E receipt
vide 3205369/. No.23(NGP)/EEE/BSNL/NGP/2024/109 Dtae 25.05.2024 .

3) None of the query has been clarified in this letter.

1) The AA &ES sought for the PE at Note#1 is for cost
o f Rs.2,35,73,266/- (Rs.Two Crore Thirty Five lakh Seventy Three

2) Many anomalies were observed in the said PE and accordingly

Clarification on the same was sought vide this office's letter dated
06.04.2024 .

3 ) The clarification given by electrical wing was vague and

insufficient. Moreover, there was no curtailment in estimate cost

although certain works were deleted/ withdrawn from the estimate by

them.

4) Hence again a letter dated 21.05.2024 as sent to EE(E) pointing

out the anomalies and requesting curtailment in PE costs for
works dropped by them. Additionally, location wise expenditure at
Sr, no.6,12,15,16 was demanded.

5) However, the queries raised have been answered very vaguely

v i d e EE(E) letter dated 25.5.2024 and again no curtailment in
dropeed work has been done.

Since, the cost of the submitted PE is very high

i.e. Rs.2 ,35,73,266/- (Rs.Two Crore Thirty Five lakh Seventy
Three Thousand Two Hundred Sixty Six Only) and there exits
large extent of reduction in cost. But the vague reply and non-
reduction is costs don't justify the proposed expenses by EE(E).

Kindly refer note # 10 and supply the details for curtailment in cost arrived. The estimates are
framed as per the guidelines of the corporate office and no arbitrary cost can be considered.
Before commenting any reply as vague , it should be seen with corporate instructions. nobody
can frame estimate as per his will. the guidelines are to be followed. This estimate is framed
by the O/o Superintending Engineer (E), Nagpur based on the current awarded rates. That was
also mentioned clearly. it was also clarified that the recovery for non utilized services shall be
deducted as per the statement approved by the competent authority. Kindsly supply the basis
of curtailement in Note # 10 so that matter can be takenup with SE(E), Nagpur please.
Please note that we are not getting budget due to estimate is not sanctioned. Kindly expedite
please.
