According to the Philippine Council for NGO Certification (PCNC),
the Philippine NGO sector has played a significant role in the history of social
development work in the country. Existing in its earlier forms to fill the gaps in
the government’s delivery of basic social services, NGOs evolved into
alternative venues for political participation and social action. In an atmosphere
of synergy and complementation following the 1986 EDSA Revolution, the
government and the NGO sector have come to establish a collaborative
relationship characterized by convergence of goals and the sharing of
resources.

SEDP-Simbag Sa Pag-Asenso indicates that the organization is


currently active and maintains interactions with the local Barangay and City
government, although it does not have a representative in the People's Council.
To communicate its advocacy to government officials, SEDP utilizes
communication letters and participates in seminars and meetings. The
organization actively contributes to the community by providing essential
services such as medical missions, training, and seminars, demonstrating a
strong partnership with government efforts. Notably, SEDP has not faced
challenges in advocating its goals, suggesting effective communication
practices are in place. To enhance its influence, the organization recommends
establishing clearer communication channels and holding regular meetings with
relevant government sectors. SEDP also encourages community involvement by
offering training and seminars aimed at increasing awareness of local issues.

Thus, SEDP-Simbag Sa Pag-Asenso plays a vital role in the


socio-economic development of Catarman, Northern Samar, through its active
engagement with the community and local government. Established in 1972
and officially registered in 2003, the organization effectively communicates its
advocacy and provides essential services such as medical missions and training
programs. Despite lacking a representative in the People's Council, SEDP
