f 2. No school shall admit a student without a letter of transfer signecl by the SCDE, CDE and
I)irector of Primary Flducation as the case may be.

I Pupils seeking transfers within the sub county: the authorizing ofticer shall be the
SCDE.
I Pupils seeking transfers from one sub-coirnty to another: authorizing officer shall be
the CDE, subject to recommendation fiom the SCDE.

3. A11 Head Teachers must give release to pupils seeking transt-er to another school stating very
r clearly the conduct of the pupil concerned. A Head Teacher who covers up a pupil's conduct
shall be held responsible for any subsequent problerrr.
4. A school that may have a vacancy or vacancies to admit more pupils shall issue a transfer

letter signed by the Head Teacher to the pupil's former school for the transfer process to
