4.4.11.3 Plumbing and Drainage

a) Plumbing & Drainage deliverables (documents and drawings) shall be


prepared and produce by CONTRACTOR for QatarEnergy review and
approval as stated on the detiverables list of the project
b) CONTRACTOR shall be responsible for providing the plumbing
requirements of LLCC E-house and Analyzer House comprising but the
design, procurement and installation of following items:-
i. Refillable three (3) day storage tank with 10% overboard (minimum)
size to the daily potable water demand of the LLCC E-house and
analyzer house including the emergency eyewash fixture. The quick
pipe connector for potable water tank refill shall be positioned close
to the allocated carpark for potable water mobile tanker. Concrete
pedestal and pipe support shall be made available for quick pipe
connector.
ii. Booster pump set (with duty and stand-by booster pump with vessel)
iii. Plumbing pipe and fittings (including refill pipe and valve for the tank)
iv. Tank and pump support plinth including adequate piping supports
and foundations.
v. Chemical and acid drainage pipe and fittings (uPVC)
vi. Neutralization pit for drainage system
vii. Isolation valves, gate valve or ball valves
viii. Condensate drainage of Package AC Units routed to the closest
rainwater outlets.
ix. Roof drainage pipe and storm water manholes and soak-ways.
4.4.12 life Safety

Refer to section 4.4.9.13 for E-House Ufe Safety Report

4.4.13 Telecommun ications


4.4.13.1 General
aJ The systems involved under telecommunication are of specialized
nature, the CONTRACTOR shall submit their pre..qualifications in
canying out Engineering of such specialized systems. If the
CONTRACTOR does not have proven in-house capability, specialist

employ qualified and approved system integrator/s to carry out vendor


engineering, testing, commissioning, and other works.
b) The systems to be provided under telecommunication shall include, the
following:
i. Redundant Fiber Optic Cables in diversified routes and
Accessories, Outside plant (OSP) works (F&G, DCS, FOC for
MOVs, ACS , CCTV, LAN, Telephone and PMS Systems) Structured
Cabling NetworK.
ii. Converged LAN for voice and data.
iii. CCTV System
iv. Access Control System
c) All equipment associated with the systems listed above shall be rack
mounted in the TER.
d) CONTRACTOR shall update the impact assessment report stating all
active devices (network switches, storage, servers, licenses, etc.) to be
provided by QatarEnergy for end-to-end communication and operation of
telecommunication systems installed by CON TRACTOR. The final report
shall be submitted to OatarEnergy six months prior to the commissioning
of the relevant Telecom systems.
e) The equipment selected shall be of the latest technology, field proven,
currently available in the production. Due diligence shall be done on the
obsoleteness, potential end of life declaration, expected product life and
technical support availability for the chosen item. EPIC contractor shall
furnish the details in consultation with OEM on the above and seek
specific approval from OatarEnergy before procurement.
f) As part of MAH workshop, HSSE critical telecom equipment shall be
identified. All outdoor telecom equipment (which could be a source of
ignition in potentially explosive atmospheres) shall be certified suitable for
installation in IEC Zone 1, Gas Groups liB, Temperature Class T3, as a
minimum.
g) All outdoor telecommunication equipment not identified as HSSE Critical
Equipment shall be electrically isolated as per the facility emergency
shutdown plan.

4.4.13.2 Fiber Optic Cables


1. General
a) The Fibre Optic Network is the backbone for communication across
the CCWS facilities. It supports ELV IICT system (Converged IP
network, CCTV system, and Access Control system), Instrumentation
Control systems, F&G systems, PMS, etc. AU FOC installation and
Materials shall be as per QatarEnergy ITN standard QSTD·ITN·007.
b) The Fibre Optic cables requirements are shown in the telecom block
diagram, which is part of Appendix F.
i. The Fibre Optic cables shall be routed in a physically redundant
path with a separation at least 6m so that in case of a cable
breakdown or failure of anyone link, an alternate connection
path is available. Any deviation from this has to be agreed with
QatarEnergy.
ii. Fibre Optic Cables shall enter and leave the stations in two
physically and adequately spaced paths in order to ensure high
network availability.
iii . Fibre optic cables shall be 48/24 cores in capacity. single mode,
operating in the 1310 and 1550 nm band and complying with
ITU-T G.652D.
iv. The fibre optic accessories include network cabinets, fibre patch
panels, LC single mode connectors, Optical fibre splice
organizer, splice kit, trays as required for termination of FOCs,
UTP patch panels, cable manager, splice enclosure, etc as
Qatar Energy IT standard QSTD-ITN-007. All the cores shall be
terminated. Necessary FO patch cords shall be provided
including for pass through purposes .
v. The fibre optic cables shall be supplied as much as possible in
single lengths (without any splices). Longer lengths are
preferred so that the resultanlloss due to splices will be minimal.
Outdoor FOC shall be converted to into Indoor FOC's using
inline type splice enclosure.
vi. The outside plant work associated with FO cabling also includes
construction of chambers J manholes, trenches, duct banks,
ducts, cable trays, ladders, concrete marker posts, warning
tapes, concrete 1 PVC tiles and all other necessary accessories.

placed at regular intervals of 30 meters, crossings with other


utilities as well as at change of direction.
viii. CONTRACTOR shall supply and install concretelPVC tiles and
warning tapes placed al a standard distance above the FOC
along the whole route.
ix. The necessary duct banks I mitigations (as applicable) shall be
provided for FOC where it crosses with roads, pipelines, cables,
fences, overhead lines as per QatarEnergy requirements and
standards.
x. Existing infrastructure and systems in the project area shall be
used in the design of this telecoms system. The telecom cable
routing drawing provides the overview of the cable routing and
the arrangements required.
xi. Bi-directional OTDR and power meter test shall be carried out
for all FOC cable from ODF to ODF and test reports shall be
provided as per QatarEnergy ITN standard QSTO-1TN-007 for
review and approval by QatarEnergy.
2. MOV-C Building
The new F&G system for this project at W8 LlCC will be connected to
existing MOV-C Building through redundant link using 2 x 24 core single
mode FOC along with all accessories.
3. Central Control Room
a) The new DCS, LANlTelephone, ACS and CCTV systems for this
project al W8 llCC will be connected to existing CCR through
redundant link using 2 x 48 core single mode FOC along with all
accessories.
b) A new communication link is established in this project between this
CCR and 33kV Switchgear building via 2x24 core single mode FOC
along with all accessories for PMS. PMS system will have a
dedicated FOC cable.
4. 33kV Switchgear Building
A new communication link is established in this project between this
building to CCR via 2x24 core single mode FOC along with all accessories
for PMS needs and future usage.

5. Local lot Control Centre (Wa l lCC)


a) The DCS system cabinet shall be networked to the main system
located at Central Control Room (CCR) through redundant link using
4 cores, each of 2 x 48 core single mode FOC along with all
accessories.
b) Dedicated cores shall be allocated from the above-mentioned
redundant FO cables for the PMS, LANrrelephone, CCTV and DCS
system between W8 LLCC and CCR.
c) The Control system LAN for DCS also shall be extended to CCR using
cores of 2 x 48 core single mode FOC along with all accessories.
4.4.13.3 Structured Cabling Network
a) CONTRACTOR shall design a complete structured cabling system for
both voice and data services in we LLCC as per QatarEnergy IT standard
QSTD-ITN-007.
b) Horizontal cables for all data outJets shall be terminated in a cabinet
mounted patch panel located at the LERfTER.
c) Horizontal cabling for both data and voice shall be to Cat-6A standard,
originating from the patch panel referred above. Minimum of 2 x twin data
outlets of RJ45 type shall be provided for each office I LERfTER. RJ45
twin data outlets shall be provided for Data , voice, CCTV cameras, ACS
controllers, wireless and access points. Dedicated rack shall be proposed
for IT network.
4.4.13.4 Converged IP LAN
a) For alilP enabled systems other than life safety systems , data transfer
within a system and among different systems shall be through the
QatarEnergy corporate converged LAN. Corporate IT LAN is a CISCO
based Ethernet network. The network extends to all QatarEnergy
facilities within CCWS and is linked to facilities in other regions.
b) CONTRACTOR shall provide a high-level design of the system based on
the requirements specified herein and to the approval of QatarEnergy.
Design of the converged network shall support and fulfil the requirements
of aU IP based systems, which shall include all QatarEnergy Corporate
applications, VolP system, CCTV, Access Control and other IP based
systems included in the Contract documents. Access switches shall be
included in the design for the TER of the FACILITY. The network shall

_. use CISCO hierarchicat architecture. The high level design of the CISCO
converged LAN shall be carried out by a personal specialised duly

c) Procurement and configuration of the active network elements (including


SFPs) of the switches shall be carried out by others. However,
CONTRACTOR shall supply and install equipment cabinets, UPS and
power distribution to facilitate installation of active switches and other
devices and shall provide necessary support to QatarEnergy for physical
installation of the devices.
4.4.13.5 Access Control System
a) CONTRACTOR shall design an Access Control System for LLCC W8, to
restrict entry to the building facility and sensitive areas within the facility.
b) The system shall be designed as an extension of the existing system
based on Honeywell Prowatch. CONTRACTOR shall liaise with
QatarEnergy -ICT and verify the latest version in operation before they
do the detailed design.
c) All field peripherals and controllers shall be managed by the existing
regional server. All controllers shall reside on the Converged LAN, so as
to communicate with the server residing on the same LAN .
d) All local security panels shall be IUPS powered backed up battery power
as applicable so that security system shall not lose functionality in the
event of power failure.
e) ACS system shall be commissioned by CONTRACTOR, integrating with
existing system by providing necessary support to QalarEnergy ICT
team. Necessary coordination shall be done by CONTRACTOR to
achieve this integration.
f) CONTRACTOR shall submit Impact report and get approved by
QatarEnergy at least Six (6) months prior 10 commissioning highlighting
the requirements from ICT team for the project integration.
4.4.13.6 CCTV System
a) CONTRACTOR shall design CCTV system for surveillance and
monitoring of security requirements for the wa LLCC.
b) Security CCTV system shall be designed to cover entrances/exits of
instrumentation room of the building facility. All CCTV cameras shall be
powered from UPS.
c) CCTV system design and selection of field devices for this project shall
be an extension to the existing QatarEnergy corporate wide CCTV
system and shall be fully compatible. It shall be fully compatible with
existing Honeywell MaxPro VMS (Software Network Video Recorder) &

d) Bandwidth, storage, license and computing required for integrating CCTV


cameras to existing systems shall be calculated by authorized vendor
and shall be submitted for QatarEnergy approval.
e) The design shall be in accordance with the defined objective of
QatarEnergy security and in line with MOl requirements. CONTRACTOR
shall obtain formal approval for the CCTV system design from MOl prior
to QatarEnergy's review.
f) CCTV system shall be commissioned by CONTRACTOR, integrating
with existing system by providing necessary support to QatarEnergy ICT
team. Necessary coordination shall be done by CONTRACTOR to
achieve this integration.
g) CONTRACTOR shall submit Impact report and get it approved by
QatarEnergy at least Six (6) months prior to commissioning highlighting
the requirements from ICT team for the project integration.

4.4.14 Demolition

CONTRACTOR scope shall include demolition of existing facilities as


necessary for the WORK.
CONTRACTOR shall prepare discipline-wise demolition drawings.

4.4.15 Interfaces

4.4.15.1 Ex isting Facilities and Other Projects

Refer to section 2.4

4.4.15.2 Regulatory Interfaces

CONTRACTOR shall liaise with all Stakeholders , Government Agencies,


Ministries, Utility Providers and Third Parties to ensure all relevant interfaces
are addressed and effectively and timely executed.
Anticipated interfaces are as per below (these interfaces are only guidelines,
CONTRACTOR to identify any other interface necessary for successful
completion of the WORK):
1. CONTRACTOR shall liaise with MOl regarding provision of various
physical and electronic security infrastructure requirement for the site as
per General Directorate of Industrial Security - Security Requirements
Doc No. GDIS-SPR-101 and in accordance with MOl requiremen ts and
